SUPERVISORS' REPORTS AND COUNTY ADMINISTRATOR'S REPORT
Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
PRESENTATIONS
 
1.   Board of Supervisors - The Arizona Department of Transportation is studying a 13-mile segment of State Route 89, between Road 3 North in Chino Valley and two miles north of Bramble Drive in Paulden. The purpose of this long-range planning study is to identify future roadway improvements as funding becomes available.

ADOT needs your input, and for your convenience the following public meetings have been scheduled:
  • Yavapai County Board of Supervisors Meeting at 9 a.m., Wednesday, Feb. 1, 1015 Fair St., Prescott
 
CONSENT AGENDA All items on the Consent Agenda were unanimously approved.
 
1.   Board of Supervisors - Approve minutes of meeting of January 18, 2017.
 
2.   Board of Supervisors - Approve reissuance of an outlawed check in the amount of $152.16 to Lisa Schwake for jury duty mileage.
 
3.   Board of Supervisors - Approve change of classification of Yavapai County Workforce Development Board (WDB), General Committee Member Ginger Johnson from Community Based Organization to Private Sector Representative.
 
4.   Board of Supervisors - Approve appointment of Gary Hassen to the Executive Committee of the Yavapai County Workforce Development Board (WDB), with a term set to expire June 2017. Mr. Hassen's appointment will fill the vacancy for District 2 representative Ken Lain and will complete the remainder of his term.
 
5.   Board of Supervisors - Approve retention of an appraiser (Todd R. Shirey, A.S.A.) to value property in the following pending tax appeals: Phoenix Cement Company v. Yavapai County (TX2013-000007); and Drake Cement, LLC v. Yavapai County (TX2015 – 000352); on the terms and conditions set forth in the attached retention agreements.
 
6.   Board of Supervisors - Approve Amendment #5 to Department of Economic Security (DES) Intergovernmental Agreement Contract ID #DI16-002118.
 
7.   Board of Supervisors - Approve agreement to transfer 1968 Cessna 182K airplane from the Yavapai County Sheriff's Office to the Navajo County Sheriff's Office at no cost pursuant to A.R.S. § 13-4315(A)(1).
 
8.   Board of Supervisors - Approve vouchers
 
9.   Development Services- Approve a Zoning Map Change from RCU-2A (Residential, Single Family, 2-acre min lot size) to C2 (Commercial; General Sales and Services) on a legal non-conforming approximate 1.67 acre parcel in an RCU-2A zoning district. NSM LLC; Robert Eustace; APN: 500-05-034A; HA# H16092. The property is located at the northwest intersection of E Atwood Ave. and S Waterbury St in the Cordes Junction area. S14 T11N R02E G&SRB&M (District 2; Supervisor Thurman)
 
10.   Development Services - Approve a Use Permit, to allow for the construction and operation of an off-site modular sales office including; waiver of solid screening, waiver of landscaping, a 4 sq. ft. directional sign and a 32 sq. ft. mounted sign for the purpose of selling lots in the Bensch Ranch Subdivision on an approximate 2 acre project site in an RCU-2A (Residential; Rural; 2 acre min) zoning district. Bensch Ranch Estates LLC; Larry Henley; APN: 500-04-412C; HA# H16086. Located on the northwest corner of SR 69 and Bensch Ranch Blvd, between Spring Valley and Mayer. 11.   Facilities – Approve Park Management Agreement between Yavapai County and Morgan Ranch Park Association, Inc. District 4, Supervisor Brown)
 
12.   Facilities – Approve Addendum 1B, which modifies Addendum 1, to the Solid Waste Collection and Disposal Services Agreement with Wingfield Services.
 
13.   Fleet Management - Approve three (3) Fleet Management and three (3) Public Works Fleet employees to take two (2) County vehicles out of state to attend the RTA Users Group Conference in Las Vegas, Nevada the week of March 21, 2017.
 
14.   Human Resources - Approve revision to an existing County job description: Chief Appraiser
 
15.   Management Information Systems - Approve four separate Century Link contract renewals.
 
16.   Public Works - Accept an application from Table Top Telephone, Inc. for renewal of an existing telephone franchise agreement and set a hearing for March 1, 2017, at 9:30 a.m. at the Administrative Services Building located at 1015 Fair Street in Prescott to approve the agreement (District 1 & 4 - Supervisors Simmons and Brown).
 
17.   Public Works - Award contract to Combs Construction Company, Inc., in the total amount of $912,919.73 for Bagdad Airport Road Reclamation in Yavapai County, AZ - Project #1619418. (District 1, Supervisor Simmons)
 
18.   Recorder - Approve Laurin Custis, Registrar of Voters, to attend the 2017 Election Center Conference in Columbus Ohio on April 26-30, 2017. The conference is essential in order for Ms. Custis to obtain certification as a Certified Elections/Registration Administrator (CERA).
 
19.   School Superintendent - Approve agreement between Yavapai County School Superintendent and Agua Fria Union High School District No. 216 for E-Rate consulting services.
 
20.   Sheriff - Approve one employee to take one county vehicle out of state to attend the Less Lethal Certification Program in Ogden, UT on March 7 through 10, 2017.
 
21.   Superior Court - Approve the appointment of the Hon. Glenn Savona as a Juvenile Hearing Officer pursuant to ARS §8-323.
 
ACTION
 
1.   Board of Supervisors - Approve proclamation for Yavapai County Salute to National Veterans Patients Week for recognition of veterans of US Armed Forces who are currently under the care of the Veterans Administration Hospitals (VA). Approved
 
2.   Board of Supervisors - Discussion and possible action regarding legislative updates. Approved
 
HEARINGS
 
1.   Development Services - Approve a Permanent Use Permit to allow for the construction of a runway, aircraft hangar, and to allow aircraft to taxi to and from the nearby runway for the personal use of the property owner on an approximate 75 acre project site encompassing 2 parcels in an RCU-2A (Residential; Rural; 2 acre min) zoning district. Donato DeLeonardis & Darcy Rindt; Dan DeLeonardis; APN: 305-01-020E & 020H; HA# H16089. Located on the east side of SR 89 approximately 3,500 ft. east of the intersection of Forest Service Road 9711F and Prescott Ranch Road in the vicinity of Paulden. 2.   Public Works - Hearing to renew an existing water franchise agreement between Yavapai County and Coldwater Canyon Water Company (District 2 - Supervisor Thurman) Approved
 
CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.
 
EXECUTIVE SESSION
 
1.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03 (A)(4) for legal advice/consultation and update on a tax appeal filed by Drake Cement (TX2015-000352).

1.   Board of Supervisors - Consider such action as may be required regarding a tax appeal filed by Drake Cement (TX2015-000352). Approved
