Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
PRESENTATIONS
 
1.   Human Resources - Presentation of Service Awards to Elected Officials and Department Directors. Wendy Ross, Human Resources Director.
 
2.   Board of Supervisors - Presentation regarding the Pet of the Week Program by the Yavapai Humane Society, Elisabeth Haugan Marketing and Outreach Director and Christine Campbell Director of Medical Services.
 
3.   Board of Supervisors - Presentation and report regarding the success of the 2017 Yavapai County Fair. Rosalee Darby, General Manager, Yavapai Fair Foundation, Inc.
 
4.   Board of Supervisors - Overview of the functions of the Game and Fish Department. Darren Tucker, Field and Game Supervisor
 
CONSENT AGENDA All items on the Consent Agenda were unanimously approved with the exception of items 6 and 22.
 
1.   Board of Supervisors - Approve minutes of meeting of November 15, 2017, and special meeting minutes of November 15, 2017.
 
2.   Board of Supervisors - Award contract for the publication of Newspaper Advertising and Legal Notices for 2018, to Prescott Newspapers Inc., (The Daily Courier), and approve bond amount of $1,305.98.
 
3.   Board of Supervisors - Approve revision of the Yavapai County Organizational Chart to add the Medical Examiner's Office as a division of the Community Health Services Department and to add the new Public Information Officer to County Administration.
 
4.   Board of Supervisors - Approve vouchers.
 
5.   Community Health Services - Approve the Arizona Department of Health Services Delegation Agreement for Environmental Health and Smokefree Arizona replacing the current Delegation Agreement.
 
6.   Development Services - Approve a temporary Plans Examiner II position in the Development Services Department for a period of three months, from December 11, 2017 through March 5, 2018. Withdrawn
 
7.   Development Services - Approve travel expenses for the Arizona Building Officials Fall Institute in Mesa on October 23-27, 2017, for the Senior Plans Examiner, where travel and meeting expenses exceeded $500.00 to a total of $697.06.
 
8.   Development Services - Approve a Use Permit to allow for a 30’ x 48’ storage barn before an established primary use on an approximate 40-acre parcel in an RCU-10A (Residential, Single Family, 10-acre minimum lot size) zoning district, subject to the recommended stipulations; David Thompson; APN: 302-18-214E; HA# H17049. (District 4, Craig Brown)
 
9.  
FacilitiesApprove revised Commercial Lease Agreement for the Groom Creek Fire District of parcel owned by Yavapai County. Unanimous consent of the Board is required on the Lease Agreement per A.R.S. §11-251(9). (District 5 - Supervisor Smith)
 
10.   Fleet Management - Approve the purchase of three replacement vehicles through State of Arizona procurement program and vehicle upfitting through competitive bid process.
 
11.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of these items will reconvene as the Board of Supervisors - Approve Change Order #3 for a contract increase of $44,346.00, on an existing Professional Services Contract with Civiltec Engineering, Inc. for cultural/archaeological survey work associated with the Ho Kay Gan Area Drainage Master Study. (District 4 – Supervisor Brown)
 
12.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve Change Order #1 to an existing on-call, professional services contract with Lyon Engineering for professional engineering services work, providing an additional $5,000.00, bringing the total on-call contract to $25,000.00. (District 2 - Supervisor Thurman)
 
13.   Geographic Information Systems - Approve a cost sharing agreement between Yavapai County and the Town of Prescott Valley of $3,000.00 per year to be paid by the Town of Prescott Valley for the use of Google Imagery.
 
14.   Geographic Information Systems - Approve a cost sharing agreement between Yavapai County and the Yavapai County Flood Control District for the procurement of Google satellite imagery from Sanborn for a portion of the County.
 
15.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors - Approve an agreement with MoveIt Specialized Logistics in the amount of $519.43 to provide the delivery and return of a leased printer.
 
16.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors - Approve a five-year agreement with Tech Logic, Inc. with an initial cost of $347,870.00 to provide radio frequency identification (RFID) and automated materials handling (AMH) related products and services, effective January 1, 2018.
 
17.   Management Information Systems - Approve travel expenses for the Superion User Group Association (SUGA) Conference in Palm Springs, CA from December 4-7, 2017, for the Programmer Analyst II.
 
