Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
PRESENTATIONS
 
1.   Board of Supervisors - Presentation regarding the Pet of the Week Program by the Yavapai Humane Society, Elisabeth Haugan, Marketing and Outreach Director, and Christine Campbell, Director of Medical Services.
 
2.   Board of Supervisors - Presentation and update regarding the fire season and resource readiness by Pete Gordon, Prescott National Forest, Fuels, Fires and Aviation Staff Officer. (All Districts)
 
3.   Board of Supervisors - Presentation and update on upcoming events regarding the Coalition for Wildfire Adapted Communities, by Denise Roggio, Yarnell Fire District, Coalition Coordinator. (District 1 - Supervisor Simmons and District 4 - Supervisor Brown)
 
CONSENT AGENDA All items on the Consent Agenda were unanimously approved with the exception of item 22.
 
1.   Board of Supervisors - Approve minutes of meeting of April 18, 2018.
 
2.   Board of Supervisors - Approve reappointment of Carol Mumford, member at-large, to a four-year term on the Board of Health. Term set to expire June 30, 2022.
 
3.   Board of Supervisors - Approve reappointment of Charles Merritt and William Otwell, to four-year terms, as members of the Building Safety Advisory & Appeals Board. Terms set to expire June 30, 2022.
 
4.   Board of Supervisors - Approve reappointment of John McReynolds (District 2) and Jeanne Briggs (District 4), to two-year terms, as Industry Representatives on the Food Safety Industry Council. Terms set to expire on June 30, 2020.
 
5.   Board of Supervisors - Approve Disclosure Agreement between the State of Arizona Department of Revenue and Yavapai County, and authorize the County Administrator and Finance Director to sign all necessary agreements and related documents. YC Contract 2018-120.
 
6.   Board of Supervisors - The Board of Supervisors will resolve into the Poquito Valley Road Improvement District and following consideration of the following item, will reconvene as the Board of Supervisors - Approve payment of an amount currently estimated at $10,414.19, plus any interest from April 30, 2018, for the tax lien on Assessor's Parcel Number #103-01-244R. (District 4 - Supervisor Brown)
 
7.   Board of Supervisors - Approve vouchers for April 9, 2018 through April 20, 2018.
 
8.   County Attorney - Approve Waiver of Conflict regarding agreements with Yavapai County Community College District for election services, including election drop boxes or ballot boxes, and Resolutions and other actions when no election may be held under Titles 15, 16, or 48 of the Arizona Revised Statutes.
 
9.   Facilities - Approve Change Order #1 to Authorization of Services with Rummel Construction, Inc. in the increased amount of $5,229.33, for replacement of the asphalt parking lot at the Prescott Criminal Justice Building. Project #16-004. YC Contract No. 2018-109A1 (District 1 - Supervisor Simmons)
 
10.   Finance - Approve cost reduction agreement between Cost Control Associates, Inc.(CCA) and the County of Yavapai, engaging the services of CCA as an independent contracted auditor to analyze our utility billings (electric, natural gas, water, propane and waste management) to seek cost recovery and cost reduction recommendations. YC Contract 2018-116 (All Districts)
 
11.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Authorize purchase of ALERT2 equipment, including ALERT2 stations and upgrade kits, weather station transmitters, and a pressure transducer for the District’s Flood Warning System in an amount not to exceed $35,000.00, using the sole-source procurement procedure.
 
12.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Authorize purchase of additional ALERT2 repeaters for the District’s Flood Warning System in an amount not to exceed $50,000.00, using existing budgeted funds.
 
13.   Public Works - Approve a Resolution No. 1980 in accordance with Yavapai County Ordinance 2012-1, Section VI, enacting a fire ban across all of Yavapai County's fire zones.
 
14.   Public Works - Award contract to Copperstate Paving & Construction, LLC in the total amount of $189,724.83 for Lake Fork - Granite Gardens Road Improvement in Yavapai County, AZ - Project #1722061. YC Contract No. 2018-113 (District 4 - Supervisor Brown)
 
15.   Public Works - Award contract to sole bidder, Pacific Corrugated Pipe Company, at various unit prices for Supply and Deliver Corrugated Metal Pipe in Yavapai County, AZ - Contract #1822619. YC Contract No. 2018-114 (All Districts)
 
16.   Public Works - Approve the purchase of four (4) steel storage containers in the amount of $13,081.50, for storage of materials, supplies, and equipment used by the Public Works Department. (All Districts)
 
17.   Public Works - Approve the purchase of six (6) speed feedback (digital radar) signs for $28,944.60, to be installed as part of the Verde Village Connector Project. (District 3 - Supervisor Garrison)
 
18.   Public Works - Approve Paulden Industrial, LLC request for execution of a Quit Claim Deed regarding right, title, and interest, if any, that the County may have in and to all oil, gas, hydrocarbons, coal, and minerals in and on the property described and recorded in Book 179 of Deeds, Pages 395-397. A map of the property described in the deed is attached. (District 4 - Supervisor Brown)
 
19.   School Superintendent - Approve agreement between Yavapai County School Superintendent and Peach Springs Unified School District # 8 for E-Rate Consulting Services. YC Contract No. 2018-112 (District 4 - Supervisor Brown)
 
20.   Sheriff - Approve one employee to attend the FBI Crisis Negotiation School in Glendale, Arizona, on May 7-11, 2018.
 
21.   Sheriff - Approve acceptance of funding from the Governor's Office of Highway Safety Contract # 2018-CIOT-026 in the amount of $3,000.00 for overtime and employee related expenses to participate in the Buckle Up Arizona enforcement campaign. YC Contract No. 2018-111

Sheriff - Approve 12th Amendment to Lease, Original Contract No. 1962/1962/Rev.1, a three (3) year lease renewal for the Sheriff's substation located in the Castle Rock Plaza in the Village of Oak Creek. YC Contract No. 2018-115 (District 3 - Supervisor Garrison)

3.   Development Services - Approve Resolution No. 1982 to change a portion of a street name from Oak Road to Oak Drive for purposes of public safety and waive the street name change filing fee. Mayer area. (District 2 - Supervisor Thurman) Approved
 
4.   Development Services - Approve Resolution No. 1981 to change a portion of a street name from Breezy Circle to Sultan Way, Bagdad area. (District 1 - Supervisor Simmons) Approved
 
CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.

1.   Board of Supervisors – Convene into executive session pursuant to A.R.S. §38-431.03 (A) (7) for discussion regarding negotiations for the purchase, sale or lease of real property.
