Development Services - Approve a Renewal of a Use Permit to allow up to three outdoor vendors from 6:00 AM to 9:00 PM in the Depot 89 convenience store parking lot on an approximate 2.27-acre parcel in a PAD (Planned Area Development) zoning district, subject to the previously approved stipulations.; Depot 89 Marketplace, Inc.; APN:  306-40-008K; HA# H17044; The property is located on the southwest corner of SR 89 and Sweet Valley Road in the Community of Paulden. S04 T17N R02W G&SRB&M. (District 4; Supervisor Brown)
Brief Explanation of Need
 On June 21, 2000, the Planning and Zoning Commission recommended approval of the Special Use Permit, HA# H7060, with the following stipulations: 1). The Special Use Permit to be granted for a period of two (2) years with a staff review in one (1) year.  2). Vendors activities to be in conformance with site plan and letter of intent dated May 3, 2000, except that hours of operation shall be limited from dawn to dusk seven (7) days a week. 3). All food vendors to obtain Environmental Health and Environmental Services Department approvals prior to operating on-site. 4). Each vendor shall be contained within a 150 square foot area and will be allowed a maximum of 12 square footage of portable signage to be removed when the vendor closes for business each day. 5). No overnight recreational vehicle camping allowed on site. 6). Clean up of debris daily. 7). All lighting to comply with Dark Sky Ordinance. 8). Fencing or physical barrier acceptable to ADOT be installed along the SR 89 right-of-way per ADOT standard. 9). Property shall be screened from RCU-2A property to the south if that property is developed residentially and if the owner of the residentially developed property considers screening to be necessary.  Screening plan to be reviewed and approved by staff. 10). No permanent structures allowed for vendors. 11). Vendors to obtain a business license from Yavapai County if required. 12). No signage of any type allowed in or on the ADOT right-of-way. The motion carried unanimously.
On July 3, 2000, the Board of Supervisors approved the Special Use Permit, HA# H7060, as recommended by the Planning and Zoning Commission.
On March 2, 2009, the Board of Supervisors approved the Use Permit Renewal, HA# H9003, the two (2) years or until March 2, 2011. 
On July 6, 2015, the Board of Supervisors voted to approve the Use Permit Renewal; HA# H15028, the two (2) years or until July 6, 2017.
