CONSENT AGENDA (Routine items that may all be approved by one motion.)
 
1.   Board of Supervisors - Approve minutes of meeting of July 3, 2018.
 
2.   Board of Supervisors - Approve out of state travel to Washington, D.C. for Supervisor Garrison on July 15 - 17, 2018, at an estimated cost of $1,618.00.
 
3.   Board of Supervisors - Approve vouchers for June 25, 2018 through July 6, 2018.
 
4.   Community Health Services - Approve agreement for Larry Jacobs to serve as Hearing Officer for Yavapai County on cases involving violations of the Yavapai County Health Code and Ordinance relating to delegated agreements from the Arizona Department of Health Service as well as all applicable codes pertaining to all aspects of environmental health within the County. 5.   County Attorney - Approve Crime Victim Compensation Grant Agreement from the Arizona Criminal Justice Commission in the receipt amount of $153,330.00 for the grant period commencing July 1, 2018, and terminating June 30, 2019. YC Contract No. 2018-251
 
6.   County Attorney - Approve Crime Victim Assistance Grant Agreement from the Arizona Criminal Justice Commission for the receipt amount of $40,000.00 for the grant period commencing July 1, 2018, and terminating June 30, 2019. YC Contract No. 2018-252
 
7.   County Attorney - Approve Waiver of Conflict regarding an agreement between Yavapai County and the Yavapai County Free Library District for courier services.
 
8.   Development Services - Approve a Zoning Map Change to rezone the entire parcel to C1-10 (Commercial; Neighborhood Sales and Services) and add additional signage to include a digital reader sign above the existing monument sign on an approximate 4.2 acre parcel split between R2-10 (Residential; Multi-Family) and C1-10 (Commercial; Neighborhood Sales and Services) zoning districts, subject to recommended stipulations.; Our Shepherd Lutheran Church; Robert Giebelhaus; 407-13-012K; HA# H18018. 13.   Facilities - Approve quote for purchase of Pitney Bowes T150 Relay 5000 Inserting System and associated components for County Mail Room mail processing equipment.
 
14.   Fleet Management - Approve Agreement with the State of Arizona, Department of Transportation (DOT) to allow fueling at DOT stations statewide and Intergovernmental Agreement (IGA) to increase the price per gallon charge for state vehicles that fuel at county fueling sites. 15.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve addition of a new Hydrologist II position in the Flood Control District and increase budget capacity accordingly.
 
16.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve FY 2018-19 funding in the amount of $175,000.00 for a new Community Intergovernmental Agreement (IGA) with the Town of Camp Verde in support of the Verde Lake Estates and Howard’s Road Drainage Improvements Projects. 17.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve FY 2018-19 funding in the amount of $96,822.00 for a new Community Intergovernmental Agreement (IGA) with the Town of Clarkdale in support of drainage improvements within the Town Right-of-way, and for flood response and post-flood clean-up efforts. 18.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve FY 2018-19 funding in the amount of $265,000.00 for a new Community Intergovernmental Agreement (IGA) with the City of Cottonwood in support of improving its storm water control, making drainage improvements, and/or mitigating flooding problems by completing the Old Town Cottonwood Flood Study. 19.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve FY 2018-19 funding in the amount of $65,000.00 for a new Community Intergovernmental Agreement (IGA) with the Town of Dewey-Humboldt in support of ongoing drainage maintenance within the Town. 20.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve FY 2018-19 funding in the amount of $350,000.00 for a new Community Intergovernmental Agreement (IGA) with the City of Sedona in support of the Coffee Pot Drainage Improvements Project – Little Elf Phase. 21.   Human Resources - Approve new job description for the Public Defender's Office: Paralegal Supervisor.
 
22.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item, will reconvene as the Board of Supervisors - Approve Waiver of Conflict concerning review of an agreement between Yavapai County and the Yavapai County Free Library District for courier services.
 
23.   Public Defender - Approve the following changes to support staff positions and budget: (1) add a Legal Secretary (Range 111); (2) change an existing Administrative Support Manager position (Range 120) to an Office Manager position (Range 117); (3) change an Investigator position (Range 119) to a Paralegal Supervisor (Range 118); and (4) reduce the Additional Attorney Services line item by $51,500.00. This will provide a total savings of $8,266.00 to the Public Defender budget.
 
24.   Public Defender - Approve addition of a Temporary Account Clerk II position in the Public Defender's Office.
 
25.   Public Defender - Approve contracting with Angela Napper for Conflict Contract Administration and authorize the Public Defender to sign all related documents.
 
26.   Public Works - Approve Change Order #1 and Amendment to contract with CR&R Incorporated for Hauling Services from Congress Solid Waste Transfer Station in Yavapai County, AZ - Contract #1822604. YC Contract No. 2018-038A1 (District 1 - Supervisor Simmons)
