  SUPERVISORS' REPORTS AND COUNTY ADMINISTRATOR'S REPORT
Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
  PRESENTATIONS
 
1.   Board of Supervisors - Recognition of the Yavapai County Workforce Development Board's dedication and valuable work in helping citizens of Yavapai County build careers.
 
2.   Human Resources - Presentation of Service Awards to Elected Officials and Department Directors
 
  CONSENT AGENDA - All items on the Consent Agenda were unanimously approved with the exception of items 15,17,22,24 and 26
 
1.   Board of Supervisors - Approve November 16, 2016 and November 18, 2016 minutes.
 
2.   Board of Supervisors - Acknowledge receipt of official canvass of election for Mayer Fire District held on November 8, 2016.
 
3.   Board of Supervisors - Approve representation of Yavapai County by the Office of the Arizona Attorney General in a tax appeal filed by SUNRUN, INC against the Arizona Department of Revenue and eight counties in Arizona in which SUNRUN has solar energy panels and devices, including Yavapai County (TX2016-001025).
 
4.   Board of Supervisors - Approve representation of Yavapai County by the Office of the Arizona Attorney General in a tax appeal filed by SolarCity Corporation and over thirty other companies that own and lease solar panels in Arizona (“Plaintiffs”), against the Arizona Department of Revenue and twelve counties in Arizona in which the Plaintiffs own solar energy panels and devices, including Yavapai County (TX2016-000876).
 
5.   Board of Supervisors - Approve extending the final date to expend Title III awards from December 31, 2016 to December 31, 2017.
 
6.   Board of Supervisors - The Board of Supervisors will resolve into the Coyote Springs Road Improvement District and following consideration of the following item, will reconvene into the Board of Supervisors - Approve contract for billing services with Improvement District Services from January 1, 2017 through December 31, 2017.
 
7.   Board of Supervisors - The Board of Supervisors will resolve into the Poquito Valley Road Improvement District and following consideration of the following item, will reconvene into the Board of Supervisors - Approve contract for billing services with Improvement District Services from January 1, 2017 through December 31, 2017.
 
8.   Board of Supervisors - The Board of Supervisors will resolve into the Seligman Sanitary District and following consideration of the following item, will reconvene into the Board of Supervisors - Approve contract for billing services with Improvement District Services from January 1, 2017 through December 31, 2017.
 
9.   Board of Supervisors - Approve vouchers
 
10.   Development Services - Approve Customer Service and Permitting Manager position to be filled 60 days prior to retirement of the current manager on March 3, 2017, to provide a seamless transition of job duties.
 
11.   Development Services - Approve a Wireless Use Permit to allow for the construction and operation of a new 65’ wireless internet tower with support equipment on a legal non-conforming approximate .25 acre parcel in a RCU-2A (Residential; Single-family; 2-acre min.).; Big Chino Land Co; Doug Hamilton with Bolt Internet; APN: 305-02-539; HA# H16075. Located approximately 600 ft. northwest of the intersection of Antelope Run Road and Emery Drive, in the Antelope Lakes Subdivision in Paulden area. S27 T18N R02W G&SRB&M. (District 4, Supervisor Brown)
 
12.   Development Services - Approve Final Plat for Phase 1D of the Weaver Mountain Estates Development to allow for 5 residential lots on approximately 19.89 acres in a Planned Area Development (PAD) zoning district, Beluga LLC, Guy Turner, for the project known as Weaver Mountain Estates PH 1D, APN: 201-26-074N; HA# H16025. Located on the southeast corner of W Roadrunner Ln and S Tenderfoot Hills Rd in the Community of Congress. S35 T10N R6W G&SRB&M. (District 1, Supervisor Simmons)
 
13.   Facilities - Approve two part-time Mail Room Technician positions to one full-time position.
 
14.   Facilities - Approve returning the original Veterans Memorial plaque that was recently removed and replaced with an updated plaque at the Prescott Courthouse Plaza, to the Vietnam Veterans of America, Chapter #95, the group who organized the effort to dedicate the original memorial in 1989.
 
15.   Fleet Management - Approve two County employees to take the county MCI bus out of state for schedule warranty repairs. Supervisor Brown moved to approve with the request that the County Attorney work with Fleet to make sure some of the expense is recouped. Approved
 
16.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors – Approve a commitment of $75,000 to the Arizona Department of Transportation from the Flood Control District to the design efforts of State Route 69 widening between Prescott Lakes Parkway and Yavpe Connector. (Districts 1 and 5; Supervisor Simmons and Chairman Smith)
 
17.   Public Works - Approve adoption of the Yavapai County Recovery Plan. Vice Chairman Thurman requested the item be tabled for more discussion until the next meeting. Tabled
 
18.   School Superintendent - Approve agreements between Yavapai County School Superintendent and Coconino County Accommodation School District and Pine Forest School for E-Rate Consulting Services.
 
19.   School Superintendent - Approve establishment of a new fund number for the TASC Community Grant and consider acceptance for the duration of three (3) years, reviewed annually, with first year grant amount of $9,000.
 
20.   Sheriff - Approve two employees to take one county vehicle out of state for travel to Las Vegas, NV to attend the National Tactical Officers Association (NTOA) Legal/Use of Force seminar on January 16, 2017.
 
21.   Superior Court - Approve 36 month lease agreement for a Sharp MX-M465 digital copier; one for Judicial Division 7 in Camp Verde, and one for the Juvenile Justice Center.
 
