Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
CONSENT AGENDA (Routine items that may all be approved by one motion.)
 
1.   Board of Supervisors - Approve minutes of meeting of October 4, 2017.
 
2.   Board of Supervisors - Approve appointment of Russell S. Duerksen JD, as District 4 representative on the Board of Health for a four-year term.
 
3.   Board of Supervisors - Approve appointment of Richard 'Buz' Williams to the Correctional Officers Retirement Plan (CORP) Board as a Public Representative, with a term ending June 2021.
 
4.   Board of Supervisors - Approve Resolution adopting an appeal procedure for property classification decisions pursuant to A.R.S. §§42-12052 and 42-12054.
 
5.   Board of Supervisors - Approve the settlement of eighteen low-income and senior housing property tax appeals, pursuant to A.R.S. §42-16214 in the cases consolidated with View Point/Prescott Valley LP v. Yavapai County: (TX2014-000518).
 
6.   Board of Supervisors - Approve vouchers.
 
7.   Development Services - Approve appointment of Margo Bollen as a Deputy Zoning Inspector pursuant to A.R.S §11-815(A).
 
8.   Development Services - Approve a Zoning Map Change from RS-10 (Residential and Services) to a Hard Zoned C2-10 (Commercial; General Sales and Services) zoning district on an approximate 1.06 acre parcel, subject to the recommended stipulations. James and Jerilyn Strande; APN: 407-03-019; HA# H17038. The property is located approximately 450 feet east of S Page Springs Road on the north side of Cornville Road in the Community of Cornville S02 T15N R04E G&SRB&M. (District 2 - Supervisor Thurman)
 
9.   Development Services - Approve a Final Plat for the Overlook Ridge Subdivision to allow the conveyance of 12 single family residential lots on approximately 26.67 acres in a RCU-2A (residential; Rural; 2 acre min. lot size) zoning district. Millar Brothers LLC, Tom Pender, APN: 406-18-007C; HA# H7034. Located at the end of E. Tierra Serena which is accessed off of S Old State Highway 279 adjacent to the City of Cottonwood. Located in SEC23 TWN15N R3E G&SRB&M (District 3 - Supervisor Garrison).
 
10.   Development Services - Approve a Use Permit to allow for a proposed clubhouse to be used by the residents within the Sedona Ranch on Oak Creek subdivision in an RCU-2A (Residential; Rural; 2 acre min. lot size) and R1-12 (Residential; Single Family; 12,000 min. lot size) zoning districts on an approximate 2.51 acre parcel, subject to the recommended stipulations. LaMerra Holdings LLC.; Dorn Homes Inc.; Dave Hubbs; APN: 408-31-349; HA# H17036. The property is located on the Northwest Intersection of Loy Lane and Lagos Court on Tract H of the Sedona Ranch on Oak Creek Subdivision off of Red Rock Loop Road West of the City of Sedona. 11.   Facilities - Approve modification to Addendum 2 to Solid Waste Collection and Disposal Services Agreement with Waste Management of Arizona, Inc.
 
12.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Accept a Quit Claim Deed to the District for a property located in the floodway of Big Bug Creek, Cordes Lakes area; Assessor’s Parcel Number 500-29-093, Cordes Lakes #5, Lot 1230. (Supervisor Thurman – District 2)
 
13.   Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve FY 17-18 funding in the amount of $110,000.00 for a new Community Intergovernmental Agreement (IGA) with the Town of Chino Valley for Drainage Improvement Projects. (Supervisor Brown – District 4)
 
14.   Public Works - Award contracts to all bidders at various unit prices for Supply and Deliver Asphaltic Cold Mix in Yavapai County, AZ - Contract #1722556 (All Districts)
 
15.   Public Works - Award contracts to all bidders at various unit prices for Supply and/or Supply and Deliver High Performance Patch Material in Yavapai County, AZ - Contract #1722557 (All Districts)
 
