1.   Assessor: Pursuant to A.R.S. § 42-12054, it is requested that the attached list of parcels be changed from a Legal Class 4 to a Legal Class 3 as of their date of conversion.  Board Memorandum No. 2010-03.  
 
2.   Board of Supervisors - Approve minutes of meeting of January 19, 2010.  
 
3.   Board of Supervisors - Consider approval of a Series #11 Original Liquor License Application without protests (11133027) submitted by Lynette Marie Marshall for "Smokin Harley's Steakhouse & Seafood" located at, 11255 State Route 69, Mayer, Arizona.  
 
4.   Board of Supervisors - Approval of Contract Amendment #1, Contract #DE101052001 for Incentive Dollars funding for PY08-FY09 contract performance in the amount of $35,820 (youth), by request of the Local Workforce Investment Board.  
 
5.   Board of Supervisors - Approve intergovernmental agreement with the Arizona Department of Revenue for data processing services for the period July 1, 2009 through June 30, 2010, in the amount of $97,942.  
 
6.   Board of Supervisors - Permission to take a County vehicle out of state to New Mexico to attend the 2010 Western Regional 4-H Leaders Forum on March 11-14, 2010, by request of U of A Cooperative Extension Office.  
 
7.   Board of Supervisors - Approve resolution to submit competitive Community Development Block Grant State Special Projects grant application for Dewey and Mayer Water System Improvements.  
 
8.   Board of Supervisors - Approve vouchers.  
 
9.   County Attorney - Approve Settlement Agreement between Yavapai County and New Dawn Technologies.  
 
10.   Development Services- Consider re-appointment of Robert Cothern to the Yavapai County Board of Adjustments and Appeals, District 2 with term to expire July 14, 2013.

Development Services - Zoning Map Change from R1L-70 (Residential; Single Family Limited; 70,000 sq. ft. minimum) zoning to C1 (Commercial; Neighborhood Sales & Services) zoning on approximately 3-acres, APN: 102-04-010C, Chartier Drywall, LLC, David Dicus. Located on the West side of S.R. 89 approximately 750 feet north of the intersection of S.R. 89 and Ruger Road in the vicinity of the City of Prescott, HA# H9082. On January 6, 2010, the Planning and Zoning Commission recommended approval of the Zoning Map Change, HA# H9082, with stipulations.

Development Services - Zoning Map Change from C2-3 (Commercial; General Sales and Services); 7,500 sq. ft. minimum) to M1 (Industrial; General Limited) zoning district, HA# H9128, and a Community Plan Amendment, HA# H9032, to allow for the continued operation of an outside storage and sales of Flagstone on an approximately 1.5 acre parcel in a C2-3 (Commercial; General Sales and Services; 7,500 sq. ft. minimum) zoning district, APN: 302-08-037B, Radomir Bosiljcic, Tanya Yohn, for the project known as Stoneworld. Located on the on the south side of Old Highway 66 approximately 340 ft. from the intersection of Interstate 40 exit 145 and Old Highway 66 in the Town of Ash Fork. On January 6, 2010, the Planning and Zoning Commission recommended approval of the Zoning Map Change, HA# H9128, and Community Plan Amendment, HA# H9032, with stipulations.

Human Resources - Consider the appointment of Brian Gray as a member of the Yavapai County Employee Merit System Commission, to serve until March 17, 2011 to fill the vacancy left by the resignation of Ruth Johnson.
 
 
14.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors.  Approve amendment to the SirsiDynix contract to correct actual number of hardware devices and software in use.  
 
15.   Poquito Valley Road Improvement District - The Board of Supervisors will resolve into the Board of Directors of the Poquito Valley Road Improvement District and following consideration of this item will reconvene as the Board of Supervisors - Approve Change Order #1 (Final) to Authorization of Services #2515370 with Dava & Associates, Inc. in the decreased amount of $52,414.00.  Poquito Valley Road Improvement District.  
 
