Development Services- Approve a Use Permit to allow for the development of two RV pads for guests on a vacant parcel on an approximate .31-acre parcel in a R1-18 (Rural, Residential, Single Family, 18,000 square foot min. lot size) zoning district., subject to recommended stipulations; David and Debra Valnes; APN: 201-25-006E; HA# H17035. The property is located on the south side of W Ranch Road and approximately 165 ft. south west of the intersection of W Ranch Road and S Ghost Town Road in the community of Congress. Brief Explanation of Need
 On August 3, 2017, the Planning and Zoning Commission recommended approval of the Use Permit, HA#17035, with the stipulations as presented. 1. Non-transferable Use Permit to allow for the development of two RV spaces for guests to be approved for a period of 10 years. 2. Property to be maintained in general conformance with the site plan dated June 8, 2017 in accordance with all applicable codes, regulations and ordinance requirements. 3. Applicant to apply for and diligently pursue completions of permits for a septic system, fencing, water line, and any groundwork within 60 days of BOS approval. 4. Applicant to obtain a Certificate of Compliance within one year of Board approval. 5. Use Permit approval to be in compliance with Section 582 Use Permits. 6. Any future expansion of use will require an amendment to this Use Permit. 7. In the event the owner of the subject property files a claim under ARS Section 12-1134 regarding this Use Permit, this Use Permit shall be null and void. 8. If adjacent parcel with primary residence (201-25-003E) is sold, then the Use Permit is null and void. *Verbiage per the Commission  The vote was four in favor and three in opposition. Commissioners Peterson, Lee, Stewart and Ellegood voted in favor of the approval of the Use Permit and Commissioners Famas, Mumaw and McReynolds voted in opposition of the motion to approve.
