SUPERVISORS' REPORTS AND COUNTY ADMINISTRATOR'S REPORT
Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
PRESENTATIONS
 
1.   Board of Supervisors - Presentation by Ron Romley, Board Chairman of Yavapai Regional Transit (YRT). Mr. Romley will discuss the Yavapai Regional Transit system, covering such items as ridership, activity, operation days, level of service provided, future plans for the program, and justification for the funding requested.
 
2.   Board of Supervisors - Update on the West Yavapai Guidance Center's Crisis Stabilization Unit and its impact on the community and Yavapai County. Laura Norman, Chief Development & Communication Officer, West Yavapai Guidance Center and WYGC Foundation Executive Director.
 
3.   Public Works - Presentation by Bruce Morrow, Transportation Manager at the City of Cottonwood. Mr. Morrow will discuss the City's Cottonwood Area Transit System, covering items such as ridership, activity, operation days, level of service provided, future plans for the program, and justification for the funding requested.
 
CONSENT AGENDA All items on the Consent Agenda were unanimously approved with the exception of item 4. 
 
1.   Board of Supervisors - Approve minutes of meeting of October 17, 2018, and special meeting minutes of October 23, 2018.
 
2.   Board of Supervisors - Approve appointment of Kevin Osterman as a member of the Planning and Zoning Commission representing District 1, with a term set to expire June 2019.
 
3.   Board of Supervisors - Approve the Board of Supervisors meeting schedule and adopt the Statement of Meeting Notice for 2019.
 
4.   Board of Supervisors - Approve request to transfer budget capacity from the contingency budget to General Fund departments which exceeded their adopted budgets for fiscal year 2017/18. (Phil Bourdon - County Administrator) Tabled
 
5.   Board of Supervisors - Approve use of the Yavapai County Courthouse Plaza on November 8, 2018, at 9:30 A.M., by the Legacy of Valor group who will celebrate the lives of our Nations Heroes, the Granite Mountain Hotshots, First Responders and our Military for Veterans Day 2018. (District 1 - Supervisor Simmons)
 
6.   Board of Supervisors - Approve the settlement of a property tax appeal, and the refund of the overpayment of taxes pursuant to A.R.S. §42-16214 in the following case: Randal and Holly Lyman v. Yavapai County (TX2017-001749).
 
7.   Board of Supervisors - Approve vouchers for October 8, 2018 through October 26, 2018.
 
8.   Development Services - Approve Amendment No. 1 to the Colibryn Contract for professional services for third party plan review. YC Contract No. 2018-042A1 (All Districts)
 
9.   Fleet Management - Approve Amendment No. 2 to the Motor Vehicle Fueling Intergovernmental Agreement (IGA) between the State of Arizona and Yavapai County. YC Contract No. 2018-282A1
 
10.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of these items will reconvene as the Board of Supervisors - Approve a professional services contract in the amount of $30,710.00 with Atkins North America, Inc. to provide design services for three projects in response to recent monsoon flooding that impacted low water crossings and endangered the water main system serving Mayer, AZ. YC Contract No. 2018-482 (District 2 - Supervisor Thurman)
 
11.   Human Resources - Approve a temporary position of a Human Resources Specialist in the Human Resources and Risk Management department for a period of six (6) months.
 
12.   Human Resources - Approve a new job description for the Sheriff's Office: Project Manager - Mental Health Awareness Training.
 
13.   Public Defender - Approve contracting with attorney Bernita Clark to provide services in Juvenile Dependency cases and authorize the Public Defender (Juvenile Contract Administrator) to sign all related documents.
 
