SUPERVISORS' REPORTS AND COUNTY ADMINISTRATOR'S REPORT
Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
PRESENTATIONS
 
1.   Board of Supervisors - Presentation to the Public Works Director Byron Jaspers, in recognition and appreciation for his 23 years of service to Yavapai County.
 
CONSENT AGENDA All Items on the Consent Agenda were unanimously approved with the exception of item 10.
 
1.   Board of Supervisors - Approve minutes of meeting of January 3, 2018, and special meeting minutes of January 9, 2018.
 
2.   Board of Supervisors - Approve appointment of precinct committeemen as recommended by the Yavapai County Republican Party, all as evidenced in Board Memorandum No. 2018-01.
 
3.   Board of Supervisors - Approve election of Chris Kuknyo as replacement for Ethan Edwards on the Industrial Development Authority Board, representing District 4, and completing the remainder of the term set to expire April 2023.
 
4.   Board of Supervisors - Approve vouchers for December 25, 2017 through January 5, 2018.
 
5.   Community Health Services - Approve acceptance of a check donated in the amount of $500.00 from the Cottonwood Public Safety Association for the purchase of bike helmets for the community. (District 3 - Supervisor Garrison)
 
6.   County Assessor - Approve Title Supervisor, Patrick Naville to take county vehicle to Nevada for Arizona Professional Land Surveyors Western Regional Survey Conference. February 20, 2018 - February, 23, 2018.
 
7.   County Attorney - Approve Waiver of Conflict of Interest between Yavapai Accommodation School District and Yavapai County regarding the Educational Transition Program Agreement for Yavapai County Juvenile Offenders and Children in Juvenile Dependency Proceedings.
 
8.   Facilities - Approve termination of Service Agreement with Northern Arizona Garage Doors, LLC. for the remainder of FY 2017-18, in the amount of ($1,011.00) credit for third & fourth quarters FY 2017-18. YC Contract No. 2018-015 (District 2 - Supervisor Thurman)
 
9.   Public Works - Award contract to Norwood Equipment Company LLC, for Purchase and Delivery of One (1) Mounted Dump Bed-Snow Plow-Hydraulic System-Stainless Steel Sander in Yavapai County, AZ - Contract #1722598. YC Contract No. 2018-006 (All Districts)
 
10.   Public Works - Approve Authorization of Services # 17220077 in the amount not to exceed $15,090.00 with Shephard - Wesnitzer, Inc. for Survey Services on Beaver Creek Road. YC Contract No. 2018-007 (District 2 - Supervisor Thurman) Approved
 
11.   Public Works - Approve Contract Extension with Waste Management of AZ, Inc., successor in interest of Southwest Waste Services, Inc. and assignee of the February 19, 2013, Contract # 1314324 with Yavapai County for Hauling Services from Black Canyon City Solid Waste Transfer Station in Yavapai County, AZ. YC Contract No. 2018-008 (District 2 - Supervisor Thurman)
 
12.   Public Works - Approve Contract Extension with Waste Management of AZ, Inc. successor in interest of Southwest Waste Services, Inc. and assignee of the February 19, 2013 Contract #1320224 with Yavapai County for Hauling Services from Congress Solid Waste Transfer Station in Yavapai County, AZ. YC Contract No. 2018-009(District 1 - Supervisor Simmons)
 
13.   Public Works - Approve Contract Extension with Waste Management of AZ. Inc. successor in interest of Southwest Waste Services, Inc. and assignee of the February 19, 2013 Contract #1320225 with Yavapai County for Hauling Services from Mayer Solid Waste Transfer Station in Yavapai County, AZ. YC Contract No. 2018-010(District 2 - Supervisor Thurman)
 
14.   Public Works - Approve Contract Extension with Waste Management of AZ. Inc. successor in interest of Southwest Waste Services, Inc. and assignee of the February 19, 2013 Contract #1320227 with Yavapai County for Hauling Services from Skull Valley Solid Waste Transfer Station in Yavapai County, AZ. YC Contract No. 2018-011(District 1 - Supervisor Simmons)
 
15.   Sheriff - Approve two employees to attend the Three-Day Crime Scene Processing Course in Chandler on February 20-22, 2018.
 
ACTION
 
1.   Board of Supervisors - Approve a proclamation declaring January 21-27, 2018 as School Choice Week. Approved
 
CALL TO THE PUBLIC: Individuals may address the Board for up to three (3) minutes on any relevant issue within the Board's jurisdiction. Pursuant to A.R.S. §38-431.01(H), Board members shall not discuss or take action on matters raised during the call to the public. The Board may direct staff to study the matter or direct that the matter be rescheduled for consideration at a later date.
 
EXECUTIVE SESSION
 
1.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(3) and (A)(4) for legal advice/consultation regarding pending litigation: Transwestern Pipeline Company v. Arizona Department of Revenue, et al, including TX2017-000531.
 
2.   Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(3) and (A)(4) for legal advice/consultation regarding pending litigation: SolarCity Corporation, et al v. Arizona Department of Revenue, et al, including TX2017-000512.
