  SUPERVISORS' REPORTS AND COUNTY ADMINISTRATOR'S REPORT
Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.
 
  CONSENT AGENDA - All items on the Consent Agenda were unanimously approved with the exception of items 12 and 15.
 
1.   Board of Supervisors - Approve minutes of meeting of December 21, 2016.
 
2.   Board of Supervisors - Approve representation of Yavapai County by Attorney Jim Susa in a new tax appeal filed by Phoenix Cement against Yavapai County for the 2016 tax year (TX2016-000194); on the same terms and conditions as the existing retention agreement with the County dated May 5, 2016.
 
3.   Board of Supervisors - Approve representation of Yavapai County by the Office of the Arizona Attorney General in a tax appeal filed by Transwestern Pipeline Company, LLC, for the 2017 tax year, against the Arizona Department of Revenue and counties in Arizona in which Transwestern has pipeline facilities, including Yavapai County (TX2016-000951).
 
4.   Board of Supervisors - Approve vouchers.
 
5.   Community Health Center of Yavapai - Approve a $1,200 Charitable Contribution from Prescott Noon Lions Club to help purchase diabetics testing equipment for low-income and uninsured patients of the Community Health Center of Yavapai.
 
6.   Development Services - Approve a Use Permit to allow for a manufactured home on an approximate .91 acre parcel in an R1L (Residential, Single Family, Limited to site built structures only) zoning district. Eugene T. Stiles Jr. Revocable Living Trust; Gene Stiles; APN: 500-14-065; HA# H16084. Located on the north side of E Central Avenue and approximately .3 miles north of the intersection with E Central Ave and E Oak Street in the community of Mayer. 7.   Development Services - Approve a Use Permit to allow a 2,800 square foot manufactured home to be used as an additional primary dwelling unit and to allow for a zero foot setback between the 2800 square foot manufactured home and a proposed garage an approximate 80.14 acre parcel in an R1L- 175 (Residential, Single Family, Limited to site built structures only, 175,000 min. square foot lot size) zoning district. Callie Hernandez; Robert S. Pecharich; APN: 205-25-045D; HA# H16082. Located approximately 1.6 miles south of the intersection of S Iron Springs Road and S Old Skull Valley Road in the community of Skull Valley. S04 T13N R04W G&SRB&M (District 1, Supervisor Simmons)
 
8.   Management Information Systems - Approve a five (5) year renewal agreement with Century Link.
 
9.   Management Information Systems - Approve Century Link agreement for Metro Ethernet access at three (3) locations: 10 S. 6th Street, Cottonwood - 1501 W. Washington Street- Phoenix, and 1971 Commerce Center Circle, Prescott.
 
10.   Public Works - Approval renewal application from Coldwater Canyon Water Company for an existing water franchise agreement and set a hearing for February 1, 2017 at 9:30 a.m. at the Administrative Services Building located at 1015 Fair Street in Prescott to approve the agreement. (District 2, Supervisor Thurman)
 
11.   Public Works - Approve Modification #1 to the original Cooperative Forest Road Agreement (Agreement #11-RO-11030409-038) with the Coconino National Forest. The modification provides an extension of the expiration date to December 31, 2017. (District 2, Supervisor Thurman & District 3, Supervisor Garrison)
 
12.   Public Works - Approve entrance into a joint Intergovernmental Agreement with the Arizona Department of Transportation and the Town of Chino Valley for the design costs associated with the installation of a traffic signal and road widening at the Intersection of SR89 and Road 1 North. In addition, approval to fund an amount not to exceed $150,000 towards the project design costs. Chino Valley (District 4, Supervisor Brown). Approved by 4 to 1 vote. Supervisor Smith opposed. Approved
 
13.   Public Works - Award contracts to all bidders at various unit prices for Supply and Deliver Liquid Asphalt Products in Yavapai County, AZ; Contract #1619324. (All districts)

School Superintendent - Approve establishment of a new fund number for the 2017 IDEA – LETRS TOT Institute Grant and consider acceptance for the duration grant, grant amount $10,000.00.
 
15.   Sheriff - Approve a 5 (five) year contract with Taser International for purchase of four (4) body cameras for the K-9 Unit. Funding source is the 2016 Byrne JAG grant awarded and accepted by the Board on September 21, 2016 for the first year. Quote/contract includes five year costs for these four (4) unit licenses, digital storage, and other related expenses. Withdrawn
 
  ACTION
 
1.   Board of Supervisors - Approve a proclamation commending Yavapai County Citizens' for their support of liberty and community betterment in conjunction with Martin Luther King Jr. Day/Civil Rights Day. Approved
 
2.   Board of Supervisors - Approve a proclamation declaring January 23 through 28, 2017, as Stand With Me, Be Drug Free Week. Approved
 
3.   Public Works - Request for the Board of Supervisors to accept an easement on Bice Road. Withdrawn
 
  HEARINGS
 
1.   Board of Supervisors – Prioritize proposed Community Development Block Grant (CDBG) projects to be funded in 2017, and sign a resolution authorizing the submission of three grant applications based on that prioritization. Sign a resolution adopting a residential anti-displacement and relocation assistance plan for FY 2017, which is part of the application process. The Board of Supervisors will use the following list of CDBG projects to make funding selections: Arizona Sewing Works; City of Cottonwood; Seligman Sanitary District; Yarnell Water Improvement District; Prescott Area Habitat for Humanity; Angie's House; Abide Maternity Home.

2.   Development Services - Recommend to the Arizona Department of Liquor Licenses and Control approval of a Series 09 Liquor Store (09130045) liquor license application without protest submitted by Sagar R. 3.   Development Services - Approve a Major PAD Amendment from portions of the Granite Park P.A.D. Phases 4 & 5, to allow for the construction and operation of a four story educational facility for the purpose of instruction, events, dormitories, and open space on an approximate 69 acre site in a PAD (Planned Area Development) zoning district.