18.   Public Works - Approve Change Order #1 (Final) with Asphalt Paving & Supply for Fair Oaks Road Overlay in Yavapai County, AZ - Project #1722544 in the decreased amount of $13,374.69. (District 4 - Supervisor Brown)
 
19.   Public Works - Approve the purchase of two replacement vehicles in the amount of $83,019.80 for Public Works. To be paid from HURF budgeted funds. (All Districts)
 
20.   Public Works - Approve the transfer of two Yavapai County owned lots in the Castle Canyon Mesa Subdivision in Prescott Valley to Public Works for use as a temporary storage facility in the amount of $15,000.00 to be transferred from the HURF budget. (District 5 - Supervisor Smith)
 
21.   Public Works - Request the Board of Supervisors approve the expiration of the "20 foot wide temporary secondary ingress and egress easement" resulting from the construction of a substitute secondary access and approve the Grant of Easement document for the new emergency and secondary ingress and egress located in Weaver Mountain Estates Phase 1B, Congress AZ. (District 1 - Supervisor Simmons)
 
22.   Public Works - Approve the submittal of the final Design Concept Report for the Northern Connector roadway corridor as prepared by Lyon Engineering (District 4 - Supervisor Brown) Approved
 
23.   School Superintendent - Approve agreements between Yavapai County School Superintendent and Mohave Accelerated Schools, Owens Elementary School District, PLC Charter Schools and Chino Valley Unified School District for E-Rate Consulting Services.
 
24.   Sheriff - Approve Cooperative Law Enforcement Agreement and 2018 Annual Operating and Financial Plan with US Forest Service #18-LE-11030900-003.
 
25.   Superior Court - Approve appointments/re-appointments of Justices of the Peace Pro Tempore for the period January 1, 2018 through December 31, 2018.
 
26.   Superior Court - Approve Chief Justice Scott Bales appointment of Christopher L. Kottke to the position of Judge Pro Tempore, Division B, effective January 1, 2018, pursuant to A.R.S.12-141.
 
27.   Superior Court - Approve the appointment of Thomas K. Kelly and Susan J. Kayler as Seasonal Superior Court Judges Pro Tempore for the period January 1, 2018 through June 30, 2018.
 
ACTION
 
1.   Board of Supervisors - Approve the 2018 Board of Supervisors meeting schedule and adopt the Statement of Meeting Notice for 2018. Approved
 
2.   Board of Supervisors – Appoint Chairman and Vice Chairman of the Board of Supervisors for calendar year 2018, to be effective January 1, 2018. Approved

1.   Development Services - Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 6 Bar (061330032) liquor license application, without protest, submitted by Justin H. Henderson of Prescott Golf & Country Club, located at 1030 N. Prescott Country Club Blvd., Dewey, 86327. Approved
 
2.   Development Services - Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 10 Beer and Wine Store (10133321) liquor license application, without protest, submitted by William H. Conley of Dollar General Store No. 16629, located at 22925 S. State Route 89, Yarnell, 85362. Approved
 
3.   Development Services - Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 12 Restaurant (#12133691) liquor license application, without protest, submitted by Timothy Michael Herdt of The Grasshopper Grill, located at 160 B S. Page Springs Road, Cornville, 86325. Approved
 
4.   Development Services - Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 9 Liquor Store (#09130028) liquor license application, without protest, submitted by Rochan S. Goswami of Village Chevron, located at 6416 E. Highway 179, Sedona, 86351. Approved
 
5.   Development Services - Approve a Permanent Use Permit to allow for the existing operation of a Dog and Horse Boarding Facility with Hay Sales on an approximate 15.02-acre parcel in an RCU-2A (Residential; Rural; 2-acre min) zoning district, subject to the recommended stipulations; Calvin and Beth Jones; APN: 306-40-248; HA# H17050. (District 4; Supervisor Brown) Approved
 
6.   Public Works - Approve a resolution for the extinguishment of federal land patent easements to accommodate the proposed development of a Love's Travel Center in Cordes Junction. No county funds involved. (District 2 - Supervisor Thurman) Approved
 
CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.

1.   Board of Supervisors - Convene into executive session pursuant to A.R.S.§38-431.03(A)(1) & (A)(3) to discuss recruitment, appointment and assignment of the Development Services Department Director.
 
2.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03 (A)(3) and (A)(4) for legal advice/consultation on contract negotiations related to the Prescott Downtown Partnership (PDP) management agreement.
 
3.   Board of Supervisors - Convene into executive session pursuant to A.R.S.§38-431.03(A)(1) to discuss or consider Board of Supervisors representation on organizations or entities required by statute or agreement for calendar year 2018.
 
4.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(3) and (A)(4) for legal advice, consultation and discussion regarding: Dakota Territory Tours vs. Sedona Oak Creek Airport Authority, et al: and Dakota Territory Tours vs. Yavapai County thru the Sedona Oak Creek Airport Authority.
