SUPERVISORS' REPORTS AND COUNTY ADMINISTRATOR'S REPORT
Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
CONSENT AGENDA All items on the Consent Agenda were unanimously approved with the exception of items 4, 6, 9, 14 and 22. 
 
1.   Board of Supervisors - Approve minutes of meeting of December 5, 2018.
 
2.   Board of Supervisors - Approve revision to Attachment #3 of the Scope of Work Memorandum dated December 7, 2015, between the Yavapai County Workforce Development Board (WDB), the Yavapai County Board of Supervisors, and the Northern Arizona Council of Governments (NACOG).
 
3.   Board of Supervisors - Approve vouchers for November 26, 2018 through December 7, 2018.
 
4.   Community Health Center - Approve acceptance of a $5,000.00 donation from Fry's Food Stores to be used to help pay for mammograms and related diagnostic testing for patients of the Community Health Center of Yavapai. Approved
 
5.   Development Services - Consideration of a Fourth Use Permit Renewal for an additional five (5) years to allow for the continued operation of outdoor art and craft sales under portable tents for 15 weekends per year in a C1-2 (Commercial; Neighborhood Sales and Services; 7500 square ft. minimum lot size, 2000 square ft. minimum area per dwelling) zoning district on a 2.35 acre parking lot that serves Bell Rock Plaza, with the previously approved stipulations; Bell Rock Plaza Association; Dave Norton, Manager; for the project known as Bell Rock Plaza Art Shows, APN:405-27-326B; HA# H18055. Located on the Southwest corner of the S.R. 179/Bell Rock Blvd. intersection in the Village of Oak Creek. S13 T16N R5E G&SRB&M (District 3 - Supervisor Garrison)
 
6.   Facilities - Approve contract and Scope of Services proposal for Kitchell to act as an Owner's Representative for the new Yavapai County Criminal Justice Center. YC Contract No. 2018-509 (All Districts) Approved
 
7.   Fleet Management - Approve Addendum #1 to the Purchase Agreement with Arizona Emergency Products (AEP), for a provision to allow the vendor to adjust prices based on the unforeseen Presidential Tariff. YC Contract No. 2018-346A1 (All Districts)
 
8.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve acceptance of an Arizona Department of Environmental Quality (ADEQ) Water Quality Management Planning grant in the amount of $60,000.00 to identify and design green infrastructure projects in order to improve storm-water quality per the Granite Creek Watershed Improvement Plan (WIP) of 2012, and allow Account 0315 fund name to be changed from Oak Creek Watershed Mapping to Flood Control Grants. (District 1 - Supervisor Simmons)
 
9.   Geographic Information Systems - Approve a cost sharing agreement between Yavapai County and the City of Prescott for $3,200.00 per year to be paid by the City of Prescott for the use of Google Imagery. YC Contract No. 2018-501 (District 1 - Supervisor Simmons; District 4 - Supervisor Brown; District 5 - Supervisor Smith) Approved
 
10.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District, and following consideration of this item will reconvene as the Board of Supervisors - Approve Waiver of Conflict concerning Intergovernmental Agreements, and any amendments thereto, between Prescott Unified School District No. 1, Mingus Union High School District No. 4, Humboldt Unified School District No. 22, Camp Verde Unified School District No. 28, Mayer Unified School District No. 43, Chino Valley Unified School District No. 51, and Yavapai County Community College District.
 
11.   Public Works - Approve mid-year FY 18-19 revisions to the Regional Road Program Budget to redistribute previously approved funding amounts in order to address program changes that have arisen during the budget year. (All Districts)

Public Works - Approve a contribution in the amount of $25,000.00 to Yavapai Regional Transit (YRT) for public transportation services and approve the Memorandum of Understanding. YC Contract No. 2018-507 (District 1 - Supervisor Simmons; District 4 - Supervisor Brown; District 5 - Supervisor Smith)
 
13.   Pubic Works - Approve a contribution in the amount of $35,000.00 to the City of Cottonwood for public transportation services known as Cottonwood Area Transit (CAT) and approval of the extension of the Intergovernmental Agreement. YC Contract No. 2018-508 (District 3 - Supervisor Garrison)
 
