Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
PRESENTATIONS
 
1.   Board of Supervisors - Presentation and information about Goodwill, specifically the merger of the Central and Northern AZ offices, by Dee Skipton, Lead Community/Employer Relations Partner, Goodwill of Central and Northern Arizona, Liz McGinlay, Regional Director Workforce Development, Goodwill of Central and Northern Arizona and Dave Meyers, Area Leader Workforce Development, Goodwill of Central and Northern Arizona.
 
2.   Board of Supervisors - Presentation and information about the development of the Dewey Humboldt Little League baseball complex on 5.5 acres by Jo Crawford, Program Coordinator, Barrow Connection.
 
CONSENT AGENDA - All items on the Consent Agenda were unanimously approved with the exception of items 15, 27, 30 and 39.
 
1.   Board of Supervisors - Approve minutes of meeting of June 21, 2017.
 
2.   Board of Supervisors - Approve Interdepartmental Agreement between the Yavapai County Medical Examiner and the Yavapai County Health Department for the Health Department to provide on-site management of personnel and facilities.
 
3.   Board of Supervisors - Approve an Intergovernmental Agreement with the City of Cottonwood regarding the use of Yavapai County Community Block Grant funds. The Cottonwood Civic Center was one of the approved Community Development Block Grant projects that the Board of Supervisors approved in January, 2017.
 
4.   Board of Supervisors - Approve Resolution approving the issuance of Educational Facilities Revenue and Revenue Refunding Bonds (Embry-Riddle Aeronautical University Project) Series 2017, of the Volusia County Educational Facilities Authority (of Volusia County, Florida), not to exceed $75,000,000.00.
 
5.   Board of Supervisors - Approve renewal of lease agreement between Yavapai County and the Central Metropolitan Planning Organization for office space at the Commerce Center Circle property owned by the County.
 
6.   Board of Supervisors - Approve reappointment of Angela Teskey-Peterson (District 2), Kimberly Knight (District 1), and Trudy Birkemeyer (District 2) as members of the Cooperative Extension Advisory Board for two-year terms, set to expire June 2019.
 
7.   Board of Supervisors - Approve vouchers.
 
8.   Community Health Services - Approve acceptance of a $1,000.00 donation from North Country Healthcare, Inc., given to help reimburse the costs associated with the April 2017 Teen Maze.
 
9.   Community Health Services - Approval of the Arizona Department of Health Services Delegation Agreement replacing the current Delegation Agreement.
 
10.   County Attorney - Approve the Victim Compensation Grant Agreement from the Arizona Criminal Justice Commission for the receipt of $156,590.00, for the grant period commencing July 1, 2017 and terminating June 30, 2018.
 
11.   County Attorney - Approve Waiver of Conflict concerning Lease Agreement and Park Management Agreement between Groom Creek Fire District and Yavapai County.
 
12.   County Attorney - Approve Waiver of Conflict for implementation of A.R.S. 15-992 between Yavapai County, Yavapai County School Superintendent and Camp Verde Unified School District.
 
13.   County Attorney - Approve Waiver of Conflict for implementation of A.R.S. 15-992 between Yavapai County, Yavapai County School Superintendent and Cottonwood-Oak Creek School District.
 
14.   County Attorney - Approve Waiver of Conflict for implementation of A.R.S. 15-992 between Yavapai County, Yavapai County School Superintendent and Mingus Union High School District.
 
15.   Development Services - Approval of a Use Permit to allow for the continued outside storage of two 8’x40’ cargo containers and the long-term occupancy of two travel trailers before a primary use on an approximate 40.36-acre parcel in a RCU-10A (Residential, Rural, Single Family, 10-acre min. lot size) zoning district, subject to recommended stipulations; Richard & Kellie MacKenzie and Deborah & David Berry; APN: 302-07-088; HA# H17019. (District 4 - Supervisor Brown). Approved by 3 to 2 vote. Supervisor Brown and Supervisor Garrison opposed. Approved
 
16.   Development Services - Approval of a Use Permit to allow for the operation of the Hoochery Meadery farm winery on a portion of a 30-acre parcel in a RCU-10A (Residential, Single Family, 10-acre min lot size) zoning district, subject to the recommended stipulations. Randr Inc.; Matt Ackerman with Catalyst Architecture; For the project known as The Hoochery Meadery; APN: 302-01-172B; HA# H17010. (District 4 - Supervisor Brown)
 
17.   Development Services - Approval of a Zoning Map Change from RCU-2A (Residential, Single Family, 2-acre min lot size) to C2-1 (Commercial; General Sales and Services) on six parcels totaling 12.5 acres in an RCU-2A zoning district, subject to the recommended stipulations. NSM LLC; Robert Eustace; APN: 500-05-081A, 081B, 080B, 080C, 080D & 079A; HA# H17015. (District 2 - Supervisor Thurman)
 
18.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors – Approve a Joint Project Agreement (JPA) for the design of State Route 69 widening between Prescott Lakes Parkway and Yavpe Connector. (District 1 - Supervisor Simmons; District 5 - Supervisor Smith)
 
19.   Juvenile Probation - Approve acceptance of a new Juvenile Crime Reduction Fund (JCRF) grant in the amount of $4,200.00 and establish a new fund number for the grant.
 
20.   Library District -The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve establishment of a new fund number for the Library Services and Technology Act Grant and consider acceptance and expenditure of $15,050.00 from the Arizona State Library, Archives and Public Records for a Library Services and Technology Act (LSTA) grant that was awarded to the Library District for purchasing an opening day collection of library materials for the Spring Valley Library.
 
