SUPERVISORS' REPORTS AND COUNTY ADMINISTRATOR'S REPORT
Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
CONSENT AGENDA - All items on the Consent Agenda were unanimously approved with the exception of items 8, 33 and 34.
 
1.   Adult Probation - Approve acceptance of AmeriCorps Grant in the amount of $5,298.75 and establish a new fund number for the grant.
 
2.   Board of Supervisors - Approve minutes of meeting of April 19, 2017.
 
3.   Board of Supervisors - Approve appointment of precinct committeemen as recommended by the Yavapai County Republican Party, all as evidenced in Board Memorandum No. 2017-05.
 
4.   Board of Supervisors - Approve reappointment of Thomas H. Graham (District 3) and Al Wood (District 5), and appointment of Richard Boller (District 4), to a four-year term as members of the Board of Adjustments and Appeals. Terms set to expire June 30, 2021.
 
5.   Board of Supervisors - Approve the reappointment of Reynold Radoccia and appointment of Stanford Lake to a four-year term as members of the Building Safety Advisory & Appeals Board. Terms set to expire June 30, 2021.
 
6.   Board of Supervisors – Approve reappointment of Jim Stewart (District 1), Robert Cothern (District 2), James L. Peterson (District 4) and Sandra Marlin-Griffis (District 5), to a four-year term as members of the Planning and Zoning Commission. Terms set to expire June 30, 2021.
 
7.   Board of Supervisors - Approve execution of an Acknowledgement of Termination of Lease for the Coors Event Center at the Yavapai County Fairgrounds/Racetrack property in Prescott Valley. (District 2 - Supervisor Thurman)
 
8.   Board of Supervisors - Approve Resolution allowing the acting Chairman of the Board to declare an emergency, and govern by proclamation, for a limited period of time, in the case of an emergency that threatens life or property in Yavapai County. Tabled
 
9.   Board of Supervisors - Approve vouchers.
 
10.   County Attorney - Approve Waiver of Conflict of Interest for legal services concerning an Agreement between Yavapai County and Yavapai Accommodation School District #99 for shared facilities and shared premises located at 2972 Centerpointe East Drive, Prescott.
 
11.   County Attorney - Approve Waiver of Conflict of Interest for legal services concerning an Agreement between Yavapai County, Yavapai Accommodation School District #99 and Yavapai County Superior Court for Educational Transition Program for Yavapai County Juvenile Offenders and Children in Juvenile Dependency Proceedings.
 
12.   County Attorney - Approve Waiver of Conflict of Interest for legal services concerning review and renegotiation of a Lease Agreement between Yavapai County and the Yavapai County Free Library District for the rental of real property located at 1971 Commerce Center Circle, Prescott, Arizona.
 
13.   Development Services - Approve appointment of Tracey Dashiell as a Deputy Land Use Specialist.
 
14.   Facilities - Approve an updated lease agreement between Yavapai County and North Yavapai Community Health Services, Inc. for lease of the existing medical center building in Seligman, AZ with the addition of two adjacent lots recently purchased by Yavapai County to be used for parking for the medical center.
 
15.   Facilities – Approve one (1) year renewal of Pest Control Services Agreements for various County buildings for Fiscal Year 2017-18.
 
16.   Facilities – Approve one (1) year renewal of Portable Toilet Cleaning, Pumping and Restocking Services for County parks for Fiscal Year 2017-18.
 
17.   Facilities – Approve one (1) year renewal of Solid Waste Service Agreements for various County buildings for Fiscal Year 2017-18.
 
18.   Facilities – Approve one (1) year renewal of Overhead Door Maintenance and Inspection Services Agreements for various County buildings for Fiscal Year 2017-18.
 
19.   Facilities – Approve Service Agreement for Solid Waste Hauling Services to Patriot Disposal for Fiscal Year 2017-18.
 
20.   Facilities – Award Service Agreements to building fire protection system testing and inspection service providers for Fiscal Year 2017-18.
 
21.   Library District – The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve Waiver of Conflict of Interest for legal services concerning review and renegotiation of a Lease Agreement between Yavapai County and the Yavapai County Free Library District for the rental of real property located at 1971 Commerce Center Circle, Prescott, Arizona.
 
