SUPERVISORS' REPORTS AND COUNTY ADMINISTRATOR'S REPORT
Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 

PRESENTATIONS

 
1.  
Board of Supervisors- Presentation regarding the activities of the County Supervisors Association, including a discussion of recent legislative session. Craig Sullivan, County Supervisors Association Executive Director
 
2.   Sheriff - Presentation  by  David Rhodes, Chief Deputy Sheriff and Robert Campbell, Program Coordinator, on the Annual 287(g) Steering Committee meeting regarding Yavapai County and ICE (Immigration and Customs Enforcement).
 
CONSENT AGENDA All items on the Consent Agenda were unanimously approved with the exception of items 3, 7, 9 and 23.
 
1.   Board of Supervisors - Approve minutes of meeting of August 2, 2017 and Special Meeting of August 8, 2017.
 
2.   Board of Supervisors - Approve appointment of precinct committeemen as recommended by the Yavapai County Republican Party, all as evidence in Board Memorandum No. 2017-09.
 
3.   Board of Supervisors - Approve Resolution authorizing procedures for declaring emergencies pursuant to A.R.S. §26-311. Approved
 
4.   Board of Supervisors - Approve payment of an employer pension contribution to the PSPRS Yavapai County Attorney Investigators Pension Plan of $60,917.97.  Phil Bourdon, County Administrator
 
5.   Board of Supervisors - Approve vouchers.
 
6.   Community Health Services - Approve reorganization of the Community Health Services Department.
 
7.   Facilities - Approve funding to the Yavapai Fair Foundation to pay for the rental cost of temporary fencing, not to exceed $6000.00, for the Yavapai Fair held September 7-10, 2017. Approved by 4 to 1 vote. Supervisor Smith opposed. Approved
 
8.   Finance - Approve certification that the total revenue collected by the Superior Court, Clerk of the Court and the Justice Courts in fiscal year 2016-17 of $8,513,160.00(the 2015-16 amount was $8,180,624.00), is greater than the base year collections in fiscal year 1997-98 of $3,407,339.00, in accordance with the §41-2421.
 
9.   Fleet Management - Approve the sale of one 2004 Ford E450 1 1/2  ton passenger van to the Valley Academy for Career and Technology Education for $3,450.00 (District 3 - Supervisor Garrison). Vote must be unanimous to approve request. 4 to 1 vote. Supervisor Smith opposed. Denied
 
10.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approval of Change Order #1 for a time extension with no additional charges on an existing Professional Services Contract with Atkins North America, Inc. for the restudy of the flood hazard mapping for Oak Creek and its major tributaries in Yavapai and Coconino Counties, funded by a Cooperating Technical Partners Grant from FEMA. (District 2 - Supervisor Thurman; District 3 - Supervisor Garrison)
 
11.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of these items will reconvene as the Board of Supervisors.  Approval of Change Order #1 for a time extension with no additional charges on an existing Professional Services Contract with Shephard-Wesnitzer, Inc. for drainage improvement design work and post-design services on Railroad Avenue, associated with the Ash Fork Area Drainage Master Study. (District 4 - Supervisor Brown)
 
12.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors – Approve Change Order #1 for a time extension with no additional charges on an existing Construction Contract with Earth Resources Corporation, for the Railroad Avenue Channel Improvement Project, Ash Fork, Yavapai County, AZ; Project #FC0175. (District 4 – Supervisor Brown)
 
13.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors – Approve Change Order #1 to an on-call engineering contract with Atkins North America, Inc. for continued professional engineering services work relating to the Goodwin Fire and post-fire watershed assessment, which provides an additional $20,000.00 to continue and complete the work relating to the fire and subsequent flooding events. (District 2 - Supervisor Thurman)
 
14.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve Change Order #2 for a time extension with no additional charges on an existing Professional Services Contract with Atkins North America, Inc. to complete and support the submittal and review process for updated flood hazard mapping for the Zone A Floodplain Delineation Study, Phase 2. Northern and Western County areas. (District 1 - Supervisor Simmons; District 4 - Supervisor Brown)
 
15.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of these items will reconvene as the Board of Supervisors.  Approval of Change Order #2 for a time extension with no additional charges on an existing Professional Services Contract with Civiltec Engineering, Inc. for drainage improvement design work associated with the Ho Kay Gan Area Drainage Master Study. (District 4 – Supervisor Brown)
 
16.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve FY 17-18 funding in the amount of $600,000.00 for a new Community Intergovernmental Agreement (IGA) with the City of Prescott for Drainage Improvement Projects. (District 1 - Supervisor Simmons; District 4 - Supervisor Brown)
 
17.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve FY 17-18 funding in the amount of $800,000.00 for a new Community Intergovernmental Agreement (IGA) with the Town of Prescott Valley for Drainage Improvement Projects. (District 5 - Supervisor Smith)
 
18.   Human Resources - Approve new job descriptions for the Community Health Services Department.
 
19.   Management Information Systems - Approve a three-year renewal of the GIS, Environmental Systems Research Institute (ESRI) agreement.
 
20.   Public Works - Approve Authorization of Services #1722020 with AECOM Technical Services, Inc. for monitoring services at the Prescott Valley Landfill and Camp Verde Landfill, Yavapai County, Arizona, in an amount not to exceed $119,474.00 from budgeted funds.  (District 2 - Supervisor Thurman; District 5 - Supervisor Smith)
 
21.   Public Works - Approve Contract Extension with Traffic Safety, Inc. for Pavement Marking in Yavapai County, AZ - Contract #1619205 for the one-year term August 20, 2017 to August 19, 2018, at the original unit prices bid.  (All districts)
 
22.   Public Works - Approve one-year contract extensions for On-Call Professional Geotechnical Engineering Services in Yavapai County, AZ - Contract #1519411 with various engineering firms.  No county funds required. (All districts)
 
23.   Public Works - Approve Change Order #1 (Final) with Combs Construction, Inc. in the decreased amount of $84,246.77 for Bagdad Airport Road Reclamation in Yavapai County, AZ - Project #1619418.  Bagdad Area.  (District 1 - Supervisor Simmons) Approved
 
24.   Public Works - Approve Change Order #2 (Final) with Paveco, Inc. in the increased amount of $15,582.39 for Roadway Reclamation Project in Yavapai County, AZ - Project #1619230  (District 1 - Supervisor Simmons; District 3 - Supervisor Garrison)
 
25.   Sheriff - Approve Sheriff's Office to apply for the Edward Byrne Memorial Justice Assistance Grant Program FY 2017 Local Solicitation in the amount of $17,939.00 and submit application for this funding. This grant funding will be used for the Body Worn Camera Expansion project as outlined in the application.
 
26.   Treasurer - Approve contract for the printing of the 2017 Property Tax Notices.
 
ACTION
 
1.   Board of Supervisors - Set primary and secondary property tax rates for 2017 for the following jurisdictions: Yavapai County, Fire District Contribution, Yavapai County Free Library District, Yavapai County Flood Control District, Ash Fork Street Lighting Improvement District, Seligman Street Lighting Improvement District, Yarnell Street Lighting Improvement District and Seligman Sanitary District and convey tax rates for all jurisdictions to the County Treasurer.  Adopt resolution providing for the collection of taxes for all jurisdictions by the County Treasurer for fiscal year 2017-2018.  Phil Bourdon, County Administrator Approved
 
CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.
