1.   Board of Supervisors - Presentation by the Shadows Foundation on the Fourth Annual Big Sting - It's a Country Thing music festival at Watson Lake on October 10-14, 2018, by Vicki Burton-Taunton, Director.
 
2.   Board of Supervisors - Presentation on the Valley Academy for Career and Technology Education (V'ACTE) Heavy Equipment Operator Training by Bob Weir, Superintendent.
 
3.   Board of Supervisors - Presentation by Darlene Packard, Healing Field/Patriot Week Chair, regarding the 7th Annual Healing Field of Northern Arizona Flag Display.
 
CONSENT AGENDA All items on the Consent Agenda were unanimously approved with the exception of items 7, 14 and 29.
 
1.   Board of Supervisors - Approve minutes of meeting of July 18, 2018.
 
2.   Board of Supervisors - Approve the Workforce Innovation and Opportunities Act (WIOA) Intergovernmental Agreement (IGA) between the Arizona Department of Economic Security (ADES) and the Yavapai County Board of Supervisors. YC Contract No. 2018-345
 
3.   Board of Supervisors - Approve Title I Budget Allotments for the Workforce Innovation and Opportunities Act (WIOA) Adult, Youth, Dislocated Worker and Rapid Response programs for the 2018-2019 Program year.
 
4.   Board of Supervisors - Approve termination of the Recorder/Elections Assignment Agreement with an effective date of July 1, 2009, by and between the Yavapai County Board of Supervisors and the Yavapai County Recorder. YC Contract No. 2018-366
 
5.   Board of Supervisors - Approve three-year contract with OpenGov for Budget Builder and Reporting and Analysis (Transparency) cloud and integration services. YC Contract No. 2018-365. Phil Bourdon, County Administrator
 
6.   Board of Supervisors - Approve vouchers for July 9, 2018 through July 20, 2018.
 
7.   County Attorney - Approve the Yavapai County Attorney’s expenditure of $126,045.00, of forfeited funds for the salary and employee related expenses of one investigator, investigator vehicle expense, grant match, and payment of reoccurring costs and expenses related to the civil prosecution of racketeering offenses and expenses necessary to seize, detain, maintain and preserve property that is subject to forfeiture. SUPERVISOR SMITH MOTIONED TO APPROVE AMENDED ITEM; SECONDED BY VICE CHAIRMAN GARRISON; PASSED UNANIMOUSLY. Approved
 
8.   Development Services - Request to set hearing date of November 7, 2018, for the purpose of considering a revision to the Development Services Building Safety Fee Schedule, pursuant to A.R.S. §11-251.05, §11-251.08, and §11-251.13.
 
9.   Fleet Management - Approve one (1) Fleet Management employee to take a County vehicle out of state to attend the Rocky Mountain Fleet Manager's Association (RMFMA) Conference (FleetCon) the week of September 9, 2018, in Reno, Nevada.
 
10.   Fleet Management - Award contract to Arizona Emergency Products (AEP) for vehicle equipment and lighting purchase. YC Contract No. 2018-346 (All Districts)
 
11.   Fleet Management - Award contract to Fisher Distributing, Inc., an Arizona Corporation, dba Stonehenge Designs for vehicle graphics and graphics installation. YC Contract No. 2018-347 (All Districts)
 
12.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve an annual on-call professional services contract with Granite Basin Engineering, Inc. for survey work, in an amount not-to-exceed $20,000.00. YC Contract No. 2018-348 (All Districts)
 
13.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve an on-call, professional services contract with Lyon Engineering for professional engineering services work, in an amount not-to-exceed $30,000.00. YC Contract Number 2018-359 (All Districts)
 
14.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve a Professional Services Contract in the amount of $55,940.00 with Atkins North America, Inc. for Cherry and Cienega Creeks FEMA Zone A Floodplain Delineation Study. 15.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve a new on-call Professional Services Contract with Bender Consulting Services, Inc. in an amount not to exceed $15,000.00 for public outreach and training services relating to flood insurance and the National Flood Insurance Program. 16.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve FY 2018-19 funding in the amount of $600,000.00 for a new Community Intergovernmental Agreement (IGA) with the City of Prescott for new Drainage Improvements Projects. 17.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve FY 2018-19 funding in the amount of $210,159.00 for a new Community Intergovernmental Agreement (IGA) with the Town of Chino Valley in support of the Road 1 East Low Water Crossings Drainage Improvements Projects. 18.   Public Works - Approve Change Order #1 to Authorization of Services #1822602 with Paleowest, LLC for extension of time to May 1, 2019, to complete professional services on School House Gulch Paving Project #1722584. YC Contract No. 2018-024A1 (District 5 - Supervisor Smith)
 
19.   Public Works – Approve Change Order #1 (Final) in the decreased amount of $71,328.21 with Asphalt Paving & Supply, Inc. for YC Overlay in Yavapai County, AZ - Project #1722584. YC Contract No. 2018-107A1 (District 4 - Supervisor Brown; District 5 - Supervisor Smith)
 
