SUPERVISORS' REPORTS AND COUNTY ADMINISTRATOR'S REPORT
Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
CONSENT AGENDA  All items on the Consent Agenda were unanimously approved with the exception of items 8, 9 and 26.
 
1.   Board of Supervisors - Approve minutes of meeting of July 5, 2017.
 
2.   Board of Supervisors - Approve Amendment #6 to Department of Economic Security (DES) Intergovernmental Agreement Contract ID #DI16-002118 to increase fund balances for PY17 and FY2018 by $1,440,049.00.
 
3.   Board of Supervisors - Approve reappointment of Craig Lefever as a General Member of the Yavapai County Workforce Development Board, representing the Public Sector. Term set to expire on June 2021.
 
4.  
Board of Supervisors - Approve vouchers.
 
5.   Development Services - Approve expenditure of Yavapai County funds to pay the cost of street name sign changes when the change is mandated by the County.
 
6.   Development Services - Approve Replat of a Final Plat to add shared access driveway easements for several of the 45 residential lots on approximately 111 acres in an RCU-2A (Residential; Rural; 2 acre minimum) and R1-12 (Residential; Single Family; 12,000 sq. ft. minimum) zoning districts. La Merra Holdings LLC; APN#408-31-297 thru 349; HA# H17033; Located South of Red Rock Loop Road at the end of Loy Lane in the Red Rock/Dry Creek Community area. S27 & 34 T17N R5E G&SRB&M (District 3; Supervisor Garrison)
 
7.   Facilities - Approve Facilities Plumber Michael Bennett to travel to Phoenix for a five day training to obtain his Backflow Tester Certification. Kenny Van Keuren, Facilities Director
 
8.   Facilities- Approve a not to exceed amount of $50,000.00 from Capital Improvements Contingency to fund the cleanup of the County property surrounding the Yavapai County Event Center. Kenny Van Keuren, Facilities Director Approved
 
9.   Facilities - Approve updated contract labor agreement with Y.E.S. The Arc for specified grounds keeping services at various County-owned properties in the Verde Valley region. Kenny Van Keuren, Facilities Director Approved
 
10.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors. Approve an on-call, professional services contract with Atkins North America, Inc. for professional engineering services work relating to the Goodwin Fire and post-fire watershed assessment, in an amount not-to-exceed $20,000.00.
 
11.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors. Approve FY 17-18 funding in the amount of $65,000.00 for a new Community Intergovernmental Agreement (IGA) with the Town of Dewey-Humboldt for General Drainage Improvement Projects.
 
12.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors. Approve FY 17-18 funding in the amount of $150,000.00 for a new Community Intergovernmental Agreement (IGA) with the City of Cottonwood in support of the Old Town Cottonwood Flood Study.
 
13.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors. Approve FY 17-18 funding in the amount of $375,000.00 for a new Community Intergovernmental Agreement (IGA) with the City of Sedona for the Grasshopper Phase of the Coffee Pot Crossing Drainage Improvement Project.
 
14.   Library District -The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve a lease agreement with the Crown King Elementary School District #41 in the amount of $11.00 annually, with an initial one-year term beginning July 1, 2017, and up to 5 one-year renewals for the purposes of operating a library.
 
15.   Library District -The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve a one-year agreement with Cengage Learning, Inc. in the amount of $52,375.00, for the purposes of providing education services to the public that will be funded with an LSTA grant.
 
16.   Public Works - Approve an additional 31-day free slash disposal program to be conducted for the month of August, 2017, at the Yavapai County Solid Waste transfer stations. This is a budgeted expense in the General Fund.
 
17.   Public Works - Approve Authorization of Services #1722018 with Speedie and Associates in the amount not to exceed $13,850.00 for geotechnical services on Bullock Road in Ash Fork, AZ. (District 4 - Supervisor Brown)
 
18.   Public Works - Award contracts to all bidders at various unit prices for Supply Rental Equipment in Yavapai County, AZ - Contract #1722013. (All districts)
 
19.   Public Works - Award contracts to all bidders at various unit prices for Supply and/or Supply and Deliver Rock Material in Yavapai County, AZ - Contract #1722014. (All districts)
 
20.   Public Works - Award contract to Cactus Asphalt, a division of Cactus Transport, Inc., in the total amount of $1,145,034.19 for Chip Seal (Fall, FY 2017-2018) in Yavapai County, AZ; Project #1722052. (District 1 - Supervisor Simmons; District 2 - Supervisor Thurman)
 
21.   School Superintendent - Approve agreements between Yavapai County School Superintendent and Pima County Joint Technical Education District, Prescott Public Library and Somerton School District # 11 for E-Rate Consulting Services.
 
22.   School Superintendent - Approve Agreement between Yavapai County School Superintendent and Yarnell Elementary #52 for Special Education Services.
 
23.   School Superintendent - Approve employment agreement between Yavapai County School Superintendent and contracted itinerant employees for Special Education Services. Including, but not limited to School Psychologist Pathologist, Speech-Language Pathologist, Social Worker, Certified Occupational Therapist, Registered School Nurse, for FY2018.
 
24.   School Superintendent - Approve a Yavapai County School Superintendent’s program for the consolidation of substitute teachers between the following school districts: Yarnell Elementary School District, Sedona-Oak Creek School District, Seligman Unified School District, and Mayer Unified School District.
 
25.   Sheriff - Approve Grant from Arizona Peace Officer Standards and Training Board to accept $100,000.00 annually for five (5) years for operation of the Northern Arizona Regional Training Academy.
 
26.   Sheriff - Approve quote and five year contract from Axon Enterprises (formerly known as Taser) for four (4) Axon Fleet Cameras. Purchase, set-up and first year maintenance will be paid through grant funding. This purchase will be for Dual Camera systems with required accessories, Fleet Unlimited Storage and Upgrade. One unit will be installed in each K-9 vehicle. Tabled
 
27.   Treasurer - Approve process of Treasurer's Redemption for 2011, void 2012 Arizona Tax Lien, and abate tax years 2011, 2012, 2013, 2015 and 2016 on parcel 405-25-011C6. Per the County Assessor, in 1982 a split was incorrectly processed and parcel should not have been created since it is part of a roadway. Parcel is being changed to 800-99-014B.
 
HEARINGS
 
1.   Yavapai County Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District and following consideration of this item will reconvene as the Board of Supervisors. Truth in Taxation Hearing for Fiscal Year 2017-2018. Courtesy hearing only, with official hearing for action to take place on August 2, 2017. No Action
 
CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.
 
EXECUTIVE SESSION
 
1.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(3) and (A)(4) for legal advice/consultation and update on claims and lawsuits.
 
EXECUTIVE SESSION FOLLOW-UP ACTION
 
1.   Board of Supervisors - Consider such action as may be required regarding claims and lawsuits in View Point/Prescott LP v. Yavapai County TX2014-000518 and consolidated cases. Supervisor Brown motioned to approve hiring an expert in the 2017 consolidated tax appeals including TX2014-00518; seconded by Supervisor Garrison; passed unanimously. Approved
