Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
PRESENTATIONS
 
1.   Board of Supervisors - Presentation by Darlene Packard, Project Chair, regarding the 6th Annual Healing Field of Northern Arizona Flag Display.
 
CONSENT AGENDA All items on the Consent Agenda were unanimously approved with the exception of items 3, 10, 11, 14, 20, 29 and 30.
 
1.   Board of Supervisors - Approve minutes of meeting of July 19, 2017.
 
2.   Board of Supervisors - Approve an increase in the School Superintendent Department's 2016/17 budget by up to $17,000.00. Phil Bourdon, County Administrator.
 
3.   Board of Supervisors - Approve election of Mike Daniel to the Industrial Development Authority Board, representing District 5. Term ending April 2021. Approved
 
4.   Board of Supervisors - Approve removal of precinct committeemen as recommended by the Yavapai County Republican Party, all as evidenced in Board Memorandum No. 2017-08.
 
5.   Board of Supervisors - Approve appointment and removal of precinct committeemen as recommended by the Yavapai County Democratic Party, all as evidenced in Board Memorandum No. 2017-07.
 
6.   Board of Supervisors - Approve vouchers.
 
7.   Community Health Services - Approve acceptance of funding from Arizona Community Foundation in the amount of $5,000.00, to support the Yavapai County Community Health Services, "YCCHS: Supporting children and families" project, submitted by the Community Health Services Department for the 2017 grant cycle.
 
8.   County Attorney - Approve the Yavapai County Attorney’s expenditure of $93,600.00 of forfeited funds for the salary and employee related expenses of one investigator, investigator vehicle expense and payment of reoccurring costs and expenses related to the civil prosecution of racketeering offenses and expenses necessary to seize, detain, maintain and preserve property that is subject to forfeiture.
 
9.   Development Services - Approve a Use Permit to allow for a manufactured home on an approximate .33-acre parcel in an R1L (Residential, Single Family, limited to site built structures only) zoning district, subject to recommended stipulations; Couch Family Trust; Edward & Eileen Day; APN: 500-15-192; HA# H17030. (District 2; Supervisor Thurman)
 
10.   Development Services - Approve Major PAD Amendment to the Talking Rock Ranch PAD (Planned Area Development) approval to allow 7 residential lots on the golf course tract near the driving range and clubhouse facility for use of potential golf members or rented by current members for guests, on an approximate 1.52 acre portion of the 140 acre tract, subject to recommended stipulations; Symmetry Companies; Granite basin Engineering, Inc., Davin Brenner; APN: 306-35-266G; HA# H17025. The property is located on the north side of Talking Rock Ranch Road off of Williamson Valley Road north of the City of Prescott. S15 & 21 T16N R3W G&SRB&M. (District 4; Supervisor Brown) Approved
 
11.   Development Services - Approve amendment to conditional zoning to allow for hard zoning of C2-1 (Commercial; General Sales and Services) density district, subject to recommended stipulations; Diamond B, LLC.; Deborah Butitta; APN: 115-06-001A; HA# H17027. The property is located at the southwest corner of the intersection of W Adams Ave. and N Swenson St, and approximately 350’ from the intersection of Iron Springs Road and Meadowridge Road in the Forbing park area near the City of Prescott. S29 T14N R02W G&SRB&M. (District 1; Supervisor Simmons). Approved by 4 to 1 vote. Supervisor Brown opposed. Approved
 
12.   Development Services - Approve Zoning Map Change from split zoning R1L-12 (Residential; Single Family Limited) and RS-3(Residential and Services) to a C1-4 (Commercial; Neighborhood Sales and Services) zoning district on an approximate 14,374 sq. ft. parcel, subject to recommended stipulations; QC 40 Development LLC.; Melek Portillo & Michael Favela; APN: 500-17-034B; HA# H17024. The property is located on the southeast corner of the intersection of Central Avenue and El Don Drive approximately 250’ southwest of the intersection of State Route 69 and Central Avenue in the Community of Mayer. 13.   Facilities - Approve Change Order #1 to increase the contract amount $24,502.00, with Red Hawk Fire & Security for Project No. 16-002: Camera System Upgrade-Phase I, Yavapai County Detention Facility-Camp Verde. Kenny Van Keuren, Facilities Director
 
14.   Facilities - Approve conversion of an existing storage room into an office for the Yavapai County Educational Services Agency. Kenny Van Keuren, Facilities Director Approved
 
15.   Fleet Management - Approve continued purchase of fuel at State of Arizona, Department of Transportation fueling locations.
 
16.   Fleet Management - Approve one Fleet Management employee to take a County vehicle out of state to attend the Rocky Mountain Fleet Manager's Association (RMFMA) Conference (FleetCon) in Provo, Utah the week of September 11, 2017.
 
17.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors. Approve an on-call, professional services contract with Lyon Engineering for professional engineering services work, in an amount not-to-exceed $20,000.00.
 
18.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District, and following consideration of this item will reconvene as the Board of Supervisors. Approve a Memorandum of Understanding with the Digital Public Library of America to pilot new eBook products.
 
19.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District, and following consideration of this item will reconvene as the Board of Supervisors. Approve an intergovernmental agreement with the Beaver Creek Elementary School District (BCESD) in the amount of $10,200.00 for the Library District and $18,000.00 for the BCESD for a one-year term beginning August 1, 2017 with up to 5 one-year renewals for the purposes of operating a library.
 
