Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
PRESENTATIONS
 
1.   Board of Supervisors - Presentation regarding Yavapai County Education Technology Consortium County Wide Broadband Initiative.
 
CONSENT AGENDA All Items on the Consent Agenda were unanimously approved with the exception of items 5, 12, 13, 14, 17, 19 and 24.
 
1.   Board of Supervisors - Approve minutes of special meeting of January 12, 2018, regular meeting of January 17, 2018 and special study session of January 24, 2018.
 
2.   Board of Supervisors - Approve removal and appointment of precinct committeemen as recommended by the Yavapai County Republican Party, all as evidenced in Board Memorandum No. 2018-02.
 
3.   Board of Supervisors - Approve revisions to the Yavapai County Workforce Development Board Bylaws, as required by the Workforce Arizona Council.
 
4.   Board of Supervisors - Approve a one-year renewal of the existing Intergovernmental Agreement between Yavapai County and the City of Prescott regarding Consolidated Court Operations from July 1, 2018 to June 30, 2019. YC Contract No. 2018-027
 
5.   Board of Supervisors - Approve Supervisor Jack Smith to attend the National Association of Counties 2018 County Leadership Institute held June 3-7, 2018 in Washington, D.C. Approved
 
6.   Board of Supervisors - Approve vouchers for January 8, 2018 through January 26, 2018.
 
7.   Facilities - Approve Mayer Public Library Commitment for Standard Owners Title Insurance Policy and Buyers/Borrowers Settlement Statement Pre-Audit.
 
8.   Facilities - Approve termination of Service Agreement with Neumann High Country Doors for the remainder of FY 17-18, in the amount of ($1,557.50) credit for the third and fourth quarters of FY 17-18. YC Contract No. 2018-016 (District 2 - Supervisor Thurman)
 
9.   Facilities - Approve Service Agreement with Meinhardt Enterprises LLC, dba Neumann High Country Doors, in the amount of $2,690.50 for the remainder of FY 17-18. YC Contract No. 2018-017 (District 2 - Supervisor Thurman)
 
10.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve taking a County vehicle out of state, and associated registration, lodging, travel, and per diem costs for Flood Control District employee Dave Desjadon to attend an ALERT Users Group Conference in Ventura, CA, on April 17- 20, 2018.
 
11.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve FY 17-18 funding in the amount of $50,000.00, via change order to an existing Technical Partnership Intergovernmental Agreement (IGA) with the Arizona Department of Water Resources. YC Contract No. 2018-021
 
12.   Human Resources - Approve revised job descriptions for the Juvenile Probation Department. Approved
 
13.   Juvenile Probation - Approve request for an additional $75,000.00 of funding in FY 17-18 to provide for a potential shortage with the Yavapai County Transition School, and transfer budget capacity from contingency to Juvenile Probation. YC Contract No. 2018-026 Approved
 
14.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors - Approve an agreement with LinkedIn in the amount of $1,750.00. YC Contract No. 2018-019 (All Districts) Denied
 
15.   Public Works - Approve acceptance of easements for right of way on Quail Run Drive for a paving project. (District 2 - Supervisor Thurman)
 
16.   Public Works - Approve acceptance of easements for right-of-way on Overland Road in the Government Canyon area. (District 1 - Supervisor Simmons)
 
17.   Public Works - Approve Authorization of Services #1822602 with PaleoWest Solutions in Archaeology (aka PaleoWest Archaeology) in the amount not to exceed $9,400.00 for professional services regarding a budgeted paving project on School House Gulch Road. YC Contract No. 2018-024 (District 5 - Supervisor Smith) Denied
 
18.   Public Works - Approve Change Order #1 (Final) to Authorization of Services #1619217 with Lyon Engineering in the decreased amount of $66,259.80 for professional services rendered for a Northern Connector Design Concept Report. YC Contract No. 2018-025 (District 4 - Supervisor Brown)
 