14.   Public Works - Approve acceptance of donation of a new radar feedback speed limit sign from the Prescott Country Club Property Owners Association, to be used exclusively within the Prescott Country Club community. (District 2 - Supervisor Thurman) Tabled
 
15.   Public Works - Approve permanent removal of an existing emergency access-only gate on Pinon Woods Drive in the Village of Oak Creek and allow full public access through the gated location. (District 3 - Supervisor Garrison)
 
16.   Public Works - Approve acceptance of public roadway easement for donated right-of-way on West Clubhouse Drive in the Hassayampa Mountain Club Subdivision. (District 1 - Supervisor Simmons)
 
17.   Public Works - Approve execution of a purchase agreement for the acquisition of right-of-way on East Hogan Lane. YC Contract No. 2018-502 (District 3 - Supervisor Garrison)
 
18.   Public Works - Approve acceptance of donated Drainage, Water Utility, and Sight Distance Easements in the Castle Canyon Mesa and Prescott East Subdivisions. (District 5 - Supervisor Smith)
 
19.   Public Works - Award contracts to all bidders at various unit prices for Supply and Deliver Liquid Asphalt Products in Yavapai County, AZ - Contract #1822867. YC Contract Nos. 2018-503 through 2018-505 (All Districts)
 
20.   Public Works - Approve contract for Professional Services and Authorization of Services #1822870 with Entellus, Inc. in the amount of $113,581.00 for engineering design and construction standards update. YC Contract Nos. 2018-506 and 2018-506A1 (All Districts)
 
21.   School Superintendent - Approve agreements for E-Rate Consulting Services between the Yavapai County School Superintendent and the following entities: Rock Point Community School - YC Contract No. 2018-239, Mexicayotl Charter School - YC Contract No. 2018-466 and Pine-Strawberry Elementary School District - YC Contract No. 2018-487
 
22.   Sheriff - Approve agreements for transportation of indigent/at-risk individuals released from the Yavapai County Jail, to be paid by Special Funds with no impact to the Sheriff's Budget. YC Contract No. 2018-499 (Prescott Transit Authority); YC Contract No. 2018-500 (CK's Need A Lift/Liver LLC) Approved
 
23.   Sheriff - Approve capital expenditure for purchase of software from Code 3 Technologies for multi-factor authentication of the Mobile Data Computers in the law enforcement vehicles for a total of $37,738.40.
 
ACTION
 
1.   Board of Supervisors - Approve Proclamation opposing the indiscriminate killing of wildlife in the form of wildlife killing contests. Approved
 
2.   Board of Supervisors - Approve a Special Event Permit to the Boys & Girls Clubs of Central Arizona for their Dancing for the Stars event on April 13, 2019. Approved
 
3.   Human Resources - Approve revisions to Human Resources Policy and Procedure 6.09, Traumatic Event Counseling for Peace Officers and Public Safety Employees. Approved
 
HEARINGS
 
1.   Development Services - Approve a new Class A Bingo License for the Pioneer Bingo LLC located at 19055 E. K Mine Road, Black Canyon City, AZ 85324. (District 2 - Supervisor Thurman) Approved by 3 to 1 vote. Supervisor Brown opposed. Approved
 
2.   Development Services - Recommend approval to the Arizona Department of Liquor Licenses and Control of a Series 7 Liquor License application (35877) without protest submitted by Michael Pearce for Oak Creek Vineyards & Winery located at 1555 N. Page Springs Rd., Cornville, AZ 86325. (District 2 - Supervisor Thurman) Approved by 3 to 1 vote. Supervisor Brown opposed. Approved
 
3.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District, and following consideration of this item will reconvene as the Board of Supervisors - Approve adoption and/or modification of the following policies: Animals in the Library, Bulletin Board Usage, Code of Conduct, Collection Development, Confidentiality of Patron Records, Gifts and Donations, Internet/Computer/Wireless Usage, and Unattended Children and Vulnerable Adults. Approved
 
CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.