22.   Superior Court - Approve two employees to take one County vehicle out of state to attend the E-Courts technology conference in Las Vegas, Nevada December 11-15, 2016. Supervisor Simmons thanked Rolf Eckel, Court Administrator for finding grant money to cover some of the expense. Approved
 
23.   Superior Court - Approve a Victims of Crime Act (VOCA) Grant from the Department of Public Safety in the amount of $19,075.
 
24.   Superior Court - Approve Chief Justice Scott Bales appointment of John D. Napper to the position of Judge Pro Tempore, Division B effective January 1, 2017. Pursuant to A.R.S. § 12-141 Approved
 
25.   Superior Court - Approve appointments/re-appointments of Justices of the Peace Pro Tempore for the period January 1, 2017 through December 31, 2017.
 
26.   Superior Court - Approve a midyear budget adjustment of $15,000 to assist in covering the cost of court appointed attorneys and investigators. Approved
 
  ACTION
 
1.   Board of Supervisors - Discussion and possible action regarding approval of Resolution supporting 2017 County legislative and budget priorities and letters to lawmakers acknowledging the priorities. Supervisor Thurman, CSA Legislative Policy Committee Liaison. Direction was given to staff to draft a summary of the NAACO letter and submit it to the Board for approval. Approved
 
2.   Board of Supervisors - Approve purchase of two parcels in Seligman located at the North Country Medical Center. Parcel #: APN 301-26-256 & 301-26-257. Item was approved 3-1 with Supervisor Davis opposing. Approved
 
3.   Development Services, Land Use Unit - Appeal of a Notice of Abate for APN 302-15-002 in Ash Fork, requested by Salvatorre Gatto Partners LP. (District 4, Supervisor Brown) Vice Chairman Thurman requested to continue the item to a future meeting. Tabled
 
4.   Human Resources - Discussion and possible action on position reclassifications and new job descriptions as requested by County departments, for an effective date of January 1, 2017. Item passed 3-1, with Supervior Brown opposing. Approved
 
  HEARINGS
 
1.   Development Services – Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 06 Bar (06130044) Acquisition of Control liquor license application without protest submitted by Andrea D. Lewkowitz of the Club at Seven Canyons, located at 625 Golf Club Way, Sedona, 86336. Item passed 3-1, with Supervisor Brown opposing.

2.   Development Services – Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 10 Beer and Wine Store (10133310) liquor license application without protest submitted by Andrea D. Lewkowitz of the Superpumper #21, located at 26725 S. Highway 89, Congress 85332. Item passed 3-1, with Supervisor Brown opposing.

3.   Development Services - Approve a Zoning Map Change from C1-35 (Commercial; Neighborhood Sales and Services; min. 35,000 sq. ft. lot size) to C2-1 (Commercial; General Sales and Services) in order to allow the construction and operation of a mini storage facility on two parcels totaling approximately 2.58 acres in an C1-35 (Commercial; Neighborhood Sales and Services; min. 35,000 sq. ft. lot size) zoning district. ; Storage at the Dells LLC; Bill Watson; APN: 106-10-004C and -004F; HA# H16029. The properties are located approximately 345’ from the intersection of N State Route 89 and E Old Highway 89A and located in between both roadways in the Granite Dells area near the City of Prescott. S13 T14N R02W G&SRB&M; (District 4, Supervisor Brown) Supervisor Simmons moved that the item be tabled until further information was gained from the applicant. Tabled
 
4.   Development Services - Approve Final Plat for Phase 1 to satisfy Stipulation #5 of the PAD approval to create 39 single family lots with average lot sizes of +/- 11.46 acres on approximately 641 (+/-) acres in a PAD (Planned Area Development) zoning district.; Yavapai Ranch Limited Partnership, Granite Basin Engineering Inc.; for the project known as Yavapai Ranch PH 1, APN: 301-07-001J; HA# H16077. Located approximately 12 miles South of Seligman and 35 miles North of Prescott on Williamson Valley Road. S15 T20N R6W G&SRB&M; (District 4, Supervisor Brown) Item approve 3-1, with Supervisor Davis opposing.

5.   Public Works - Approve renewal of an existing water franchise agreement between Yavapai County and Sherman Pines Homeowners Association Water Company, Inc. (District 1 - Supervisor Simmons). Approved

Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.
 
  EXECUTIVE SESSION
 
1.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(1) to discuss or consider appointment of Interim Public Defender.
 
2.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(1) to discuss or consider appointment of the Community Health Center of Yavapai Director.
 
3.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Convene into executive session pursuant to A.R.S. §38-431.03 (A)(1) for discussion regarding Library District Director recruitment.
 
4.  
Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03 (A)(3) and (A)(4) for legal advice/consultation on contract negotiations with Prescott Downtown Partnership (PDP).
 
  EXECUTIVE SESSION FOLLOW-UP ACTION
 
1.   Consider such action as may be required regarding appointment of Interim Public Defender. Supervisor Brown moved to temporarily assign, as a special assignment, Deputy Public Defender, Lourdes Todd to the position, effective January January 1, 2017. Approved
 
2.   Consider such action as may be required regarding appointment of the Community Health Center of Yavapai Director. Supervisor Simmons moved to appoint Sharon Rickman as the Community Health Center of Yavapai Director, with the terms as outlined in the offer letter dated November 30, 2016. Approved
 
3.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Consider such action as may be required regarding Library District Director recruitment. No Action
 
4.   Board of Supervisors - Consider such action as may be required regarding contract agreement with Prescott Downtown Partnership (PDP). No Action
