SUPERVISORS' REPORTS AND COUNTY ADMINISTRATOR'S REPORT
Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
CONSENT AGENDA All items on the Consent Agenda were unanimously approved with the exception of items 9 and 10.
 
1.   Board of Supervisors - Approve minutes of meeting of January 25, 2017 and February 1, 2017.
 
2.   Board of Supervisors - Approve the Board of Equalization contract with the Arizona State Board of Equalization for 2017/18 Fiscal Year appeal process.
 
3.   Board of Supervisors - Approve increase in budget capacity for the Yavapai County Free Library District by $103,900.00.
 
4.   Board of Supervisors - Approve the sale of Tax Deed Parcel 111-03-141D, tax year 1994, to Mirandine Alce Fitchette for $644.34.
 
5.   Board of Supervisors - Approve appointment of precinct committeemen as recommended by the Yavapai County Democratic Party, all as evidenced in Board Memorandum No. 2017-01.
 
6.   Board of Supervisors - Approve vouchers.
 
7.   Development Services - Use Permit Extension to allow for the continued use of a horse boarding facility for thirty-five horses and to allow for twenty-six (26) events (gymkhanas, 4H, and auctions) total per year for an additional ten (10) years on approximately 16 acres in an RCU-2A (Residential; Rural; 2-acre minimum) zoning district, for the project known as Triple A Boarding; Greg and Katie Longfellow; APN: 405-23-186X and 008D; HA# H17003. Located off Bice Road approximately 1.25 miles north of its intersection with Beaver Creek Road in the McGuireville area. (District 2, Supervisor Thurman)
 
8.   Facilities – Approve contract for Project No. 16-002: Camera System Upgrade-Phase I, Yavapai County Detention Facility-Camp Verde.
 
9.   Library District –The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve the purchase of 19 replacement computers for the Library District central office and branch libraries. Director Simmons moved to approve the purchase of 8 replacement computers for the Library District central office and branch libraries; seconded by Director Smith. Passed with a 4 to 1 vote, Director Brown in opposition. Approved
 
10.   Library District -The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approve travel for (1) employee to attend the COSUGI conference from April 11-13, 2017 in Salt Lake City, UT. Approved
 
11.   Public Works - Approve an agreement for a temporary construction easement located at the Yavapai County Annex in Cottonwood, requested by the City of Cottonwood (District 3, Supervisor Garrison).
 
12.   Public Works - Approve acceptance of a portion of Stagecoach Trail in Cordes Junction as a fully maintained County road (District 2, Supervisor Thurman).
 
13.   Public Works - Approve alternate trust agreement for financial assurances for the construction of off-site improvements to Chavez Ranch Road, the access road for the Mystic Heights subdivision (District 3, Supervisor Garrison).
 
14.   Sheriff - Approve two employees to attend the Taser CEW V20 Instructor Course in Scottsdale, AZ on March 20-21, 2017.
 
15.   Sheriff - Approve three employees to attend the LSI Basic Course and Advanced Workshop on SCAN in Peoria on March 6-9, 2017.
 
ACTION
 
1.   Board of Supervisors - Approve proclamation for Yavapai County Career and Technical Education Month Approved
 
2.   Board of Supervisors - Approve acceptance of Prop 202 Funding from the Yavapai-Apache Nation in the amount of $10,429.80 for the Verde Valley area organizations to be divided between the Arc $3,476.60, Verde Valley Water Festival $3,476.60, and Beaver Creek Buggy $3,476.60.

1.   Community Health Services - Courtesy hearing to consider changes in the fees for Environmental Health services pursuant to A.R.S. §11-251.05, §11-251.08, §11-251.13 and §36-187.

2.   Development Services - Approval of a text amendment to the Zoning Ordinance Sections 301, 420 S and 556, to ADD language regarding the allowance of Mobile Food Units in Yavapai County. HA# H16087. Approved
 
3.   Development Services - Approve a text amendment to the Zoning Ordinance Sections 501 B., 410 G.a.(5) and 412 C.a.(5), to DELETE language regarding the disallowance that no accessory building housing fowl or animals (other than domestic pets) may be attached to any dwelling unit. HA# H16088.

CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.
 
EXECUTIVE SESSION
 
1.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(3) and (A)(4) for legal advice/consultation and discussion regarding contracts.
 
2.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03 (A)(4) for legal advice, consultation and update on pending tax appeals filed by Phoenix Cement in tax years 2012 through 2016.
