Public Works - Approve Yavapai County to be designated as a direct recipient of the Better Utilizing Investments to Leverage Development (BUILD) Transportation Discretionary Grant in the amount of $25,000,000.00. (District 2 – Supervisor Thurman)
Brief Explanation of Need
On December 20, 2018, the Yavapai County Public Works Department received a letter from the Federal Highways Administration (FHWA) Arizona Division in regards to the recent decision by the USDOT to award Yavapai County a $25,000,000 grant for the Verde Connect Project under the Better Utilizing Investments to Leverage Development (BUILD) program.  As described in the attached letter, FHWA is requesting a decision from Yavapai County in regards to recipient status for the grant.  There are two options available to the County for recipient status.  As the grantee, the County can elect to be a direct recipient of the grant or the County can investigate the possibility of project administration through the Arizona Department of Transportation (ADOT).  ADOT would have to agree to administer the project and is not required to do so.  There would be substantial financial savings to Yavapai County as a direct recipient of this grant.  Project administration through ADOT would require use of a portion of the grant funding and or local contribution to fund ADOT’s project administration costs, which are expected to be significant.
The Public Works Department believes it is in the best interest of Yavapai County to be a direct recipient of the BUILD grant, though it will require accepting some responsibility and liability for proper grant administration and documentation. Yavapai County Public Works would rely in part on the expertise and guidance of its consultant, Jacobs, and the FHWA if it were to accept this grant as a direct recipient, to ensure a successful project.
The Public Works Department respectfully requests that the Board of Supervisors approve Yavapai County to be a direct recipient for the BUILD Grant and work directly with the FHWA Arizona Division in moving forward with this project.