16.   Public Works - Award contract to Argo Fab, Inc. for Purchase and Deliver One 25-Ton Tag-Type 3-Axle Tilt Deck Trailer in Yavapai County, AZ - Contract #1722558 (All Districts)
 
17.   Public Works - Award contract to Midco Sales LLC for Purchase and Deliver One Two-Axle 5th Wheel Bottom Dump Trailer in Yavapai County, AZ - Contract #1722559 (All Districts)
 
18.   Public Works - Approve a request by Arizona Public Service Company (APS) for a new utility easement at the Sedona Airport needed for a communications pole related to their field operations. No County funds involved (District 3 – Supervisor Garrison)
 
19.   School Superintendent - Approve the Agreement for Substitute Consolidation Services Between Yavapai Accommodation School District and Yavapai County School Superintendent
 
20.   Sheriff - Approve and accept funding for the 2018 Bicycle Safety grant from the Governor's Office of Highway Safety in the amount of $977.00 (2018-405h-020).
 
21.   Sheriff - Approve and accept funding for the 2018 Selective Traffic Enforcement Program (STEP) grant from the Governor's Office of Highway Safety in the amount of $8,000.00 (2018-PTS-076).
 
22.   Sheriff - Approve and accept funding for the 2018 DUI Enforcement and Equipment grant from the Governor's Office of Highway Safety in the amount of $32,255.00 (2018-AL-033).
 
23.   Sheriff - Approve one employee to attend training in Las Vegas, NV and take a county vehicle on October 30, 2017, to November 2, 2017, for 50 Caliber Hard Target Weapons Operator/Instructor training.
 
24.   Sheriff - Approve agreement with CableOne Advertising for digital and television advertisements as part of the Sheriff's Office ongoing and continual recruitment efforts.
 
ACTION
 
1.   Board of Supervisors - Approve Proclamation declaring October 23-31, 2017, as Red Ribbon Week across Yavapai County.
 
2.   Board of Supervisors - Approve Proclamation declaring October as Breast Cancer Awareness Month in Yavapai County.
 
3.   Board of Supervisors - Approve Proclamation declaring November as Family Caregiver Month in Yavapai County.
 
4.   Board of Supervisors - Accept the resignation of Byron Jaspers, Public Works Director, effective February 15, 2018.
 
5.   Public Works - Approve the Verde Village Connector Alternatives Analysis and the Operations, Safety and Traffic Calming Addendum prepared by Amec Foster Wheeler, October, 2017. No county funds involved (District 3 - Supervisor Garrison)
 
HEARINGS
 
1.   Development Services - Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 10 Beer & Wine Store (10133284) Acquisition of Control liquor license application, without protest, submitted by Robert C. Sprouse, as agent for Giant Store #070 located at 6509 Highway 179, Sedona 86351.
 
2.   Development Services - Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 12 Restaurant (12133690) liquor license application, without protest, submitted by Carol J. Satran of Robbie's, located at 5155 N. Dave Wingfield Road, Rimrock, 86335.
 
3.   Development Services - Approval of a Use Permit to allow for a permanent Soil Repository for the Verde Soil Program which is a voluntary Remediation Project for the Town of Clarkdale and overseen by ADEQ on an approximate 50 acre portion of a total of 620 acres in an RCU-2A (Residential; Rural; 2 acre min. lot size) and R1L-175 (Residential; Single Family Limited; 175, 000 min. sq. ft. lot size) zoning district, subject to the recommended stipulations. The property is located on the east side of Sycamore Canyon Road North of the Town of Clarkdale town limits and approximately 7000’ northwest of the Tuzigoot National Monument boundary. CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.
 
EXECUTIVE SESSION
 
1.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(1) for discussion regarding Public Works Department Director recruitment and appointment.
 
2.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(1) to discuss and conduct performance appraisals of the Facilities Director, Flood Control District Director, Public Works and County Administrator.