14.   Public Works - Approve the purchase of three (3) new replacement motor graders for use by the Roads Division of Public Works. (All Districts)
 
15.   Public Works - Approve the purchase of a new loader for the Solid Waste Division of Public Works, as budgeted in the approved FY 18-19 Tire Fund budget. (All Districts)
 
16.   Public Works - Approve the addition of Reynolds Rd. and School House Gulch Rd. to the Public Works FY 18-19 Road Upgrade List. To be paid from existing HURF budgeted funds. (District 2 - Supervisor Thurman; District 5 - Supervisor Smith)
 
17.   Public Works - Approve four gravel resurfacing (plating) projects, each requiring over 250 cubic yards of material on Granite Gardens Rd., Crown King Rd., Antelope Creek Rd., and Jerome UVX Rd. (District 2 - Supervisor Thurman; District 3 - Supervisor Garrison; District 4 - Supervisor Brown)
 
18.   Public Works - Approve acceptance of donated public roadway Easement and Sight Distance Easement in Prescott East Unit 1 Subdivision. (District 5 - Supervisor Smith)
 
19.   Public Works - Approve the execution of a purchase agreement for the acquisition of right-of-way on E. Sunset Lane. YC Contract No. 2018-477 (District 5 - Supervisor Smith)
 
20.   Public Works - Approve Contract Extension #2 with Sedona Recycles, Inc., for Recycling Services in the Verde Area, Yavapai County, AZ - Contract #1420306. YC Contract No. 2018-478 (District 2 - Supervisor Thurman; District 3 - Supervisor Garrison)

30.   Sheriff - Ratify decision to send Sergeant Winfrey and Deputy Warburton to Los Angeles, California on October 17, 2018, in one (1) County vehicle, to pick up a newly purchased K-9 "Haddie".
 
31.   Sheriff - Approve an exception to the Human Resources County policy 2.01 for the recruitment and hiring for the position of a Project Manager - Mental Health Awareness Training.
 
ACTION
 
1.   Board of Supervisors - Approve Proclamation in recognition of Veterans on Veterans Day, November 11, 2018. Approved
 
2.   Board of Supervisors - Approve Proclamation honoring and remembering 53 Prescott High School fallen soldiers who gave their lives in WWI, WWII, Korea, Vietnam and the Global War on Terror this Veterans Day, November 11, 2018. Approved
 
3.   Board of Supervisors - Approve Proclamation in recognition of Mayor Harvey Skoog's decades of dedicated service, contributions and leadership as the Mayor of the Town of Prescott Valley, Arizona. Approved
 
4.   Board of Supervisors - Approve Proclamation declaring October 23-31, 2018, as Red Ribbon Week across Yavapai County. Approved
 
5.   Board of Supervisors - Approve acceptance of Proposition 202 Gaming Funds in the amount of $35,000.00. This grant was awarded from the Gila River Indian Community for the Model Creek School (Yarnell Elementary School District No. 52) for their Behavioral and Cultural Improvements project. (District 1 - Supervisor Simmons) Approved
 
6.   Board of Supervisors - Final approval of the allocation of 2018-19 Forest Fees Projects Funds totaling $275,000.00. A portion of the funds will be disbursed to the awardees in advance, with required quarterly reporting to Yavapai County Finance Department until all monies have been spent. The final deadline for expenditure of this award, as well as all previous awards, will be December 31, 2019. (Phil Bourdon - County Administrator; Dan Cherry - Public Works Director) Approved

3.   Development Services - Recommend approval to the Arizona Department of Liquor Licenses and Control of a Series 12 Liquor License application (29876) without protest submitted by Andrea Lewkowitz for Agave Highlands Grill, Cornville, AZ 86325. (District 3 - Supervisor Garrison) Approved
 
4.   Development Services - Recommend approval to the Arizona Department of Liquor Licenses and Control of a Series 12 Liquor License application (28474) without protest submitted by Alfredo Garza for Bombaz Grill located at 3900 Western Dr. Suite A, Cottonwood, AZ 86326. 5.   Development Services - Second Courtesy hearing for the adoption of revisions to the Development Services Building Safety Fee Schedule, pursuant to A.R.S. §11-251.05, §11-251.08, and §11-251.13. No Action
