Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
AWARDS AND PROCLAMATIONS 
 
1.   Board of Supervisors - Approve Proclamation declaring March 29, 2019, as National Vietnam War Veterans Day. (District 4 - Supervisor Brown)
 
2.   Board of Supervisors - Approve a Proclamation declaring March 17, 2019, as American Legion Centennial Day. (District 1 - Supervisor Simmons)
 
3.   Board of Supervisors - Presentation of $19,000.00 from the Yavapai County Board of Supervisors to the Arizona Wildfire and Incident Management Academy (AWIMA) for scholarships in memory of the Granite Mountain Hot Shots. (Supervisor Simmons - District 1)
 
4.   Community Health Services - Presentation of 2018 Golden Plate Awards to food establishments in West Yavapai County.
 
CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.
 
CONSENT AGENDA All items on the Consent Agenda were unanimously approved along with Action Item 5, with the exception of items 13, 19, and 21.
 
1.   Board of Supervisors - Approve minutes of meeting of February 20, 2019.
 
2.   Board of Supervisors - Approve vouchers for February 11, 2019 through February 22, 2019.
 
3.   County Attorney - Approve Waiver of Conflict concerning an agreement with the Yavapai County Free Library District during Fiscal Year (FY) 2019-2020 for E-Rate services, including any additional contracts, intergovernmental agreements, follow-on agreements, amendments, renewals, or extensions.
 
4.   Development Services - Approve appointment of Allison Spraggins as Deputy County Zoning Inspector pursuant to ARS §11-815(A). (All Districts)
 
5.   Development Services - Approve a Use Permit Extension to allow for the continued operation of a horse boarding and trail riding facility at the American Ranch Equestrian Center in a PAD (Planned Area Development) zoning district, with the previously approved stipulations; APN: 100-18-235B; H19004; American Ranch Community Association; Tiffany Taylor for HOAMCO. The subject property is located in the American Ranch subdivision along the west side of Williamson Valley Road approximately 3900' from its intersection with Outer Loop Road. S14 T15N R3W. (District 4 - Supervisor Brown)
 
6.   Development Services - Approve a Use Permit to allow for an off-road trail outpost on an approximate 95.04-acre parcel in a RCU-2A (Residential; Rural; 2-acre minimum lot size) zoning district, with the recommended stipulations; APN: 204-24-028; H18057; Luke Rose. The subject property is located towards the southern border of Yavapai County, 12 miles East of Wickenburg and is accessed off Monarch Mountain Trail. S32 T08N R03W G&SRB&M. (District 1 - Supervisor Simmons)
 
7.   Finance - Approve the licensing and implementation of Time and Attendance and Scheduling software from NOVAtime Technologies, Inc. and the purchase and maintenance of new time clocks to operate with the new software. YC Contract No. 2019-047 (All Districts)
 
8.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve a corrected professional services contract with Lyon Engineering for design of bank protection along Clipper Wash in Prescott Country Club, in an amount not-to-exceed $28,270.00. YC Contract Number 2019-024 (District 2 - Supervisor Thurman)
 
9.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of these items will reconvene as the Board of Supervisors - Approve purchase of ALERT2 equipment, including ten ALERT2 upgrade kits, three pressure transducers, five retrofit door kits for existing standpipes, and one temperature/humidity probe for the District’s Flood Warning System in an amount not to exceed $40,000.00, using the sole-source procurement procedure.
 
10.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve FY 18/19 funding in the amount of $44,000.00 for a new Technical Partnership Intergovernmental Agreement (IGA) with the United States Geological Survey (USGS) to replace the previous IGA with the Arizona Department of Water Resources. 11.   Human Resources - Approve new and revised job descriptions for the Management Information Systems (MIS) department to be effective March 10, 2019.
 
12.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors - Approve Waiver of Conflict concerning agreements with Yavapai County during Fiscal Year (FY) 2019-2020 for E-Rate services, including any additional contracts, intergovernmental agreements, follow-on agreements, amendments, renewals, or extensions.
 
13.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors - Approve Addendum No. 1 to the Intergovernmental Agreement (IGA) dated August 1, 2017, with the Beaver Creek Elementary School District (BCESD) to include reimbursement to the BCESD for costs of a school library aide in an amount not to exceed $5000.00 annually, and reimbursement to the Yavapai County Free Library District for Internet services in the amount of $960.00 annually. 14.   Public Works - Approve a grant between the State of Arizona and Yavapai County for State funds to aid in financing to Conduct a Miscellaneous Study Project (Drainage Study) for the improvement of Sedona Airport, in the amount of $20,158.00 (Grant Number E9M1U01P). YC Contract No. 2019-053 (District 3 - Supervisor Garrison)
 
15.   Public Works - Approve acceptance of Drainage and Sight Distance Easements for purchased right-of-way in the Prescott East Unit 3 Subdivision. (District 5 - Supervisor Smith)
 
16.   Public Works - Approve the dates for this year's annual free slash disposal program to be conducted April 1, 2019 through June 1, 2019, at the Yavapai County Solid Waste transfer stations. (Districts 1 - Supervisor Simmons; District 2 - Supervisor Garrison; District 3 - Supervisor Thurman; District 4 - Supervisor Brown)
 
17.   Public Works - Approve the execution of a Quitclaim Deed, which quitclaims and assigns to the City of Prescott all of Yavapai County's right, title, and interest in Division Street. (District 1 - Supervisor Simmons)
 
18.   Public Works - Approve Authorization of Services #1822626.11 with Engineering & Testing Consultants, Inc. (ETC) in the amount not to exceed $22,020.00 for quality assurance testing on the upcoming Overlay (Western, FY 2018-2019) Project #1822626. PRESENTATIONS
 
1.   Board of Supervisors - Presentation and update by Dennis Gallagher, President of the Prescott Western Heritage Foundation, on where the Downtown Museum Project stands today. Requesting $50,000.00 donation over a five year period from the county to assist with further development of the project.
 
EXECUTIVE SESSION
 
1.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(1), to discuss recruitment of the Finance Director.
 
2.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03 (A)(7) for discussion regarding negotiations for the purchase, sale or lease of real property.
