Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.
 
AWARDS AND PROCLAMATIONS 
 
1.   Board of Supervisors - Recognition and appreciation to Anna Mary Glaab, Bagdad/Yarnell Justice of the Peace, for her 35 years of service to Yavapai County.
 
CONSENT AGENDA All items on the Consent Agenda were unanimously approved with the exception of items 2 and 5.
 
1.   Board of Supervisors - Approve minutes of meeting of December 19, 2018.
 
2.   Board of Supervisors - Approve individual Board of Supervisors to join the local Chamber of Commerce in areas of their district. Tabled
 
3.   Board of Supervisors - Approve vouchers for December 10, 2018 through December 21, 2018.
 
4.   Community Health Services - Approve transfer of budget capacity in the amount of $7,924.00 from Capital Improvement Projects budget to the Medical Examiner's budget for the purchase and installation of a security system for the Medical Examiner's Office.
 
5.   Development Services - Approve Replat of a Final Plat to allow the conveyance of twenty-one (21) single family residential lots on approximately 68.2 acres, subject to previously approved stipulations; Talking Rock Land LLC; Granite Basin Engineering, Inc., Davin Brenner; APN: 306-35-294C, 306-57-501 thru -532; HA# H18054. The property is located on both sides of N Double Adobe Road off of Williamson Valley Road North of the City of Prescott. S15 T16N R03W G&SRB&M. (District 4 - Supervisor Brown) Approved
 
6.   Development Services - Approve a Use Permit to allow for a Sign Plan for the Pilot Travel Center to allow up to a total of 387 sq. ft. of signage on an approximate 8.55-acre parcel in a C1-2A (Commercial; Neighborhood Sales and Services; 2-acre lot size) zoning district; with the recommended stipulations; APN: 500-05-055F; H18039; Pilot Travel Center; Texas Republic Signs, LLC. The subject parcel is located on the East side of Stagecoach Trail at the intersection with E Cordes Lakes Road in the area known as Cordes Junction. S14 T11N R02E G&SRB&M. 7.   Facilities - Award contract to ASTA Roofing and Construction, LLC in the total amount of $198,189.00 for Roof Replacement-Phase II, Yavapai County Detention Facility-Camp Verde, Project FM181901. YC Contract Number 2019-004 (District 2- Supervisor Thurman)
 
8.   Fleet Management - Approve purchase of trailer, in an amount not to exceed $8,502.64, for Solid Waste with tire fund monies, and add the trailer to the Solid Waste assigned vehicle fleet. (All Districts)
 
9.   Public Defender - Approve dependency, delinquency and conflict appellate contracts for Attorney Robert Casey and allow the Public Defender's Juvenile Chief, as Juvenile Contract Administrator, to sign all necessary documents.
 
10.   Public Works - Approve acceptance of a realigned Utility Easement and approve Resolution No. 1998 to extinguish a portion of an existing Utility Easement located within the Granite Park Subdivision, Granite Dells. (District 4 – Supervisor Brown)
 
11.   Public Works - Approve Authorization of Services #1822872 with Ninyo & Moore in the amount not to exceed $7,186.00 for geotechnical services on the Bagdad Airport Restroom/Terminal Building project. YC Contract No. 2019-005 (District 1 - Supervisor Simmons)
 
12.   Public Works - Approve Change Order #1 to YC Contract No. 2018-367 with SD Crane Builders, Inc. for completion of services to be extended to May 31, 2019. YC Contract No. 2018-367A1 (District 1 - Supervisor Simmons)
 
13.   Public Works - Approve Change Order #1 (Final) to Authorization of Services No. 1822047.1 with ATL-CMT in the increased amount of $14,489.00 for professional services on Overlay (Fall, FY 2018/2019) Project #1822047. YC Contract No. 2018-371A1 (District 2 - Supervisor Thurman; District 3 - Supervisor Garrison and District 4 - Supervisor Brown)
 
14.   Public Works - Approve purchase agreement for the acquisition of right-of-way on East Sunset Lane. YC Contract No. 2019-003 (District 5 - Supervisor Smith)
 
15.   Public Works - Approve a right-of-way project for South Ghost Town Road in the Congress area. (District 1 - Supervisor Simmons)
 
16.   Public Works - Approve Yavapai County to be designated as a direct recipient of the Better Utilizing Investments to Leverage Development (BUILD) Transportation Discretionary Grant in the amount of $25,000,000.00. (District 2 – Supervisor Thurman)
 
17.   School Superintendent - Approve agreement between Yavapai County School Superintendent and Huachuca City Public Library for E-Rate consulting services. YC Contract No. 2018-232
 
18.   Sheriff - Approve supplemental agreement with Wellington Consulting Group to the original agreement signed in July 2017 - Contract ID 3003. YC Contract No. 2019-001
 
19.   Sheriff - Approve one (1) employee to attend Background Investigations for Police Applicants on January 31, 2019 - February 1, 2019, in Phoenix, Arizona.
 
ACTION
 
1.   Human Resources - Approve a change to the Guaranteed Minimum Interest Rate of the fixed annuity contract in the County's Nationwide 457 plan and authorize the Human Resources Director to sign all required documents. Tabled

1.   Development Services - Consideration of a Use Permit to allow for a manufactured home on an approximate 2.04-acre parcel in an R1L-175 (Residential; Limited; 175,000 square foot minimum lot size) zoning district; APN: 402-13-128F; H18042; Cari Gorman-Salisbury. The subject property is located on the West side of Orme Road off Rocking J Lane in the Dewey area. S08 T13N R02E G&SRB&M. (District 2 - Supervisor Thurman) Denied

Yavapai County, et al., Sunnova Asset Portfolio 4 LLC v. Yavapai County, et al., Sunnova AP 6 Warehouse II LLC v. Yavapai County, et al., Sunnova LAP II LLC v.