20.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District, and following consideration of this item will reconvene as the Board of Supervisors. Approve an intergovernmental agreement with Yavapai College and the Mayer Unified School District for a one-year term beginning August 1, 2017, with up to two(2), three-year renewals for the purposes of establishing a library in Spring Valley. 21.   Management Information Systems - Approve renewal of the County Microsoft Volume Licensing Agreement.
 
22.   Management Information Systems - Approve renewal of multi-year contracts for service with CenturyLink.
 
23.  
Public Defender - Approve contracting with Dennis Bayless to provide services to the Public Defender’s Office in conflict felony and misdemeanor cases.
 
24.   School Superintendent - Approve agreement between Coconino County ESA and Yavapai County ESA for reciprocal educational services.
 
25.   School Superintendent - Approve employment agreement between Yavapai County School Superintendent and contracted itinerant employees for Special Education Services. Including, but not limited to School Psychologist Pathologist, Speech-Language Pathologist, Social Worker, Certified Occupational Therapist, Registered School Nurse, for FY2018.
 
26.   Sheriff - Approve two employees to attend the Crisis Negotiations Conference in Phoenix on September 21-24, 2017.
 
27.   Sheriff - Approval for Sheriff Mascher to take county vehicle out of state for attendance at a Sheriff's meeting in Ruidoso, New Mexico on August 20 thru August 22, 2017.
 
28.   Sheriff - Approve quote and five year contract from Axon Enterprises (formerly known as Taser) for four (4) Axon Fleet Cameras. Purchase, set-up and first year maintenance will be paid through grant funding. This purchase will be for Dual Camera systems with required accessories, Fleet Unlimited Storage and Upgrade. One unit will be installed in each K-9 vehicle.
 
29.   Sheriff - Approve agreement with the Yavapai Humane Society for the period of July 1, 2017 through June 30, 2020 for animal shelter services. Approved
 
30.   Sheriff - Approve sale of the Sheriff's Office K-9 "Miley" to Eric Lopez for a $1.00. Miley has been retired from service effective July 15, 2017. Approved
 
31.   Superior Court - Approve acceptance of a grant in the amount of $2,000.00 from the Arizona Community Foundation to the Alternative Dispute Resolution department's Adult Victim-Offender Mediation & Dialogue Program.
 
32.   Superior Court - Approve contract with U. S. Security Associates, Inc. DBA Advance Security for armed security at the Prescott Courthouse, Juvenile Justice Center and Camp Verde Courthouse. The contract will be effective immediately and continue in full force and effect until June 30, 2019, unless otherwise extended or terminated pursuant to the provisions of the contract.
 
ACTION
 
1.  
Board of Supervisors - Approve Proclamation for the 60th Anniversary of the Modern Arizona Rangers.

2.   Board of Supervisors - Approve Proclamation declaring the month of August 2017, as "Child Support Awareness Month" in Yavapai County. Approved
 
3.   Board of Supervisors - Approve payment for refunds of excess contributions to Public Safety Personnel Retirement System (PSPRS) and Elected Officials Retirement Plan (EORP) including related interest. Funding of the payments would be offset with FY2018 contribution payments, reimbursements from the State of Arizona, as well as contingency not to exceed $225,000.00. Approved
 
4.   Board of Supervisors - Discussion and possible action regarding legislative proposals for the 2018 legislative session. Supervisor Jack Smith, Yavapai County Liaison for the Legislative Policy Committee of the County Supervisors Association. Approved
 
5.   Facilities - Approve new lease with the City of Prescott for the 4-H Building at the Prescott Rodeo Grounds used by the University of Arizona Cooperative Extension Office. Approved by 4 to 1 vote. Supervisor Smith opposed. Approved
 
6.   Human Resources - Approve a County-wide Internship Agreement with NAU. Approved
 
HEARINGS
 
1.   Board of Supervisors - Public hearing pursuant to Arizona Revised Statutes Section 11-391, on a proposal for Yavapai County to incur a "long term obligation" to refinance (for debt service savings purposes) the County's payment obligations under a 2008 Lease Agreement, the proceeds of which financed the costs of the Verde Valley Superior Court Building and the Prescott Juvenile Detention Facility, and to pay costs related to such transaction. Presenters: Phil Bourdon, County Administrator & Grant Hamill, Managing Director, Stifel, Nicolaus & Company, Inc. No Action
 
2.   Board of Supervisors - Final approval of the budget for 2017-2018 fiscal year and resolution adopting the budget to include resolving into the Board of Directors of the following special and improvement districts to approve budgets for the 2017-2018 fiscal year. Yavapai County Flood Control District; Yavapai County Free Library District; Yavapai County Jail District; Ash Fork Street Lighting Improvement District; Seligman Street Lighting Improvement District; Yarnell Street Lighting Improvement District; Seligman Sanitary District; Poquito Valley Road Improvement District; Coyote Springs Road Improvement District II. 3.   Yavapai County Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors. Truth in Taxation Hearing for Fiscal Year 2017-2018. Action to be taken by roll call vote. Phil Bourdon, County Administrator Approved
 
4.   Development Services - Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 14 Club (14133014) liquor license application without protest submitted by Dennis R. Loser as agent for American Legion Post 139, located at 23321 S. Gladiator Mine Road, Crown King 86343. Approved
