Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
AWARDS AND PROCLAMATIONS 
 
1.   Community Health Services - Presentation of 2018 Golden Plate Awards to food establishments in East Yavapai County.
 
2.   Board of Supervisors - Approve a Proclamation declaring April to be Fair Housing month in Yavapai County as part of the Community Development Block Grant Program. (All Districts) Approved
 
3.   Board of Supervisors - Approve a Proclamation declaring April 2, 2019, as County Day of National Service Recognition. (District 5 - Supervisor Smith) Approved
 
CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.
 
CONSENT AGENDA All items on the Consent Agenda were unanimously approved with the exception of item 12. 
 
1.   Board of Supervisors - Approve minutes of meeting of March 6, 2019.
 
2.   Board of Supervisors - Approve extension of the Professional Services Agreement with Cable ONE Advertising for the "Central Yavapai Metropolitan Planning Organization Distracted Driving Education Campaign", not to exceed $45,000.00. YC Contract No. 2018-022A1 (All Districts)
 
3.   Board of Supervisors - Approve re-election of Norman A. Perry (District 2 Representative) and Mary A. Chicoine (Director At-Large) to another 6 year term as members of the Industrial Development Authority Board. Terms set to expire April 2025.
 
4.   Board of Supervisors - Approve removal and appointment of precinct committeemen as recommended by the Yavapai County Republican Party, all as evidenced in Board Memorandum No. 2019-03.
 
5.   Board of Supervisors - Approve vouchers for February 25, 2019 through March 8, 2019.
 
6.   County Attorney - Approve the use of General Funds to allow the Technology Business Manager and Litigation Support Specialist for the County Attorney's Office to attend the Karpel Solutions National User Group Meeting in St. Louis, Missouri on April 16-18, 2019.
 
7.   County Attorney - Approve two (2) Deputy County Attorneys to attend the National District Attorney's Association Conference, Inside the Mind of a Killer, Prosecuting Homicide Cases, in Scottsdale, Arizona on May 6-10, 2019.
 
8.   County Attorney - Approve the rehire of a former Deputy County Attorney as a temporary employee to assist with a backlog of work in the Civil Division.
 
9.   Development Services - Approve Final Plat to allow the conveyance of twenty-five (25) single family residential lots on approximately 13.4 acres; Talking Rock Land LLC; Granite Basin Engineering, Inc., Davin Brenner; APN: 306-35-257U; HA# H19011; for the project known as Talking Rock Ranch PH 6. The property is located on the west side of North Double Adobe Road off Williamson Valley Road, North of the City of Prescott. S15 T16N R3W G&SRB&M (District 4 - Supervisor Brown)
 
10.   Fleet Management - Approve the re-assignment of the Fleet Management Director as an additional delegate to authorize the issuance of undercover plates. (All Districts)
 
11.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve a professional services contract with Holistic Engineering and Land Management, Inc. (HELM) in the amount of $31,805.00 for the Ho Kay Gan stormwater quality management project to determine source(s) of stream pollutants and provide solution alternatives, per the District’s responsibility under the National Pollutant Discharge Elimination System (NPDES) Program. 12.   Jail District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Jail District, and following consideration of this item will reconvene as the Board of Supervisors - Approve project for the Yavapai County Jail to upgrade the video disk storage and servers that support the surveillance system. YC Contract Nos. 2019-043 through 2019-045, and YC Contract No. 2019-054 Approved
 
13.   Jail District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Jail District and following consideration of this item will reconvene as the Board of Supervisors - Approve Amendment No. 2 to the contract with Securus Technologies, Inc., that provides an Inmate Phone System, Video Visitation Services, and a Kiosk package within the Yavapai County Detention facility. This amendment is to provide law library services to inmates through the Securus Kiosk. YC Contract No. 2018-162A1
 
14.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District, and following consideration of this item will reconvene as the Board of Supervisors - Approve a quote to purchase the Blue Cloud mobile application for use on mobile devices from SirsiDynix, Inc. in the amount of $14,803.84, to be purchased from Yavapai Library Network funds. YC Contract No. 2019-067 (All Districts)
 
15.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors - Approve the selection of Ednetics, Inc.'s proposal regarding the purchase of fifteen wireless access points and five years of licensing in the amount of $16,374.33 in which 85 percent of expended funds will be reimbursed via the E-Rate program. 16.   Public Works - Approve acceptance of public roadway easement for donated right-of-way on West Clubhouse Drive in the Hassayampa Mountain Club Subdivision. (District 1 - Supervisor Simmons)
 
17.   Public Works - Approve acceptance of donated Sight Distance Easement in the Prescott East Unit 1 Amended Subdivision. (District 5 - Supervisor Smith)
 
18.   Public Works - Approve purchase agreement for the acquisition of right-of-way on East Sunset Lane in the Castle Canyon Mesa Unit 1 Subdivision. YC Contract No. 2019-055 (District 5 - Supervisor Smith)
