All items on the Consent Agenda were unanimously approved with the exception of C.2,10,18,21,22,24 & 29.

1.   Board of Supervisors - Approve minutes of meeting of March 19, 2012.
 
2.   Board of Supervisors - Consider approval of Intergovernmental Agreement with Ft. McDowell Indian Tribe for Provision of Restoration to Competency Services by the Yavapai County RTC Program. Approved
 
3.   Board of Supervisors - Consider approval of agreement with Peter Van Haren for Hearing Officer services for the period of April 2, 2012 through June 30, 2014, at a cost not to exceed $4,999.
 
4.   Board of Supervisors - Approval of transfer of funding from WIA Dislocated Worker to WIA Adult programs by request of the Local Workforce Investment Board.
 
5.   Board of Supervisors - Approve appointment of precinct committeemen as recommended by the Yavapai County Democratic Party and also acknowledge removal of precinct committeemen, all as evidenced in Board Memorandum No. 2012-08.
 
6.   Board of Supervisors - Approve vouchers.
 
7.   Development Services - Consider recommending approval of a Series 12 Liquor License application (12133511) and Series 7 application (07130053) both without protest submitted by Greg Koss for The Up The Creek Grill, located 2 miles east of 89A on Page Springs Rd., Cornville 86325.
 
8.   Development Services - Request approval of hiring exception for a Permit Technician I.

Development Services - Wireless Use Permit for the construction and operation of a 99 ft. cellular tower with three sectors, each with 4 antennas, a 6 ft. microwave dish and equipment shelter with generator in a 50 ft. x 50 ft. leased area on an approximate 477.7 acre parcel in an RCU-2A (Residential; Rural; 2 acre minimum) zoning district, Parker Dairy Farms, Inc., Reg Destree of Reliant Land Services for Verizon, APN: 201-19-006B; HA# H12005. The property is located approximately 732 ft. north of Stanton Road and approximately 2.1 miles east of the intersection of Stanton Road and S.R. 89 south of the community of Yarnell and north east of the community of Congress. S28 T10N R05W G&SRB&M.Nicole Russell, Planner. On March 7, 2012, the Planning and Zoning Commission recommended approval of the Wireless Use Permit with stipulations.

Development Services - Extension on Time to Record a Final Plat and to start construction of the Wickenburg Ranch development for approximately 2,160 acres consisting of 2,324 residential units (1,124 Single Family and 1,200 Multi-Family Residences), RV Storage Site, Community Center with a community store, 18-hole Golf Course along with a clubhouse, fitness center & restaurant, Equestrian Center with horse boarding and public events, a dude ranch with a 180 unit resort hotel, public facilities site and public trail along Martinez wash, for a period of three (3) years until 2015 on in a Planned Area Development (PAD) zoning district approved under the Zoning Map Change, HA# H5214, M3 Builders, LLC, Bill Brownlee, for the project known as Wickenburg Ranch Subdivision, APN: 201-02-158C, F, G, K, & U; HA# H12017. Located on the north east corner of the SR89/93 intersection, approximately 3 miles northwest of the Town of Wickenburg. S7, 8, 17, 18, 19 & 20 T8N R5W G&SRB&M.: Kristy K. Dargue, Journey Planner. On January 3, 2006 the Board of Supervisors voted to approve the Zoning Map Change as recommended by the Planning and Zoning Commission.

Approved in a 2-to-1 vote with Supervisor Springer voting "No" on this issue.

11.   Education Service Agency - Consider acceptance of the Improving Teacher Quality Grant in the amount of $23,142 from the Arizona Board of Regents through Prescott College.
 
12.   Facilities - Request approval of hiring exceptions for one full-time and one part-time Custodian.
 
13.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of these items will reconvene as the Board of Supervisors. Consider approval of a Professional Services Contract in the amount of $222,589 with Sanborn for the 2011-2012 Aerial Mapping Project. All County Areas.
 
14.   Flood Control - Consider approval of a Professional Services Contract in the amount of $133,040 with JE Fuller Hydrology and Geomorphology, Inc. for preparation of a Drainage Design Manual for Yavapai County. All Areas.
 
15.   Flood Control - Consider approval of and give the Flood Control District Director permission to sign Change Order #1 in the amount of $23,525.70 to a Professional Services Contract with JE Fuller Hydrology and Geomorphology, Inc. Black Canyon City Area, District #2.
 
16.   Human Resources - Consider approval of new job description, Program Coordinator II - Healthy Living, YCCHS, within the County compensation system.
 