20.   Public Works - Approve contract between Western Area Power Administration (WAPA) and Yavapai County for a Facility Use Fee for the towers located on Mt. Union for emergency communications for twenty (20) years. WAPA Contract No. 18-DSR-12825, YC Contract No. 2018-342. (District 5 - Supervisor Smith)
 
21.   Public Works - Approve Contract Extension with Traffic Safety, Inc. for Pavement Marking in Yavapai County, AZ - Contract #1619205 for a one-year term, August 20, 2018 to August 19, 2019, at the original unit prices bid. YC Contract No. 2018-351 (All Districts)
 
22.   Public Works - Approve extension of the Arizona Department of Transportation (ADOT) Aeronautics Grant Agreement E5S1W for the Bagdad Airport Restroom/Terminal Building until January 31, 2019, to allow for completion of the project. YC Contract No. 2018-352 (District 1 - Supervisor Simmons)
 
23.   Public Works - Approve an Intergovernmental Agreement (IGA) with Coconino County to fund 50 percent of a community cleanup event in Ash Fork for an estimated cost of $20,000.00 as budgeted in the General Fund, and a Property Use and Indemnification Agreement with Leroy Aman for access and use of property located at 55 West Shady Lane, Ash Fork, for activities related to the event. 24.   Public Works - Award contract to Cactus Asphalt, a Division of Cactus Transport, Inc., in the total amount of $1,159,861.41 for Dry Creek Road-Boynton Pass Road-Boynton Canyon Road Improvements in Yavapai County, AZ - Project #1822209. YC Contract No. 2018-354 (District 3 - Supervisor Garrison)
 
25.   Public Works - Approve Paulden Industrial, LLC request for execution of a Quit Claim Deed regarding right, title, and interest, if any, that the County may have in and to all stone, rock, sand and clay in the mineral reservation contained within the property described and recorded in Book 179 of Deeds, Pages 395-397. (District 4 - Supervisor Brown)
 
26.   Public Works - Approve Authorization of Services #1822209.1 with Ninyo & Moore in the amount not to exceed $22,245.00 for quality assurance testing on the upcoming Dry Creek Road-Boynton Pass Road-Boynton Canyon Road Improvement Project #1822209. 27.   School Superintendent - Approve agreements for E-Rate Consulting Services between the Yavapai County School Superintendent and the following school districts: Bouse Elementary School District - YC Contract No. 2018-219, Lake Havasu Unified School District - YC Contract No. 2018-118, Mingus Union High School District - YC Contract No. 2018-119, Northpoint Expeditionary Learning Academy - YC Contract No. 2018-236, Seligman Unified School District - YC Contract No. 2018-280, Sonoita Elementary School District - YC Contract No. 2018-228 and Yarnell Elementary School District - YC Contract No. 2018-248.
 
28.   Sheriff - Accept 2017 Byrne JAG Grant funding in the amount of $17,939.00 and approve changes for the use of the funding to purchase of portable radios. YC Contract No. 2018-339.
 
29.   Sheriff - Approve agreement with Health Choice Integrated Care LLC (HCIC) to receive funding in the amount of $57,200.00 for the purpose of implementing Opioid State Targeted Responses services within the Sheriff's Office Reach Out program. YC Contract No. 2018-340. Withdrawn
 
30.   Sheriff - Approve one (1) employee to take a county vehicle out of state to attend the National Association of Public-Safety Communications Officials (APCO) Conference on August 5 - 8, 2018, in Las Vegas, Nevada.
 
31.   Sheriff - Approve contract for vehicle towing and storage services with ABC Body Shop & Towing. YC Contract No. 2018-341
 
32.   Sheriff - Approve two (2) employees to attend the Crimes Against Children Conference on August 13-16, 2018, in Dallas, Texas.

Sheriff - Approve four (4) employees to take one (1) county vehicle out of state to attend the Motor Vehicle Criminal Interdiction Annual conference on August 26-30, 2018, in San Diego, California.
 
34.   Sheriff - Approve one (1) employee to take a county vehicle out of state for Unexplained Child Death Investigations training on September 17- 20, 2018, in San Diego, California.
 
ACTION
 
1.   Board of Supervisors - Approve proclamation declaring August 7th as Purple Heart Recognition Day. Approved
 
2.   Board of Supervisors - Approve Proclamation declaring the month of August 2018, as "Child Support Awareness Month" in Yavapai County. Approved

1.   Board of Supervisors - Final approval of the budget for 2018-2019 fiscal year and Resolution No. 1987 adopting the budget, including resolving into the Board of Directors of the following special and improvement districts to approve budgets for the 2018-2019 fiscal year: Yavapai County Flood Control District, Yavapai County Free Library District, Yavapai County Jail District, Ash Fork Street Lighting Improvement District, Seligman Street Lighting Improvement District, Yarnell Street Lighting Improvement District, Seligman Sanitary District, Poquito Valley Road Improvement District and Coyote Springs Road Improvement District 2.
