Public Works - Approve the execution of a Purchase Agreement for the acquisition of right-of-way on E. Sunset Lane. YC Contract No. 2019-027 (District 5 - Supervisor Smith)
Brief Explanation of Need
On October 5, 2016, the Board approved the execution of an Intergovernmental Agreement with the Town of Prescott Valley and authorized $3,687,500 in funding for the Sunset Lane Improvement Project. In order to complete the project, Drainage Easements and Sight Distance Easements must be obtained from certain property owners with parcels adjacent to E. Sunset Lane.

The design engineers have identified the need for a substantial Drainage Easement and Sight Distance Easement on the property at 6340 E. Sunset Lane (APN 103-27-033). The Drainage Easement is a significant encumbrance on the property and will require the removal of several mature trees. The easement allows for the replacement of an existing, insufficient, corrugated steel culvert under Sunset Lane with a significantly larger double-barrel concrete box culvert under the improved roadway at the southwest corner of the property. The Sight Distance Easement is necessary to provide the traveling public an unobstructed view of the roadway intersection adjacent to the property for the purpose of traffic safety. The property owners have agreed to sell the required easements to the County for a total negotiated amount of $7,109.35, which includes the cost of landscaping replacement as well as compensating for other recognized encumbrances, due to encroachments into the property by the roadway improvements and easements.

The Public Works Department respectfully requests that the Board of Supervisors approve the execution of the Purchase Agreement so that we may move forward with subsequent acquisition of the required easements.