16.   Public Works - Request approval to purchase five replacement computers in the Public Works Department.  
 
17.   Public Works - Approve Contract Extension with Desert Mountain Corporation for Supply and Delivery of Solid De-Icer Material in Yavapai County, AZ; Contract #2917414 at the unit prices bid.  All districts.   
 
18.   Public Works - Award or reject bids received for 09/10 Annual Guardrail Project, Yavapai County, AZ; Project #2918264.  Recommend award Arizona Highway Safety Specialists, Inc. in the total amount of $168,774.53.  All districts.  
 
19.   Public Works - Approve extension to May 1, 2010, for completion of services of Authorization of Services #2918128 with Ninyo & Moore.  No county funds required.  
 
20.  
Public Works - Approve Change Order #1 to Authorization of Services #2818340 with AECOM USA, Inc. in the amount of $46,560.00 for an Environmental Clearance (Categorical Exclusion) and extension to April 1, 2011 of referenced authorization for the Fain Road Widening project.  District 1.
 
 
21.   Recorder - Request for two additional employees to attend Election Center Classes in Seattle Washington,  April 14-18, 2010.  
 
22.   Superior Court -  Request approval of appointment of Mary E. Hamm as Juvenile Hearing Officer.  Mary E. Hamm shall receive no additional compensation for her services as Juvenile Hearing Officer.

1.   Board of Supervisors - Approve Agreement with Wexford Health Sources Inc. for Establishment and Operation of Restoration to Competency Program.  Dave Hunt, Assistant County Administrator/Board Counsel.  Held in Abeyance
 
2.   Board of Supervisors - Consider approval of a letter of support to APS for a proposed solar photovoltaic facility in Yavapai County.  Dave Hunt, Assistant County Administrator/Board Counsel.  Approved
 
3.   County Attorney -  Authorize the Office of the Arizona Attorney General to represent Yavapai County in Two Tax Appeal Cases; Transwestern Pipeline Company v. Arizona Department of Revenue, et. al. and Cable One v. Arizona Department of Revenue, et. al.   Martin Brennan, County Civil Attorney. Approved

Development Services- Request to consider approval of a 90-day trial change to the hours of operation for the public from 8:00am to 5:00pm Monday through Friday to 7:00am to 5:30pm. Monday through Thursday. Also consider the Public Fiduciary's Office in this request for operational hours.  Steven Mauk, Interim Development Services Director.

1.  
Development Services - Zoning Map Change from an RCU-2A (Residential; Rural; 2 acre minimum) zoning district to a C1 (Commercial; Neighborhood Sales and Services) zoning district in order to allow a twenty-seven space RV Campground on an approximately 5 acre parcel, APN: 500-06-018, Sam and Tina Knoy. Located on the south side of SR 69, approximately 3/4 mile northwest of the SR 69/I-17 interchange, HA# H9131. Staff: Elise Link, Planning Manager. On January 6, 2010, the Planning and Zoning Commission recommended approval of the Zoning Map Change, HA# H9131, with stipulations.

The Board voted in a 2-to-1 vote to uphold the P&Z Commission's recommendation to approve this application.  Supervisor Springer voted "No" on this issue.

2.   Medical Examiner - Consider approval of revised Fee Schedule for the Medical Examiner's Office to be effective February 1, 2010. Alan Vigneron, Human Resources and Risk Management Director.

  10:15 A.M.  SUPERVISORS' REPORTS AND COUNTY ADMINISTRATOR'S REPORT  Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.

1.   Board of Supervisors - Convene into executive session for legal advice, consultation and instruction, pursuant to A.R.S. §38-431.03 (A) and (A) (4), regarding Yavapai County Morgue Project.  
 
  10:40 A.M.  EXECUTIVE SESSION FOLLOW-UP ACTION  
 
1.   Board of Supervisors - Consider possible action regarding the Yavapai County Morgue Project.

The Board voted unanimously to release HDR from the Morgue Project contract.
