SUPERVISORS' REPORTS AND COUNTY ADMINISTRATOR'S REPORT
Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
PRESENTATIONS
 
1.   Board of Supervisors - Presentation on a Developmental Screening Tool by Rainee Crabtree, Program Director at the Arizona's Children Association and an update on First Things First by Lisa Blyth, Regional Director of the Yavapai Regional Partnership Council.
 
CONSENT AGENDA  All items on the Consent Agenda were unanimously approved.
 
1.   Assessor – Approve contract extension between Yavapai County and Robert J. Gloudemans for Modeling training services effective January 1, 2018.
 
2.   Assessor – Approve transfer of one Assessor cartographer position and its budget capacity to the GIS department beginning January 28, 2018, for the remainder of fiscal year 2017-2018.
 
3.   Board of Supervisors - Approve minutes of special meeting of November 7, 2017 and meeting of December 6, 2017.
 
4.   Board of Supervisors - Approve appointment of precinct committeemen as recommended by the Yavapai County Republican Party, all as evidenced in Board Memorandum No. 2017-14.
 
5.   Board of Supervisors - Approve a Memorandum of Understanding (MOU) between the Yavapai-Prescott Indian Tribe and Yavapai County to act as a pass-through agency for a contribution of funds to the Granite Mountain Hotshots Memorial and Williamson Valley Fire District.
 
6.   Board of Supervisors - Approve technical assistance and grant administration contract between Northern Arizona Council of Governments and Yavapai County for the 2017 Community Development Block Grant funding received from the State of Arizona Department of Housing.
 
7.   Board of Supervisors - Approve vouchers.
 
8.   Community Health Center of Yavapai - Approve acceptance of a $3,000.00 donation from Fry's Food Stores to be used to help pay for mammograms and related diagnostic testing for patients of the Community Health Center of Yavapai.
 
9.   County Attorney - Approve Waiver of Conflict concerning NARTA Academy Sergeant IGA between Yavapai County and Yavapai County Community College District.
 
10.   Development Services - Approve appointment of David C. Williams as the County Zoning Inspector pursuant to A.R.S §11-815(A).
 
11.   Development Services - Approve a Wireless Use Permit to allow for the construction and operation of a new 120’ cellular tower with an equipment compound on an approximate 34.81-acre parcel in a PAD (Planned Area Development) zoning district, subject to the recommended stipulations. Happy Jack LLC; Neal Talaske with Pinnacle Consulting, Inc.; APN: 407-09-160B; HA# H17047. The property is located on the west side of W State Route 260 and the proposed tower location is approximately 1,850 ft. southeast from the intersection of E Coury Drive and S Genesis Drive in the vicinity of the Town of Camp Verde and the City of Cottonwood incorporated boundaries. 12.   Elections - Award contracts to all bidders at various unit prices for Election Ballot and Material Printing and Distribution - RFP ID ELE2017-001.
 
13.   Facilities - Approve attached Mayer Public Library Purchase Agreement for Yavapai County to acquire the Mayer Public Library at no cost other than closing costs, anticipated at approximately $2,500.00, plus any additional inspection fees that may be incurred; total amount not to exceed $3,000.00.
 
14.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors – Acceptance and approval of a drainage easement granted to the Yavapai County Flood Control District by the Happy Oasis Trust on APN 106-10-030. Granite Dells area. (District 4 – Supervisor Brown)
 
15.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors – Approve a professional services contract with Holistic Engineering and Land Management, Inc. (HELM) in the amount of $56,250.00 for the Yavapai County Municipal Separate Storm Sewer System (MS4) area to determine source(s) of stream pollutants and provide solution alternatives, per the District’s responsibility under the National Pollutant Discharge Elimination System (NPDES) Program. (District 1 – Supervisor Simmons)
 
16.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors – Award a construction contract to Earth Resources Corporation in the total amount of $112,015.50 for the Burnt Ranch Road Project, Ho Kay Gan subdivision, Yavapai County, AZ; Project #FC0176. (District 4 – Supervisor Brown)
 
17.   Human Resources - Approve new job description for Community Health Services: Medical Examiner
 
18.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors - Approve the acceptance of State Grant in Aid (SGIA) funds in the amount of $23,000.00 from the Arizona State Library, Archives, and Public Records and approve partially matching the grant by expending YCFLD funds to purchase a Windows tablet and fund the remaining .12 FTE required to make the primarily grant-funded position full-time for the FY17-18 budget year.
 
19.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors - Approve agreements with the Digital Public Library of America to become a DPLA member and to gain access to DPLA digital resources.
 
20.   Public Works - Approve acceptance of an easement for right of way on Lake Fork Road and Granite Gardens Drive for a paving project. (District 4 - Supervisor Brown)
 
21.   Public Works - Approve acceptance of petitions to establish various roads as County Highways and set the hearing date and time for 10:00am on January 3, 2018. In the areas of Old Black Canyon City, Highland Pines, and Ponderosa Park. (District 1 - Supervisor Simmons, District 2 - Supervisor Thurman)
 
22.   Public Works - Approve Change Order #1 (Final) for an increase of $1,500.00 and an extension to April 1, 2018, for Authorization of Services #1722018 with Speedie and Associates. (District 4 - Supervisor Brown)

41.   School Superintendent - Approve agreement between Yavapai County School Superintendent and Navajo County Accommodation District 99 for E-Rate Consulting Services.
 
42.   Sheriff - Approve and accept the ACJC / Residential Substance Abuse Treatment Program Grant award to be used for the wages and ERE's of one Inmate Release Coordinator position and approve request for new fund number.
 
ACTION
 
1.   County Attorney - Adopt a Resolution to Renew the Domestic Violence Fatality/Near Fatality Review Team and delegate to the Yavapai County Attorney and the Yavapai County Sheriff authority to appoint members of the Team. Sheila Polk, County Attorney and Sheriff Scott Mascher. Approved
 
HEARINGS
 
1.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following this hearing will reconvene as the Board of Supervisors – Courtesy Hearing to present and discuss the Yavapai County Flood Control District 2018-1 Flood Damage Prevention Ordinance, which will replace the 2010-1 Flood Damage Prevention Ordinance.

1.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03 (A)(3) and (A)(4) for legal advice/consultation on contract negotiations related to the Prescott Downtown Partnership (PDP) management agreement.
