SUPERVISORS' REPORTS AND COUNTY ADMINISTRATOR'S REPORT
Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
CONSENT AGENDA - All items on the Consent Agenda were unanimously approved with the exception of items 9, 10, 13, 14 and 18.
 
1.   Board of Supervisors - Approve minutes of meeting of May 3, 2017.
 
2.   Board of Supervisors – Approve reappointment of Curtis M. Lindner, representing District 3, to a four-year term as a member of the Planning and Zoning Commission. Term set to expire June 30, 2021.
 
3.   Board of Supervisors - Approve Resolution authorizing the issuance of the Industrial Development Authority of the County of Yavapai Variable Rate Hospital Revenue Bonds(Northern Arizona Healthcare System), Series 2017A, for the Northern Arizona Healthcare Corporation, in one or more series or issues and in the aggregate principal amount not to exceed $40,000,000.00. Donald C. Zavala, Esq., Attorney for the Industrial Development Authority.
 
4.   Board of Supervisors - Approve settlement of a property tax appeal, and the refund of the overpayment of taxes pursuant to A.R.S. §42-16214 in the following case filed by Valley View/Prescott Valley LP v. Yavapai County: (TX2014-000522).
 
5.   Board of Supervisors - Approve of the settlement of a property tax appeal, and the refund of the overpayment of taxes pursuant to A.R.S. §42-16214 in the following case filed by Sungate Villa II/Prescott Valley LP v. Yavapai County: (TX2014-000523).
 
6.   Board of Supervisors - Approve settlement of a property tax appeal in the following case filed by Cottonwood Affordable Housing v. Yavapai County: (TX2014-000525).
 
7.   Board of Supervisors - Approve vouchers.
 
8.   Facilities - Approve the use of a portion of the Yavapai County Event Center for temporary storage from May to September 2017 of several pallets of supplies to be distributed to homeless veterans at the U.S.Vets - Prescott Northern Arizona Homeless Veterans Stand Down event in Prescott in September 2017. (District 2 - Supervisor Thurman)
 
9.   Fleet Management - Approve the sale of one 2008 Chevrolet 15-passenger van to Central Arizona Fire and Medical Authority for $1.00. Denied
 
10.   Fleet Management - Approve the sale of one 2000 Chevrolet C2500 4x2 service body truck to the Town of Jerome for $1.00. Approved
 
11.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors. Award contract to Earth Resources Corporation in the total amount of $231,976.00, for the base bid plus additive alternate bid, for the Railroad Avenue Channel Improvement Project, Ash Fork, Yavapai County, AZ; Project #FC0175. (District 4 - Supervisor Brown)
 
12.   Geographical Information Systems - Approve Kevin Blake and Andrew Fisher to take one county vehicle out of state to attend the ESRI International User Conference in San Diego, CA from July 10, 2017 to July 14, 2017.
 
13.   Human Resources - Approve new job description for the Juvenile Probation department: Counselor/Social Worker - JPO Approved
 
14.   Human Resources - Approve new and revised job descriptions for the Library District, to be effective July 1, 2017. Tabled
 
15.   Library District -The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve Library District reorganization plan, which will go into effect July 1, 2017.
 
16.   Public Defender - Approve a Temporary Records Clerk for a 4 month period, June 5, 2017 to October 8, 2017.
 
17.   Public Works - Approve Authorization of Services #1722012 with Western Technologies, Inc. (WTI) for quality control testing on the Wildwood Drive Mill and Overlay Project #1719329, in the amount not to exceed $7,805.00. Iron Springs Road area. (District 1 - Supervisor Simmons)
 
18.   Public Works - Approve the Escrow Agreement for financial assurances for the construction of improvements to Seven Canyons Unit 1, Parcels B and C. (District 3 - Supervisor Garrison) Approved
 
19.   Public Works - Approve extensions for completion of services of Authorization of Services #1722002 with Engineering & Testing Consultants, Inc. (District 1 - Supervisor Simmons); Authorization of Services #1619193 with Lee Engineering (District 4 - Supervisor Brown); and Authorization of Services #1619206 with Terracon (District 1 - Supervisor Simmons), to December 31, 2017. No county funds required.
 