22.   Library District – The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve Waiver of Conflict of Interest for legal services concerning an IGA between Yavapai County Community College and Yavapai County Free Library District for library services.
 
23.   Public Works - Approve acceptance of Drainage Easements donated by two private property owners on West Way in Yarnell for improvement to control storm water runoff. No county funds are involved. (District 1 - Supervisor Simmons)
 
24.   Public Works - Approve an agreement with the Sedona Oak Creek Airport Authority (SOCAA) to fund the Precision Approach Path Indicator (PAPI) project. (District 3 - Supervisor Garrison)
 
25.   Public Works - Approve the removal of a portion of Stazenski Road from the County maintained roads list from its approximate intersection with October Road west for approximately 2375' to the current end of County maintenance. (District 4 - Supervisor Brown)
 
26.   Public Works - Approve Authorization of Services #1722007 with Engineering & Testing Consultants, Inc. (ETC) for quality control testing on the Antelope Creek Bridge Repair Project #1719332, in the amount not to exceed $5,460,00. (District 2 - Supervisor Thurman)
 
27.   Public Works - Award contract to Fann Contracting, Inc. in the total amount of $279,435.00 for Wildwood Drive Mill and Overlay in Yavapai County, AZ - Project #1719329. ( District 1 - Supervisor Simmons)
 
28.   Public Works - Award contracts to all bidders at various unit prices for Supply and Deliver Corrugated Metal Pipe in Yavapai County, AZ; Contract #1719377. (All Districts)
 
29.   School Superintendent - Approve agreement between Yavapai County School Superintendent and San Simon Unified School District #18 for E-Rate Consulting Services.
 
30.   School Superintendent - Approve Agreement between State of Arizona, Governor's Office of Youth, Faith, and Family and Yavapai County School Superintendent for Substance Use Prevent Program.
 
31.   Sheriff - Approve Intergovernmental Agreement between the Town of Dewey-Humboldt and the Sheriff's Office for law enforcement services. This agreement shall commence on July 1, 2017 and terminated on June 30, 2018, unless automatically extended per agreement.
 
32.   Sheriff - Approve Modification #8 to agreement with the US Forest Service, #12-LE-11030900-001 FY 2017 Cooperative Law Enforcement Annual Operating and Financial Plan due to additional funding for Fossil Creek Patrol services in the amount of $12,000.00; original agreement signed in 2011.
 
33.   Sheriff - Approve option to extend the current Lease Agreement with White Gopher LLC for the premises used for the Williamson Valley Substation. (District 4 - Supervisor Brown) Withdrawn
 
34.   Yavapai County Jail District – The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Jail District and following consideration of this item will reconvene as the Board of Supervisors. Approve agreement with Securus Technologies, Inc., to provide an Inmate Phone System, Video Visitation Services, and a Kiosk package within the Yavapai County Detention facility. This agreement is for a term of seven (7) years with up to three successive one-year terms thereafter. Approved
 
ACTION
 
1.   Board of Supervisors - Approve a Proclamation declaring the month of May as "Wildfire Community Preparedness Month." A presentation will follow from Robert Betts, Chairman, Prescott Area Urban Wildland Urban Interface Commission, on firewise/fire prevention and inter-agency cooperation for fuel mitigation. Approved
 
2.   Board of Supervisors - Approve a Proclamation for 100 years of community service to the Lions Club International, for the Prescott Noon Lions Club. Approved
 
3.   Board of Supervisors - Approve a Proclamation declaring May 15-20, 2017, as National Police Week. Approved
 
4.   Board of Supervisors - Discussion and possible action in regards to a Yavapai County Citizen's Academy. No Action
 
5.   Board of Supervisors - Discussion and possible action regarding legislative updates. No Action
 
6.   Seligman Sanitary District - The Board of Supervisors will resolve into the Board of Directors of Seligman Sanitary District and following consideration of this item reconvene as the Board of Supervisors. Request approval for Phase 3 of a 3 Phase maintenance plan on Seligman Sanitary Lagoon by Arrowhead Environmental (District 4 - Supervisor Brown) Withdrawn

Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public.
