Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of these items will reconvene as the Board of Supervisors - Approve a professional services contract in the amount of $30,710.00 with Atkins North America, Inc. to provide design services for three projects in response to recent monsoon flooding that impacted low water crossings and endangered the water main system serving Mayer, AZ. YC Contract No. 2018-482 (District 2 - Supervisor Thurman)
Brief Explanation of Need
The monsoon season this year in combination with continued increased runoff from the Goodwin Fire has exposed and put at risk the Mayer Water District mains serving Mayer, AZ in a minimum of nine locations. Possible solutions to protect the main vary in scope and urgency. The Flood Control District has worked with the Water District to apply for two separate Federal grants, the NRCS Emergency Watershed Protection Grant and the Hazard Mitigation Grant Program grant through FEMA. Should we be awarded the EWP grant, we will have a very short window to get the work done. It will be helpful to have the engineer under contract and the plans designed as quickly as possible.

Should we not be awarded either grant, the plans will still be used to move forward with the protection of the mains, on a slower timeline as part of the District’s five-year plan.

The nine areas for mitigation identified are: low water crossing at Ridge Back Way (preliminary road name), crossing between Central and Stage Coach Roads, elevated main at the end of Railroad Avenue, roadside ditch along Yucca Drive, creek crossing behind the O’Bresly property, Oak Street crossing, low water crossing at the back of the G&S Gravel site, crossing upstream of the Grapevine Canyon dam, and a crossing at the gravel pit and Hackberry Wash.
