1.   Board of Supervisors - Presentation by Emily Gray, Embry-Riddle Student, on a possible bridge location over the Verde River at Middle Verde Road.
 
CONSENT AGENDA All items on the Consent Agenda were unanimously approved with the exception of items 3, 9, and 19.
 
1.   Board of Supervisors - Approve minutes of meeting of May 16, 2018 and Special Meetings of April 23-26, 2018.
 
2.   Board of Supervisors - Approve appointment of Nancy Jensen as a General Member of the Yavapai County Workforce Development Board, representing Post-Secondary Education. Term set to expire June 2020.
 
3.   Board of Supervisors - Approve reappointment of the following members of the Yavapai County Workforce Development Board (WDB) as follows: Mark Timm - General Member and Executive Committee Member, Private Sector; Steve Silvernale - General Member and Executive Committee Member, Private Sector; and Pam Blackburn - Private Sector, with terms ending June 2020; and Mel Ingwaldson - General Member, Labor Sector, with a term ending June 2022. Approved
 
4.   Board of Supervisors - Approve vouchers for May 7, 2018 through May 25, 2018.
 
5.   County Attorney - Approve acceptance of funding from the Governor's Office of Highway Safety (Contract # 2018-405d-061) in the amount of $5,000.00 for Professional and Outside Services to support the Arizona Drug Summit - Uniting for Solutions conference. YC Contract No. 2018-190.
 
6.   Development Services - Approve a Final Plat for the Sterling Ranch Subdivision to allow the conveyance of 45 residential lots and 4 tracts on approximately 365 acres in a PAD (Planned Area Development), Talking Rock Land LLC, Granite Basin Engineering, APN: 306-35-628A; HA# H18023. The parcel is located at the end of North Double Adobe Road northwest off North Williamson Valley Road. S11 T16N R3W G&SRB&M; (District 4 - Supervisor Brown).
 
7.   Elections - Approve Resolution No. 1985 for the designation of Vote Centers for the August 28, 2018 Primary Election and November 6, 2018 General Election.
 
8.   Elections - Approve appointment of poll workers and central board workers for the Primary Election to be held on August 28, 2018, and the General Election to be held on November 6, 2018, and to approve any workers who are obtained after this date.
 
9.   Facilities - Approve a Temporary Storage Agreement with U.S.VETS - Prescott for the use of a portion of the Yavapai County Event Center for temporary storage of supplies from June 1, 2018 to September 30, 2018, for the Northern Arizona Homeless Veterans Stand Down event held in Prescott in September 2018. 10.   Facilities - Approve renewal of a 10-year Monument Management Agreement between Yavapai County and the American Legion, Robert Fulton Post 57, for the Ash Fork Memorial located at the County-owned Ash Fork Cemetery. Contract #2018-143 (District 4 - Supervisor Brown)
 
11.   Facilities – Approve one (1) year Service Agreement with Meinhardt Enterprises LLC, dba Neumann High Country Doors for Overhead Door Maintenance and Inspection Services for various County buildings for FY 2018-19 at a total cost of $5,381.00. 12.   Facilities – Approve one (1) year Service Agreements with various outside vendors for Solid Waste Collection and Disposal Services at various County buildings for FY 2018-19. YC Contract Nos. 2018-182 through 2018-186. (All Districts)
 
13.   Facilities – Approve one (1) year renewal of Pest Control Services Agreements with JHTG Inc., dba Orkin Pest Control in the amount of $5,292.00 and Praying Mantis Pest and Weed Control in the amount of $3,828.00 for various County buildings for Fiscal Year 2018-19. 14.   Facilities – Approve one (1) year renewal of Service Agreement with Smart Doors to provide Automatic Sliding Door Inspection and Maintenance Services for various County buildings for FY 2018-19 at a total cost of $1,600.00. 15.   Facilities – Approve one (1) year renewal of Service Agreements with B&W Fire Security Systems,LLC in the amount of $8,510.00 and Cintas Fire Protection in the amount of $4,281.90, for building fire protection system testing and inspection services for various County buildings for FY 2018-19. 16.   Facilities - Approve a one (1) year renewal of the Service Agreement with B&W Fire Security Systems, LLC to provide alarm monitoring services at various County locations for FY 2018-19 at a total cost of $6,588.00. YC Contract # 2018-160. (All Districts)
 
17.   Facilities - Approve Addendum 2 to the Service Agreement with First Class Sanitation for one (1) year renewal of Portable Toilet Cleaning, Pumping and Restocking Services for County parks in the amount of $6,336.00 for FY 2018-19. YC Contract No. 2018-154. (District 2- Supervisor Thurman)

19.   Finance - Approve an agreement with The Public Group, LLC to use the services of Public Surplus for on-line auctions of county surplus property for one year beginning June 1, 2018 and ending May 31, 2021. YC Contract No. 2018-193 (All Districts). Approved

22.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of these items will reconvene as the Board of Supervisors - Approve entering into a right-of-way lease with the Arizona State Land Department in the amount of $58,979.00 for the first ten years of a fifty-year lease. The lease is for approximately 5 acres of land for a regional storm water detention basin as part of the Ho Kay Gan Area Drainage Master Study's ongoing projects to improve area-wide drainage. 23.   Geographical Information Systems - Approve three (3) employees to take one county vehicle out of state to attend the ESRI International User Conference in San Diego, CA from July 8, 2018 to July 13, 2018.
 
24.   Jail District – The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Jail District and following consideration of this item will reconvene as the Board of Supervisors - Approve amendment to agreement with Securus Technologies, Inc., to provide an Inmate Phone System, Video Visitation Services, and a Kiosk package within the Yavapai County Detention facility. YC Contract No. 2018-162.
Yavapai County Jail District – The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Jail District and following consideration of this item will reconvene as the Board of Supervisors. Approve agreement with Securus Technologies, Inc., Amendment01 to original Contract ID# 2910 signed on May 3, 2017 to provide an Inmate Phone System, Video Visitation Services, and a Kiosk package within the Yavapai County Detention facility. This amendment surrounds changes to the revenue sharing components of the original contract. The terms of the original contract shall continue unchanged, in full force and effect.