19.   Public Works - Approve Dan Cherry, Public Works Director, as Applicant Agent for AZDEMA Disaster Reimbursements. (All Districts) Approved
 
20.   Recorder - Approve agreement between Yavapai County Government and the Office of the Secretary of State for Participation in the Electronic Registration Information Center (ERIC). YC Contract No. 2018-020
 
21.   School Superintendent - Approve agreement between Yavapai County School Superintendent and Tolleson Public Library for E-Rate Consulting Services. YC Contract No. 2018-023
 
22.   Sheriff - Approve one (1) employee to attend a two-week AZ HIDTA Basic Intelligence Analyst training in Chandler, Arizona, during the weeks of February 5-9, 2018 and February 12-16, 2018.
 
23.   Sheriff - Approve one (1) employee to attend the FBI-LEEDA Supervisor Leadership Institute in Sedona, Arizona, March 26-30, 2018.
 
24.   Sheriff - Approve request for a New Fund number to be setup by finance to utilize SB1278 funding for the Reach Out Program. Approved
 
25.  
Treasurer - Approve process of abatement for 2013 taxes on parcel 403-22-025H9 for the Camp Verde Sanitary District.
 
ACTION
 
1.   Board of Supervisors - Approve Proclamation for Yavapai County Salute to National Veterans Patients Week for recognition of Veterans of U.S. Armed Forces who are currently under the care of the Veterans Administration Hospitals (VA). Approved
 
2.   Board of Supervisors - Approve a Proclamation declaring February 26 to March 3, 2018, as Stand With Me, Be Drug Free Week. Approved
 
3.   Board of Supervisors - Discussion and possible action regarding legislative updates. No Action
 
4.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approval to adopt a logo and/or seal for use by the Yavapai County Flood Control District, and discuss use of logo/seal for promotional materials, publications, advertising, letterheads, email, etc. and to register the logo/seal with the United States Patent and Trademark Office and the Arizona Secretary of State in an amount not to exceed $1,000. (All Districts) Approved
 
5.   Jail District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Jail District, and following consideration of this item will reconvene as the Board of Supervisors - Approve the Yavapai County Jail District governing board pay for the postage for the return electors' marked ballots for the Jail District's May 15, 2018, all mail ballot election. Approved
 
6.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors - Approval to adopt a logo and/or seal for use by the Yavapai County Free Library District, and discuss use of logo/seal for promotional materials, publications, advertising, letterheads, email, etc. and to register the logo/seal with the United States Patent and Trademark Office and the Arizona Secretary of State in an amount not to exceed $1,000. 1.   Development Services - Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 6 Bar (06130006) liquor license application, without protest, submitted by Jeffery M. Miller of Mark's Beergarden, located at 1590 Swenson Street, Prescott, 86305. (District 1 - Supervisor Simmons) Approved
 
2.   Development Services - Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 9 Liquor Store (09130014) liquor license application, without protest, submitted by Donald D. Taylor Sr. of Taylor's Mayer Market, located on Highway 69, Mayer, 86333. (District 2 - Supervisor Thurman) Approved
 
3.   Development Services - Requests consideration of approval of a new Class “B” Bingo License for the Pioneer Lodge of F & A Masons #82 Bldg., located at 19055 E. K Mine Road, Black Canyon City, AZ 85324. (District 2 - Supervisor Thurman) Approved
 
4.   Public Works - Approve a Resolution establishing Cedar Cove, Hillside Cove, Pine Cone Way, Grant Street and Old Mud Springs Road as County Highways. (District 1 - Supervisor Simmons and District 2 - Supervisor Thurman) Approved
 
STUDY SESSION
 
1.   Facilities - Update and discussion on the Yavapai Cemetery Association and Yavapai County's Citizens Cemetery in Prescott. (District 1 - Supervisor Simmons) No Action
 
CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.
 
EXECUTIVE SESSION
 
1.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(3) for legal advice/consultation regarding Opioid Litigation Solicitations.
 
2.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(3) and (A)(4) for legal advice/consultation and update on claims and lawsuits.
