Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors – Approve a professional services contract with Atkins North America, Inc. for the restudy of the flood hazard mapping for Oak Creek and its major tributaries in Yavapai and Coconino Counties, in an amount of $1,199,990.00, funded by a Cooperating Technical Partners Grant from FEMA. (Districts 2 and 3, Supervisor Thurman and Supervisor Garrison)
Brief Explanation of Need
The Yavapai County Flood Control District was awarded a Cooperating Technical Partners (CTP) program grant through FEMA in the amount of $1,199,990.00 in October 2016 (accepted by the District Board). Since that time, District staff have been working on going through the mandated advertising, interviews, selection, and negotiation process to hire a qualified engineering firm to complete this study.
 
The District was encouraged by FEMA to apply for a CTP program grant last summer (2016), following its Discovery process of the Upper Verde Watershed in 2014, in an effort to modernize the flood hazard mapping that depicts flood risk associated with Oak Creek and its tributaries from its confluence with the Verde River to the upper reaches of Oak Creek Canyon in Coconino County.  The CTP program allows FEMA to collaborate with local agencies in an effort to develop up-to-date flood hazard maps and other flood hazard information.  During the Discovery process, it was determined that the existing flood hazard mapping, for Oak Creek and its tributaries, was outdated (having been originally developed in the late 1970s or early 1980s), and that developing new mapping using recent topography and modern floodplain modeling software is a high priority for the regulatory agencies responsible for these areas. FEMA agreed to provide funding for the mapping update via the grant, and the Yavapai County Flood Control District will oversee and manage the mapping contract.
 
This grant award specifically did not require any matching funds by the District, but grant monies will be reimbursed to the District, rather than invoices paid directly via the CTP program.  Thus, District funds will be tied up during the project until reimbursement occurs.  This grant covers expenditures up to the $1,199,990.00 contract amount for this specific project. This project is anticipated to span multiple fiscal years through the end of September 2018 while the mapping restudy is completed and is ushered through the FEMA review process.
