Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
AWARDS AND PROCLAMATIONS 
 
1.   Board of Supervisors - Approve Proclamation for Yavapai County National Salute to Veteran Patients Week in recognition of Veterans of U.S. Armed Forces who are currently under the care of Veterans Administration (VA) Hospitals.
 
CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.
 
CONSENT AGENDA  All items on the Consent Agenda were unanimously approved with the exception of item 18. 
 
1.   Board of Supervisors - Approve minutes of meeting of January 16, 2019.
 
2.   Board of Supervisors - Approve Agreement between J & J Equine Enterprises (J & J) and Yavapai County authorizing J & J to enter on real property owned by Yavapai County for demolition and relocation of certain personal property (manufactured structures). YC Contract No. 2019-022
 
3.   Board of Supervisors - Approve appointment of Bruce George as a member of the Planning and Zoning Commission representing District 2, with a term set to expire June 2019.
 
4.   Board of Supervisors - Approve removal and appointment of precinct committeemen as recommended by the Yavapai County Democratic Party, all as evidenced in Board Memorandum No. 2019-01.
 
5.   Board of Supervisors - Approve the Yavapai County Title II Amendment to the 2018-19 Infrastructure Funding Agreement (IFA) and Memorandum of Understanding (MOU). YC Contract No. 2019-031
 
6.   Board of Supervisors - Approve vouchers for January 7, 2019 through January 25, 2019.
 
7.   Community Health Services - Accept grant funding in the amount of $25,000.00 from the State of Arizona for the establishment of a local Opioid Fatality Review Team, establish a new fund number for the grant program, and authorize the Community Health Services Director to sign all related documents.
 
8.   Community Health Services - Accept grant funding in the amount of $45,920.00 from the Arizona Department of Health Services for the enhancement of opioid bio-surveillance activities, establish a new fund number for the grant program, and authorize the Community Health Services Director to sign all related documents.
 
9.   County Attorney - Approve Waiver of Conflict regarding agreements with Copper Canyon Fire and Medical District for Fleet Management services, including motor vehicle fuel and facilities use; and election services, including election drop boxes or ballot boxes, and Resolutions and other action when no election may be held under Titles 15, 16, or 48 of the Arizona Revised Statutes.
 
10.   County Attorney - Approve Waiver of Conflict concerning an Intergovernmental Agreement between the Yavapai County Free Library District for Yavapai County Management Information Systems (MIS) to support the Yavapai County Free Library District's equipment and data system.
 
11.   Development Services - Approve a Use Permit to allow for an RV to serve as a caretaker residence on an approximate 25,264.8 square foot parcel in an R1-12 (Residential, Single Family, 12,000 square foot minimum lot size) zoning district with the recommended stipulations; APN: 502-08-028D; H18058; RRRL, LLC, Richard and Eleanor Borg. The subject property is located on the East side of Black Canyon Hwy and off Palm Lane in Black Canyon City. S34 T09N R02E G&SRB&M. (District 2 - Supervisor Thurman)
 
12.   Development Services - Approve a Use Permit to allow for a private landing strip and an ornamental control tower on an approximate 20-acre parcel in a RCU-10A (Residential; Rural, 10-acre minimum lot size) zoning district, with the recommended stipulations; APN: 302-07-242C; H18051; Glen David. The subject property is located on the West side of State Route 89, off Flying Wrench Road in the Ashfork area. S21 T21N R02W G&SRB&M. (District 4 - Supervisor Brown)
 
13.   Development Services - Approve a Use Permit Extension to allow for the continued operation of a diesel repair facility including a fifty by sixty-foot (50' X 60') metal building on an approximate 1.52-acre parcel in a C2 (Commercial; General Sales and Service) zoning district, with the previously approved stipulations; APN: 301-28-045; H18060; Havelina Holdings Inc; David Olof Been. The subject property is located on the southeast corner of Larkspur Lane and Hillcrest Drive in the Bridge Canyon Estates Unit 1 subdivision, approximately 3.3 miles west of the Town of Seligman. 14.   Finance - Approve one (1) employee to attend the CentralSquare 2019 Customer Event (user group meeting and training) in San Antonio, Texas from March 17-20, 2019.
 
15.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve an addendum to the FY 2018-19 Intergovernmental Agreement with the City of Prescott to include an additional $15,000.00 for a new project and to add a second new project to the existing agreement. 16.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve a professional services contract with Lyon Engineering for design of bank protection along Clipper Wash in Prescott Country Club, in an amount not-to-exceed $24,860.00. YC Contract Number 2019-024 (District 2 - Supervisor Thurman)
 
17.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of these items will reconvene as the Board of Supervisors - Approve Professional Services Contract with Civiltec Engineering, Inc. for the construction of a detention pond in accordance with the Ho Kay Gan Area Drainage Master Study. Jail District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Jail District, and following consideration of this item will reconvene as the Board of Supervisors - Approve project for the Yavapai County Jail to upgrade the video surveillance system, in an amount not to exceed $316,780.00.

20.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District, and following consideration of this item will reconvene as the Board of Supervisors - Approve the acceptance of a $2,000.00 donation from the Friends of the Seligman Public Library to be used to remodel the circulation area of the Seligman Public Library. (District 4 - Supervisor Brown)
 
21.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District, and following consideration of this item will reconvene as the Board of Supervisors - Approve the acceptance and expenditure of $32,400.00 awarded from the Arizona State Library, Archives, and Public Records for a State Grant-In-Aid Construction (SGIA-C) to partially fund construction costs associated with the remodel of the Mayer Public Library. 22.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District, and following consideration of this item will reconvene as the Board of Supervisors - Approve Waiver of Conflict concerning an Intergovernmental Agreement between the Yavapai County Free Library District for Yavapai County Management Information Systems (MIS) to support the Yavapai County Free Library District's equipment and data system.
 
23.   Management Information Systems - Approve an agreement with Homeland Security for a risk assessment of County Information Systems and authorize the MIS Director to sign any necessary documents.
 
24.   Public Works - Approve acceptance of donated Public Roadway Easements for right-of-way on W. Clubhouse Drive in the Hassayampa Mountain Club Subdivision. (District 1 - Supervisor Simmons)
 
25.   Public Works - Approve acceptance of donated Public Roadway, Drainage, Water Utility, and Sight Distance Easements in the Castle Canyon Mesa and Prescott East Subdivisions. (District 5 - Supervisor Smith)
 
26.   Public Works - Approve execution of a Property Access Agreement for two properties adjacent to E. Poland Road. YC Contract No. 2019-030 (District 2 - Supervisor Thurman)

32.   Public Works - Approve a 3-year purchase agreement with Cartegraph, Inc. for the renewal of the software subscription license and maintenance fees to support the pavement management software program in the amount of $140,067.02. YC Contract No. 2019-025 (All Districts)

36.   Sheriff - Approve one (1) employee to attend training for Tactical Explosive Breaching Certification in Phoenix, Arizona on February 18-23, 2019.
 
37.   Sheriff - Approve two (2) employees to attend Police Internal Affairs training in Phoenix, Arizona on April 8-12, 2019.
 
38.   Sheriff - Approve four (4) employees to attend training for Internet Crimes Against Children (ICAC) Investigative Techniques in Phoenix, Arizona on May 6-10, 2019.
