Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of this item will reconvene as the Board of Supervisors - Approve Professional Services contract in the amount of $59,400.00 with Shephard Wesnitzer, Inc. to provide planning and design services to determine ideal locations for green infrastructure projects, identify projects that would yield the most benefit, and to create the design documents, maintenance plan, and schedule. Brief Explanation of Need
In 2012, Prescott Creeks completed the “Improvement Plan for the Upper Granite Creek Watershed” using Arizona Department of Environmental Quality (ADEQ) 604(b) grant funding. The final report identified creeks in the watershed containing unacceptable levels of pollutants, including Miller Creek and Manzanita Creek outside the City of Prescott limits in the County. These areas are covered in the Yavapai County Municipal Separate Storm Sewer System (MS4) which falls under the jurisdiction of the Flood Control District. The primary mitigation recommendation included green infrastructure along the creeks to minimize pollutants entering the creeks.
 
As part of the same 604(b) grant for fiscal year 2019, the ADEQ has identified projects recommended in the Prescott Creeks report as among the highest priorities for the grant funding. As a result, the Yavapai County Flood Control District has applied for, and been awarded, a $60,000 grant through the ADEQ to determine ideal locations for green infrastructure projects, identify projects that would yield the most benefit, and to create the design documents, maintenance plan, and schedule. The grant acceptance was approved by the Board of Directors at the December 19, 2018 meeting.
 
Following the grant acceptance, the Flood Control District posted a Request for Qualifications and the lone applicant, Shephard Wesnitzer, Inc., met the qualifications and was selected to provide a scope and fee schedule. The District’s legal counsel has reviewed and approved the contract.

This grant award specifically does not require any matching funds by the District, but grant monies will be reimbursed to the District, rather than invoices paid directly via the ADEQ program. Thus, District funds will be tied up during the project until reimbursement occurs. This grant covers expenditures up to $60,000.00 for this specific project.