17.   Human Resources - Consider approval of reclassification of Assessor Appeal Specialist Range 59 to Range 60 and consider making the change retroactive to January 8, 2012.
 
18.   Prescott Justice Court - Request approval of hiring exception to fill a Court Clerk position.

Approved in a 2-to-1 vote with Supervisor Springer voting "No" on this issue.

19.   Public Works - Consider approval of USDA Forest Service Title II Grant Agreement (FS #12-DG-11030420-004) in the amount of $70,476 for roadway improvements on a portion of Culpepper-Reay Road. (District #3).
 
20.   Public Works - Consider approval of the purchase of one 11-14 Ton 9-Wheel Pneumatic Tired Roller, Contract #1124316. Recommend award to low-bidder Tucson Tractor Company in the total amount of $80,390.34.
 
21.   Public Works - Award or reject bids received for 2011-2012 Annual Overlay Project in Yavapai County, AZ; Project #1120092. Recommend award Grady's Quality Excavating, Inc. in the total amount of $499,803.50. Various locations. Districts 1, 2 and 3. Approved
 
22.   Public Works - Award or reject bids received for Beaverhead Flat Road Mill & Fill Project in Yavapai County, AZ - Project #2918125. Recommend award Asphalt Paving & Supply, Inc. in the total amount of $1,310,555.30. Village of Oak Creek area. District 3. Approved
 
23.   Public Works - Approve extensions of time for completion of services of Authorization of Services #2818340 with AECOM USA, Inc.; Authorization of Services #1017285 with Appraisal Consultants, Inc.; Authorization of Services #2818499 with C&S Engineers, Inc.; and Authorization of Services #1119023 with Fann Environmental, LLC. No county funds required.
 
24.   Public Works - Award or reject bids received for Williamson Valley Road Asphaltic Concrete Mill & Fill from Pioneer Parkway to Outer Loop Road in Yavapai County, AZ - Project #1120583. Recommend award Fann Contracting, Inc. in the total amount of $1,687,842.20. Prescott area. District 1. Approved
 
25.   Public Works - Approve Authorization of Services #1220603 with Engineering & Testing Consultants, Inc. for the Beaverhead Flat Road mill and fill project; total not to exceed $10,000. District 3.
 
26.   Public Works - Approve Authorization of Services #1220604 with Ninyo & Moore for the Williamson Valley Road asphaltic concrete mill and fill project; total not to exceed $10,000. District 1.
 
27.   Public Works - Request for approval of a resolution to take by eminent domain an area of land needed for right of way on the Williamson Valley North Project on the following parcels: 106-05-019J.
 
28.   Sheriff - Approval of training request for two (2) deputies to attend Basic Service Dog Academy in Tucson, AZ March 19 through May 16, 2012 at an approximate cost of $2,380.00.
 
29.   Sheriff - Consider approval of hiring exception for the positions of two (2) Deputies. Approved
 
30.   Yavapai County Jail District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Jail District, and following consideration of these items will reconvene as the Board of Supervisors. Request approval of a hiring exception for two (2) Detention Officers.

1.   Board of Supervisors - Proclamation declaring the month of April as "National County Government Month" in Yavapai County. Approved
 
2.   Board of Supervisors - Consider request to replace existing Statehood Tree Plaque and permission for use of County logo for presentation programs. Elisabeth Ruffner. Approved
 
3.   Capital Improvements - Consider adjusting parking deck bid scope and timing. Jim Holst, Capital Improvements Coordinator. Approved
 
4.   Fleet Management - Award or reject bids received for contract for "The Purchase of or the Purchase and Installation of Vehicle Graphics" for Yavapai County, AZ; Contract #111202. Bids opened February 28, 2012. Recommend awarding the contract to Stonehenge Designs. David Gartner, Fleet Management Director. Approved

Development Services - Zoning Ordinance Amendment to amend statutory references in Section 205 Enforcement D. Zoning Violation Hearing 1. and E. Hearing Officer 1. Scope, Section 301 Definitions “Land Use Specialist”, and Section 604 Street Naming and Addressing A. Title and Purpose 1. Purpose and F. General Provisions 2. Enforcement c. to bring into conformance with recent changes in legislation as per the 50th Legislature, 1st Regular Session as approved/signed into law by the Governor effective July 20, 2011 and September 30, 2011, Development Services, HA# H12010. 1.   Board of Supervisors - Convene into executive session pursuant to A.R.S. 38-431(A)(3) for legal advice/consultation regarding LaCount vs. Yavapai County. Following consideration of this item, the Board will reconvene into open session.
