SUPERVISORS' REPORTS AND COUNTY ADMINISTRATOR'S REPORT Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.

PRESENTATIONS

	1.	Board of Supervisors - Presentation by Peg Travers, President of the Prescott Pickleball Association, on the events, tournaments and community programs held at the Prescott Pickleball Complex located at Pioneer Park in Prescott.

	2.	Board of Supervisors - Presentation by Samantha Sabo, Northern Arizona University Center for Health Equity Research, to introduce the Center and offer their services and assistance to Yavapai County.

CONSENT AGENDA All items on the Consent Agenda were unanimously approved with the exception of item 18.

	1.	Board of Supervisors - Approve minutes of meeting of October 3, 2018.

	2.	Board of Supervisors - Approve annual Fall and Spring Adoption Day Activities to be held at the Juvenile Justice Center, and authorize the County Administrator or Assistant County Administrator to sign vendor contracts associated with the event.

	3.	Board of Supervisors - Approve retention of an appraiser (Greater Southwest Valuation, Inc.) for valuation of certain parcels of County-owned and privately owned property located at or near the Arizona Downs Racetrack in Prescott Valley, Arizona, at a cost not to exceed $9,000.00. YC Contract No. 2018-471

	4.	Board of Supervisors - Approve a professional services agreement between The Central Yavapai Planning Organization (CYMPO) and AECOM Technical Services for the 2045 Regional Transportation Plan, for an amount not to exceed $268,433.00.

	5.	Board of Supervisors - The Board of Supervisors will resolve into the Board of Equalization, and following consideration of this item, will reconvene as the Board of Supervisors - Ratify a change to a Hearing Officer decision for a hearing held on September 13, 2018.

	6.	Board of Supervisors - Approve vouchers for September 24, 2018 through October 5, 2018.

	7.	Community Health Services - Approve the acceptance of grant funding in the amount of $20,000.00 from the Northern Arizona Healthcare Foundation for Autism Screening for the Y-Care Program.

	8.	County Attorney - Approve professional services contract with Attunix for the development of a Power Business Intelligence (BI) report. This software development will focus on the Yavapai County Attorney’s Office Criminal Case Statistics study mandated by the State (House Bill 2666, Pages 8 & 9). YC Contract No. 2018-472

	9.	Development Services - Approve appointment of Jeffrey Smith and Timothy Olson as Deputy County Zoning Inspectors pursuant to ARS §11-815(A).

	10.	Fleet Management - Approve attached lists of vehicles and equipment to be auctioned.

	11.	Public Works - Approve a purchase agreement for the acquisition of right-of-way on W. Hoffman Road in the Hassayampa Mountain Club Subdivision. YC Contract No. 2018-468 (District 1 - Supervisor Simmons)

	12.	Public Works - Approve acceptance of a donated Drainage Easement in the Castle Canyon Mesa Subdivision. (District 5 - Supervisor Smith)

	13.	Public Works - Approve acceptance of Segments 1 and 2 of Chavez Ranch Road as a fully maintained County road and approve the release of the remaining balance of the financial assurances held in retention in the form of an Escrow Account with Stewart Title, in the amount of $347,323.61. (District 3 - Supervisor Garrison)

	14.	School Superintendent - Approve a Yavapai County School Superintendent's program for the consolidation of substitute teachers between the following school districts: Hillside School District, YC Contract No. 2018-169; Kirkland School District, YC Contract No. 2018-171; Camp Verde Unified School District, YC Contract No. 2018-166; Mountain Institute JTED School District, YC Contract No. 2018-173; Seligman Unified School District, YC Contract No. 2018-177 and Skull Valley School District, YC Contract No. 2018-178.

	15.	School Superintendent - Approve agreements for E-Rate Consulting Services between the Yavapai County School Superintendent and the following entities: Acclaim Academy, YC Contract No. 2018-216; Cupertino Power Learning Academy, YC Contract No. 2018-220; The Town of Jerome Library, YC Contract No. 2018-233; Cochise County Educational Technology Consortium, YC Contract No. 2018-279 and Yucca Elementary School District # 13, YC Contract No. 2018-250.

	16.	School Superintendent - Approve Agreement between the Yavapai County School Superintendent and Congress Elementary School District for Hosted Services. YC Contract No. 2018-469

	17.	Sheriff - Approve acceptance of funding from the Governor's Office of Highway Safety for the 2019 Pedestrian & Bicycle Safety Grant (Contract # 2019-405h-022) in the amount of $1,000.00. YC Contract No. 2018-474

	18.	Sheriff - Approve acceptance of funding from the Governor's Office of Highway Safety for the 2019 Selective Traffic Enforcement Program (STEP) Grant (Contract # 2019-PTS-062) in the amount of $18,214.00. YC Contract No. 2018-475	Approved

	19.	Sheriff - Accept award of funding from the Arizona Department of Homeland Security to continue Phase III of the Portable Radio Project, in the amount of $31,968.00. YC Contract No. 2018-470

	20.	Sheriff - Approve acceptance of funding from the Governor's Office of Highway Safety for the 2019 DUI Enforcement and Equipment Grant (Contract # 2019-AL-034) in the amount of $32,270.00. YC Contract No. 2018-473

HEARINGS

	1.	Development Services - Recommend approval to the Arizona Department of Liquor Licenses and Control of a Series 7 Liquor License application (29880) without protest submitted by Andrea Lewkowitz for Agave Highlands Golf Course located at 645 S. Verde Santa Fe Parkway, Cornville, 86325. (District 3 - Supervisor Garrison)	Approved

	2.	Development Services - Courtesy hearing for the adoption of revisions to the Development Services Building Safety Fee Schedule, pursuant to A.R.S. §11-251.05, §11-251.08, and §11-251.13.	No Action

CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.

EXECUTIVE SESSION

	1.	Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(1) to discuss and conduct performance appraisals of the Fleet Management Director, Public Defender and Geographic Information Systems Director.

	2.	Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(1) to discuss and consider merit increases for appointed directors.

EXECUTIVE SESSION FOLLOW-UP ACTION

	1.	Board of Supervisors - Consider such action as may be required regarding merit increases for appointed directors. Approve by 4 to 1 roll call vote. Supervisor Brown opposed.	Approved