21.   Library District -The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve establishment of a new fund number for the Library Services and Technology Act Grant and consider acceptance and expenditure of $20,000.00 from the Arizona State Library, Archives and Public Records for a Library Services and Technology Act (LSTA) grant that was awarded to the Library District in order to provide outreach services to residents in senior care facilities.
 
22.   Library District -The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve establishment of a new fund number for the Library Services and Technology Act Grant and consider acceptance of $52,375.00 from the Arizona State Library, Archives and Public Records for a Library Services and Technology Act (LSTA) grant that was awarded to the Library District for providing adults access to a service that will give them a high school education that may earn them a diploma.
 
23.   Library District -The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve an agreement between Yavapai College and the Library District to allow Yavapai College laptops to be housed and used in Library District branch libraries starting July 1, 2017.
 
24.   Library District -The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve a lease agreement with Walden Meadows Community Co-Op, Inc. in the amount of $200.00 monthly, with an initial one-year term beginning July 1, 2017, and up to 5 one-year renewals for the purposes of operating a library.
 
25.   Library District -The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve a lease agreement with the Friends of the Yarnell Public Library, Inc. in the amount of $650.00 monthly, with an initial one-year term beginning July 1, 2017, and up to 5 one-year renewals for the purposes of operating a library.
 
26.   Library District -The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve a lease agreement with the Yavapai County Government in the amount of $7,093.00 monthly, with an initial one-year term beginning July 1, 2017, and up to 5 one-year renewals for the purpose of leasing Suite A, Storage Suite C, and Suite D at 1971 and 1973 Commerce Center Circle.
 
27.   Library District -The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve new job description for the Library District: Librarian - Programming and Outreach Coordinator. Approved
 
28.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve Waiver of Conflict concerning a Lease between Yavapai County Free Library District and Crown King Elementary School District No. 41 for space to operate a community library.

Public Works - Approval to enter into an Intergovernmental Agreement (#JPA17-0006334-I) between Arizona Department of Transportation (ADOT), Yavapai County, Yavapai County Flood Control District, City of Prescott and the Central Yavapai Metropolitan Planning Organization (CYMPO) for roadway widening on SR69 from Prescott Lakes Parkway to Yavpe Connector. Prescott area. (District 1 - Supervisor Simmons; District 5 - Supervisor Smith)
 
30.   Public Works - Approve an Intergovernmental Agreement (#JPA 16-0006192-I) between Yavapai County, Arizona Department of Transportation and the Town of Camp Verde for construction costs associated with a roundabout at the intersection of SR260 and Wilshire Drive and approve County contribution in the amount of $660,000.00 ($330,000 - FY 17/18) and ($330,000 - FY 18/19). Camp Verde Area (District 2 - Supervisor Thurman). Approved by 4 to 1 vote. Supervisor Brown opposed. Approved
 
31.   Public Works - Approve alternate trust agreement for financial assurances for the construction of off-site improvements for the second phase of Chavez Ranch Road, the access road for the Mystic Heights subdivision. (District 3 - Supervisor Garrison)
 
32.   Public Works - Approve Change Order #1 to Authorization of Services #1722001 with ATL, Inc. in the increased amount of $3,392.00 for professional engineering services on the Roadway Reclamation Project in Yavapai County, AZ - Project #1619230. Prescott-Copper Basin Road. (District 1 - Supervisor Simmons)
 
33.   Public Works - Approve Change Order #1 (Final) with J. Banicki Construction, Inc. in the decreased amount of $19,600.00 for their work on Antelope Creek Bridge Repair in Yavapai County, AZ - Project #1719332. Old Cordes area. (District 2 - Supervisor Thurman)
 
34.   Public Works - Approve the granting of a sanitary sewer easement to the Town of Prescott Valley on a county owned parcel in the Castle Canyon Mesa subdivision. (District 5 - Supervisor Smith)
 
35.   Public Works – Approve a right-of-way project for a portion of Overland Road in the Government Canyon area. (District 1 - Supervisor Simmons)
 
36.   Recorder - Approval for Recorder Leslie Hoffman, Lynn Constabile, Karen McCracken and Laurin Custis to utilize their department issued County van to attend the approved Elections Center Conference in Orange County, California, from August 18, 2017 to August 24, 2017.
 
37.   School Superintendent - Approve Amendment #2 to Agreement between State of Arizona, Governor's Office of Youth, Faith, and Family and Yavapai County School Superintendent for Substance Use Prevent Program providing additional $20,000.00 in funding to YCESA for execution of the program.
 
38.   School Superintendent - Approve employment agreement between Yavapai County School Superintendent and contracted itinerant employees for Special Education Services. Including, but not limited to School Psychologist Pathologist, Speech-Language Pathologist, Social Worker, Certified Occupational Therapist, Registered School Nurse, for FY2018.
 
39.   Sheriff - Approve agreement with HonorHealth for Yavapai County Sheriff's Office Special Weapons and Tactics Team medic services. There is no cost to the county for this agreement. Approved
 
40.   Sheriff - Approve agreement with Wellington Consulting Group for the purpose to set-up procedures and processes that will collect, analyze and interpret data to track the number of participants released from detention into behavioral health or chemical dependency services.
 
41.   Sheriff - Approve Intergovernmental Agreement with the Town of Dewey-Humboldt and the Sheriff's Office for law enforcement services.
 
42.   Sheriff - Approve six employees to attend the National Tactical Officers Association Conference and Training in Phoenix, AZ on September 24 - 29, 2017.
