Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors.  Approve a new on-call Professional Services Contract with Bender Consulting Services, Inc. in an amount not to exceed $10,000.00 for public outreach and training services relating to flood insurance and the National Flood Insurance Program.
Brief Explanation of Need
This professional services contract allows the District to work with Bruce Bender of Bender Consulting Services, Inc. on an on-call basis to advise the District regarding flood insurance, participate in training opportunities to the realty, insurance, and mortgage company business communities, as well as be present for other public forums and open house events that relate to physical Flood Insurance Rate Map revisions that are published by FEMA, of which we are anticipating some relating to the ongoing Approximate Zone A – Phase 2 project, as well as the soon to be published Physical Map Revision for the Zone A, Phase 1 and Yarnell and Doce fire study areas.  Mr. Bender has been instrumental in public education at the national level regarding flood insurance and its reform, and has been present at numerous open houses hosted by the Flood Control District regarding previous map changes in Yavapai County. He has also advised the District on flood insurance matters relating to the post-Goodwin Fire flooding that has occurred this summer, and we anticipate possibly doing some pre-emptive meetings with local insurance companies in Spring 2018 prior to fire season, utilizing Mr. Bender's expertise. This is a new professional services contract that is similar to contracts previously approved in prior years. Work will be performed on an on-call basis and total shall not exceed $10,000.00 unless additional amounts are authorized by the Flood Control District Board.
