Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
PRESENTATIONS
 
1.   Board of Supervisors - Presentation and update on the West Yavapai Guidance Clinic's Crisis Stabilization Unit located in Prescott Valley. Presenter: Laura Norman, Chief Development & Communication Officer, West Yavapai Guidance Clinic.
 
CONSENT AGENDA All items on the Consent Agenda were unanimously approved with the exception of item 13.
 
1.   Board of Supervisors - Approve minutes of meeting of September 20, 2017. Approved
 
2.   Board of Supervisors - Approve use of the Citizen's Cemetery for the Cemetery Walk fundraiser on October 28, 2017, and for a "Dia de los Muertos"(Day of the Dead) ceremony on October 29, 2017. Approved
 
3.   Board of Supervisors - Approve appointment and removal of precinct committeemen as recommended by the Yavapai County Democratic Party, all as evidenced in Board Memorandum No. 2017-11. Approved
 
4.   Board of Supervisors - The Board of Supervisors will resolve into the Board of Equalization, and following consideration of this item will reconvene as the Board of Supervisors - Ratify the decisions of the Hearing Officer for hearings held on September 20-22, 2017. Approved
 
5.   Board of Supervisors - Approve vouchers. Approved
 
6.   County Attorney - Approve Waiver of Conflict concerning an Agreement for Substitute Consolidation Services between Yavapai County and Yavapai Accommodation School District #99. Approved
 
7.   County Attorney - Approve Advanced Step Hire of Range 69, Step 32 for attorney Steven Clark. Approved
 
8.   Development Services - Approve five (5) employees to attend the Arizona Planning Association 2017 State Conference in Fort McDowell, AZ on October 25-27, 2017. Approved
 
9.   Facilities - Approve termination of the Technical Services Agreement by and between Climatec, LLC and Yavapai County. Approved
 
10.  
Facilities- Approval for $32,569.00 for Specialty Paving and Grading, LLC for budgeted Capital project to pave the parking lot at Mayer Centennial Park, and authorize the Director of Facilities to sign all documents relative to the project.

11.   Fleet Management - Approve a new agreement with Sierra Auction Management Inc., to conduct auctions for our vehicle, equipment, and surplus items. Approved
 
12.   Human Resources - Approve the hire of William Rejebian as Librarian – Cataloging at Range 62, Step 24, with an effective date of October 2, 2017. Approved
 
13.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approval of a Business Service Agreement with Cable One to provide internet connection and equipment to Clark Memorial Library. Withdrawn
 
14.   Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors. Approval of an Intergovernmental Agreement with Yavapai College and the Mayer Unified School District for the purposes of establishing a library in Spring Valley. Approved
 
15.   Public Works - Approve Authorization of Services #1722561 with Ninyo & Moore in the amount not to exceed $16,971.00 for quality control testing on the upcoming Fair Oaks Road Overlay Project #1722544 (District 4 - Supervisor Brown)

16.   Public Works - Approve a right of way project on East Stardust Circle in the Lake Montezuma Hills Amended Subdivision. Cost is estimated at $20,000.00 to be paid out of HURF budgeted funds (District 2 - Supervisor Thurman) Approved

22.   Recorder - Approve an Intergovernmental Agreement (IGA) between the Secretary of State’s Office and Yavapai County, to expire June 30, 2018, for the continued maintenance and operation of the existing voter registration system with the current vendor. Approved
 
23.   School Superintendent - Approve agreement between Yavapai County School Superintendent and The PEAK School for E-Rate Consulting Services. Approved
 
24.   Sheriff - Approve to send smoke inhalation property/equipment to auction for disposal. Approved
 
25.   Sheriff - Approve two employees to attend the Arizona Inland Search Management training in Tucson, AZ on November 13 through 17, 2017. Approved
 
26.   Sheriff - Approve 2017-2018 agreement with Angie's House to reserve one transitional bed and allow for the use of additional transitional beds as required and available for individuals being released from the Yavapai County Jail. Approved agreement will be paid for with special funds received through the Arizona Community Foundation. Approved
 
27.   Sheriff - Approve agreement with Prescott Transit Authority for transportation of indigent at-risk individuals released from the Yavapai County Jail effective June 13, 2017 and terminating June 12, 2018. Approved agreement will be paid for with special funds received through the Arizona Community Foundation-Sedona. Approved
 
28.   Sheriff - Approve agreement with CK's Need A Lift/Liver LLC for transportation of indigent at risk individuals released from the Yavapai County Jail effective June 13, 2017 and terminating June 12, 2018. Approved agreement will be paid for with special funds received through the Arizona community foundation-Sedona. Approved
 
29.   Yavapai County Jail District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Jail District, and following consideration of this item will reconvene as the Board of Supervisors - Approve a prorated three-year contract with Axon Enterprise to purchase eleven (11) body worn cameras for detention staff, digital evidence storage, a docking station and an assurance plan for repair and replacement. The initial purchase and first year maintenance to be paid for through special funds (Jail Enhancement Funds) and request additional budget capacity for year 2 and 3. Approved
 
ACTION
 
1.   Board of Supervisors - Approve Proclamation declaring October 16-20, 2017, as Mediation Week in Yavapai County. Approved
 
2.   Board of Supervisors - Approve Resolution and letters to Arizona's Congressional Delegation requesting the Congress of the United States to provide full funding for the Payment-In-Lieu-of-Taxes Program (PILT) Approved
 
3.   Yavapai County Jail District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Jail District, and following consideration of this item will reconvene as the Board of Supervisors. Discussion and possible action regarding the funding of the Yavapai County Jail District. Approved
 
HEARINGS
 
1.   Development Services - Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 10 Beer & Wine Store Agent Change/Acquisition of Control liquor license application without protest submitted by Heather M. Ramirez of Historic Rt. 66 General Store located at 506 W. Highway 66, Seligman 86337. Approved
 
2.   Development Services - Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 11 Hotel (1133040) liquor license application without protest submitted by David S. Pizer as agent for Creekside Preserve Lodge & Cabins, located at 11255 S. State Route 69, Mayer 86333. Approved
 
3.   Development Services - Approve a Zoning Map Change from C1-35 (Commercial; Neighborhood Sales and Services; min. 35,000 sq. ft. lot size) to C2-1 (Commercial; General Sales and Services) in order to allow the construction and operation of a mini storage facility on two parcels totaling approximately 2.58 acres in an C1-35 (Commercial; Neighborhood Sales and Services; min. 35,000 sq. ft. lot size) zoning district, subject to the recommended stipulations contained in the Memorandum to the Board of Supervisors dated 9-25-2017. ; Storage at the Dells LLC; Bill Watson; APN: 106-10-004C and -004F; HA# H16029. The properties are located approximately 345’ from the intersection of N State Route 89 and E Old Highway 89A and located in between both roadways in the Granite Dells area near the City of Prescott. CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.
 
EXECUTIVE SESSION
 
1.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(3) and (A)(4) for legal advice/consultation pertaining to a submission of a proposed lease between the Sedona-Oak Creek Airport Authority and Guidance Aviation for approval by the Board of Supervisors.
 
2.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(1) to discuss and conduct performance appraisals of the Community Health Services Director, Management Information Systems Director and Finance Director.
 
EXECUTIVE SESSION FOLLOW-UP ACTION
 
1.   Board of Supervisors – Consider such action as may be required regarding a proposed lease agreement between the Sedona-Oak Creek Airport Authority and Guidance Aviation. Approved