20.   Public Works - Approve an extension of the terms of the License Agreement between Yavpe' Ma'ta Company, Inc. and Yavapai County through 5/20/2019. The License Agreement allows Yavapai County to use a portion of APN 205-25-082 in Skull Valley, Arizona for stockpiling earthen road construction material. The total cost of this two year agreement is $12,000.00 to be paid from existing HURF budgeted funds. (District 1 - Supervisor Simmons)
 
21.   Public Works - Approve the removal of a portion of APN 116-19-049A, a privately owned strip of land within the City of Prescott (also known as Division Street) from the County Maintained Roads list, from its intersection with Whipple Street to a cul-de-sac, a distance of approximately 686 feet. No county funds involved. (District 1 - Supervisor Simmons)
 
22.   Public Works - Award contract to Cactus Asphalt, a division of Cactus Transport, Inc. in the total amount of $298,439.70 for Scrub Seal (Summer - FY 2016/2017) in Yavapai County, AZ - Project #1719376. (District 1 - Supervisor Simmons, District 2 - Supervisor Thurman, and District 4 - Supervisor Brown)
 
23.   Public Works - Award contracts to all bidders at various unit prices for Supply and Deliver Crack Fill Material in Yavapai County, AZ - Contract #1722003. (All districts)
 
24.   Public Works - Award contracts to all bidders at various unit prices for Supply Operated Hauling Equipment in Yavapai County, AZ - Contract #1722004. (All districts)
 
25.   Public Works - Award contract to Asphalt Paving & Supply, Inc., in the total amount of $1,392,999.99 for Chip Seal (Summer - FY 2016/2017) in Yavapai County, AZ; Project #1722008. Multiple locations. (All districts)
 
26.   Public Works - Deny award of project on the grounds that submitted bids exceeded Facilities Department's budgeted funds for scope of work outlined in Parking Lot Reconstruction in Yavapai County, AZ - Project #1619421. (District 1 - Supervisor Simmons)
 
27.   School Superintendent - Approve agreement between Yavapai County School Superintendent and Crane Elementary School District # 13 for E-Rate Consulting Services.
 
28.   Sheriff - Approve option to extend the current Lease Agreement with White Gopher LLC for the premises used for the Williamson Valley Substation. (District 4 - Supervisor Brown)
 
29.   Sheriff - Approve two employees to take one county vehicle out of state to attend the Spillman User's Conference 2017 in Park City, UT from September 19-22, 2017.
 
ACTION
 
1.   Board of Supervisors - Discussion and possible action regarding legislative updates. No Action
 
2.   Board of Supervisors - Update, discussion and possible action regarding fiscal year 2017-2018 Yavapai County budget. Phil Bourdon, County Administrator No Action
 
3.   Human Resources - Approve revisions to Human Resources Policies and Procedures 2.01, 4.03, 5.03, 5.04, 5.05, 5.06, 5.07, 5.09, 5.10, 5.11 and 6.01, as well as approve a new policy, 5.14. Approved
 
4.   Public Defender - Approve a Summer Law Intern for a 11 week period, May 22, 2017 to August 11,2017. Approved
 
5.   Seligman Sanitary District - The Board of Supervisors will resolve into the Board of Directors of Seligman Sanitary District and following consideration of this item reconvene as the Board of Supervisors. Request approval for Phase 3 of a 3 Phase maintenance plan on Seligman Sanitary Lagoon by Arrowhead Environmental (District 4 - Supervisor Brown) Approved
 
HEARINGS
 
1.   Development Services - Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 09 Liquor Store (#09130020) liquor license application, without protest, submitted by Todd Jason Coles of Beaver Creek Gas Mart, located at 3675 E. Beaver Creek Rd., Ste. A, Rimrock, 86335. Approved
 
CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.

1.   Board of Supervisors- Convene into executive session pursuant to A.R.S. §38-431.03(A)(7) to discuss or consult with designated representatives of the public body in order to consider its position and instruct its representatives regarding negotiations for the purchase, sale or lease of real property.
 
2.   Board of Supervisors - Convene into executive session pursuant to A.R.S §38-431.03(A)(3) and (A)(4) for legal advice, consultation and discussion regarding contracts.
 
EXECUTIVE SESSION FOLLOW-UP ACTION
